Governance Explanations

Form 990, Part VI, Section A, Line 6

The organization was originally incorporated as a membership organization.

Form 990, Part VI, Section B, Line 11

The finance committee reviews the 990 in detail when it is completed. The board of directors is then sent a copy of the 990 and reviews it at their board meeting. This is all done prior to filing the tax return.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy was developed and sent to all board members. Statements are filled out by board members annually, and are collected by the accounting department.

Form 990, Part VI, Section B, Line 15

Ceo compensation - the organization follows the ymca of the usa guidelines for determining ceo compensation. They publish a salary range based on size of the organization. Our ymca also gathers information for executive compensation in the region (east coast) for comparison purposes. The organization also checks other non profit organization compensation for comparison purposes. Compensation is determined after a formal review process is completed by the executive committee. That includes annual objectives, periodic updates and results of these objectives, and an annual written and verbal status report to the board of directors. The executive committee meets in a closed session (without the ceo) to discuss performance and compensation. Compensation for key employees - the organization gets comparable information from the ymca of the usa based on the size of our ymca, similar geographics etc. We also gather on line data for similar positions, when they exist. We have a wage & salary plan for exempt and non exempt staff which has minimums, midpoints, and maximums for each grade level. This is updated annually by having all directors meet to review the various positions and description, job responsibilities, etc. Once each position is in a grade level we determine the ranges. Economic factors are considered as well.

Form 990, Part VI, Section C, Line 19

The ymca makes its governing documents, conflict of interest policy and financial statements available upon request.

Additional Explanations

Form 990, Part III, Line 2

The diabetes prevention and living active programs were added in 2014. Additionally, the y started programming in the the warminster location in november 2014.

Form 990, Part III, Line 4A, Program Service Accomplishments Continued

The y's teen center offers a variety of venues attractive to the teen population, including pool tables, arcade games, high speed internet, wide screen televisions and a state of the art sound system. Programs are designed to help them develop self-esteem and good values, including cooperation, respect, good citizenship, and a strong work ethic. Wellness programs target youth and teens to help them build a strong foundation for developing healthy lifestyles. Teens use the y as a place to come after school and weekends, where they can hang out, socialize, workout or swim in a healthy and safe environment. The y's teen leaders group (7th-12th grade) meets weekly and focuses on community service based programs designed to help them grow as individuals in a positive, fun atmosphere. The teens have been active in many volunteer activities including working at the local food pantry, reading and cooking for a community senior living center, maintaining a garden at the hospital, and sponsoring a martin luther king day dance a thon to raise money for a community housing group. In 2014, the y sent 15 teens to peru for a service learning trip. The teens spent 9 days in peru volunteering at orphanages, painting facilities, and learning about culture of a country where homes rarely had running water and only the occasional streetlamp provided light during the night. They returned with a new appreciation for their lives and thoughtful ways in which to provide service and assistance to countries in need. The y offers free memberships to anyone in the 7th grade. Research has shown that seventh grade is a critical time in a young person's life when exposure to risk factors greatly increases. Risk factors are conditions or influences that have been shown to increase the likelihood for unhealthy behaviors including substance abuse, delinquency, teen pregnancy, school drop out and violence. It is also during these years that youth begin to distance themselves from family and positive support systems. The y makes the support accessible and opportunities that empower these youth to reach their personal potential. It also provides youth with the knowledge, skills, character and passion to be more active in the community as adults. The central bucks family ymca's programs are for everyone - from infants to the elderly, rich and poor, physically fit and out of shape. Everyone can feel comfortable to enjoy the lifestyle that they aspire to, in an atmosphere of acceptance, social interaction, recreation and healthy living.

Form 990, Part XII, Line 2C

There has been no change to this process since the prior year.

Financial Statement Notes

PART V, LINE 4:

Income from endowment funds are to be used for various ymca program expenses. Donor designated principal is to remain intact for perpetuity.

PART X, LINE 2:

The y accounts for uncertainty in income taxes using a recognition threshold of more-likely-than-not to be sustained upon examination by the appropriate taxing authority. Measurement of the tax uncertainty occurs if the recognition threshold is met. Management determined there were no tax uncertainties that met the recognition threshold in 2014 or 2013.
