Governance Explanations

Form 990, Part VI, Section B, Line 11B

Form 990 is initially reviewed by the president/chief executive officer and the chief financial officer. It is then reviewed by the budget and finance committee. The final revision of form 990 is reviewed by the board of directors before filing with the irs.

Form 990, Part VI, Section B, Line 12C

The organization monitors and enforces compliance with its written conflict of interest policy by means of an annual questionnaire. If a conflict were to be disclosed the information would be provided to the budget and finance committee to determine whether or not the conflict would require board notification and action. In the event of any conflict regarding a decision made at the board level, the board member with the conflict would abstain from voting on the matter in which he/she has a conflict.

Form 990, Part VI, Section B, Line 15A

The president and ceo's salary is the result of a performance review by the board of directors. The benefit package is the standard one that is available to all eligible agency employees with the exception of receiving additional vacation days. When contracts are negotiated with insurance carriers, all bids are reviewed by senior staff and the personnel committee and must be approved by the board. Community progress council's human resources director does periodic surveys of market rates for the various job functions. The surveys are stored in the hr office and are available to the board of directors and executive director upon request. The board reviews and approves the ceo's compensation. Senior staff member salaries are incorporated into their respective program budgets and are reviewed by the budget and finance committee and board. Senior staff benefits are the standard package available to all eligible employees, with the exception of receiving additional vacation days.

Additional Explanations

FORM 990, PART V, LINE 1C:

The organization did not have any instances where backup withholding was required; however, if the situation would arise, the organization is aware of the reporting requirements and would handle that accordingly.

FORM 990, PART XII, LINE 2C:

The organization does have a committee that assumes responsibility for oversight of the audit of its financial statement and selection of an independent accountant. No changes have been made in either its oversight process or selection process during the tax year.

Financial Statement Notes

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the council, including whether the entity is exempt from income taxes. Management evaluated the tax positions taken and concluded that the council had taken no uncertain tax positions that require recognition or disclosure in the financial statements. Therefore, no provision or liability for income taxes has been included in the financial statements. With few exceptions, the council is no longer subject to income tax examinations by the u.s. Federal, state or local tax authorities for years before june 30, 2016.

TO QUALIFY AS A PARTICIPANT, CLIENTS MUST MEET WIC INCOME STANDARDS, BE AT A MEDICAL OR NUTRITIONAL RISK AS CERTIFIED BY A HEALTH PROFESSIONAL, AND LIVE (OR RECEIVE HEALTH CARE) IN YORK COUNTY. THE PROGRAM HAS TWO PHASES, THE FIRST PHASE STARTS WITH "GETTING AHEAD IN A JUST GETTING BY WORLD" CONVERSATIONS WHERE LOW INCOME PEOPLE INVESTIGATE HOW POVERTY AFFECTS THEIR LIVES AND THEIR COMMUNITIES. OVER 16 WEEKS, PARTICIPANTS EXAMINE THEIR CURRENT SITUATION, BUILD RESOURCES, AND BEGIN TO DEVELOP A VISION FOR THE FUTURE, CREATING A PLAN FOR GETTING AHEAD. GETTING AHEAD GRADUATES WHO ARE MOTIVATED AND READY TO TRANSFORM THEIR LIVES ARE INVITED TO PARTICIPATE IN THE SECOND PHASE WHERE PARTICIPANTS WORK INTENSIVELY WITH A SELF-SUFFICIENCY COACH TO MORE FULLY DEVELOP A FUTURE STORY AND CREATE A CONCRETE PLAN TO MOVE TOWARD SELF-SUFFICIENCY. THE SELF-SUFFICIENCY PROGRAM IS OFFERED COUNTYWIDE, BUT COACHING TAKES PLACE PRIMARILY IN YORK CITY, AND AT THE HANOVER AND LEWISBERRY COMMUNITY CENTER LOCATIONS. THE PROGRAM SERVED 63 CLIENTS DURING THE YEAR. THE HOUSING AND RENTAL COUNSELING AND EDUCATION PROGRAM EMPOWERS FAMILIES AND INDIVIDUALS TO MOVE TOWARD SELF SUFFICIENCY BY PROVIDING THE KNOWLEDGE AND TOOLS NECESSARY FOR STABLE HOME OWNERSHIP AND RENTAL RELATIONSHIPS. CPC OFFERS HOUSING AND RENTAL COUNSELING, FORECLOSURE COUNSELING, FINANCIAL COACHING, AND PENNSYLVANIA HOUSING FINANCE AGENCY (PHFA) APPROVED HOMEBUYER EDUCATION WORKSHOPS WHICH ARE A PRE-REQUISITE FOR SEVERAL HOUSING ASSISTANCE PROGRAMS. THE HOUSING COUNSELING AND EDUCATION PROGRAM SERVED 587 CLIENTS DURING THE YEAR. THE WRAP AROUND CHILD CARE (WACC) PROGRAM PROVIDES BEFORE AND AFTER SCHOOL INSTRUCTION AND CARE FOR CHILDREN AGE THREE TO FIVE IN CONJUNCTION WITH HANNAH PENN K-8 SCHOOL IN THE CITY OF YORK. WACC IS DESIGNED TO PROVIDE LOW INCOME FAMILIES WITH THE OPPORTUNITY TO WORK WHILE RECEIVING HIGH QUALITY CHILD CARE. THE PROGRAM SERVED 10 CLIENTS DURING THE INITIAL YEAR OF OPERATION.THE WORK READY PROGRAM WORKS IN PARTNERSHIP WITH THE PA DEPARTMENT OF HUMAN SERVICES. WORK READY PROVIDES A FULL RANGE OF EMPLOYMENT AND TRAINING SERVICES TO CLIENTS WITH LITTLE TO NO WORK HISTORY. SERVICES INCLUDE BARRIER REMEDIATION, SKILLS TRAINING, JOB READINESS, GUIDED JOB SEARCH AND JOB PLACEMENT IN VARIOUS NONPROFIT LOCATIONS FOR SPECIFIC HANDS ON SKILLS TRAINING. THE PROGRAM MAINTAINS ITS FOCUS ON ASSISTING TOWARD THE ULTIMATE GOAL OF UNSUBSIDIZED, LONG TERM EMPLOYMENT. THIS PROGRAM SERVED 89 CLIENTS DURING THE YEAR. THE FOSTER GRANDPARENT PROGRAM PROVIDES STIPENDS TO LOW INCOME INDIVIDUALS 55 AND OLDER WHO PROVIDE SUPPORT TO LOW INCOME CHILDREN IN EARLY CHILDHOOD EDUCATION CENTERS. IN ADDITION TO A MODEST STIPEND, CPC PAYS TRAVEL COSTS TO FOSTER GRANDPARENTS AND PROVIDES THEM WITH TRAINING AND UNIFORMS. THE PROGRAM SERVED 42 CLIENTS DURING THE YEAR. COMMUNITY CENTERS ARE LOCATED IN HANOVER AND LEWISBERRY TO PROVIDE LOCAL RESIDENTS WITH EASY ACCESS TO THE RANGE OF SERVICES PROVIDED BY CPC. DURING THIS PERIOD, COMMUNITY CENTERS OFFERED ENERGY ASSISTANCE AND EMERGANCY FOOD. STAFF IN THE CENTERS ALSO OFFERED SELF SUFFICIENCY SERVICES IN THESE COMMUNITIES. CASE MANAGEMENT SERVICES WERE PROVIDED TO 468 CLIENTS AND A TOTAL OF 1637 PEOPLE WERE SERVED BY COMMUNITY CENTERS.
