Mission and Program Overview

Mission

The bosler memorial library a leading intellectual, educational, recreational, and cultural asset in cumberland county. Founded in 1900, this public library serves the borough of carlisle, seven townships in cumberland county and the carlisle barracks, home of the u.s. Army war college. Its mission is to meet our public's evolving information, educational, entertainment and cultural needs through the broadest, most progressive delivery of collections, programming and services. In keeping with the library's mission, the bosler memorial library provides opportunities for all people without restriction. The library celebrates the diversity of the members of the community it serves and strives to serve all members of the community equally. With more than 296,800 visits in 2017, the bosler memorial library is one of the busiest libraries in cumberland county. It is a constituent of the cumberland county library system, which includes seven other libraries and participates in the access penn

The finance committe approves the annual 990 return and the treasurer signs it. A copy is provided to all the board members before filed.

Form 990, Part VI, Section B, line 12C

On an annual basis, the board members are required to sign a form disclosing any interest to an appreciable degree, directly or indirectly, in the contract for the sale of furnishing, supplies, materials or services to the Bosler Memorial Library, by direct sale of sale through an agent of firm, or acting as an agent for another in so furnishing supplies, materials or services.

LINE 15 - COMPENSATION IS APPROVED BY THE BOARD THROUGH THE ANNUAL BUDGET APPROVAL PROCESS. RAISES ARE CONSTRAINED BY THE BUDGET AND TYPICALLY CONSIST OF JUST A SMALL COST OF LIVING ADJUSTMENT. THE EXECUTIVE DIRECTOR'S PAY IS NOT INDIVIDUALLY AUTHORIZED BUT IS APPROVED ALONG WITH THE REST OF THE EMPLOYEES PAY. With the hiring of a new Executive Director in 2013, Bosler surveyed other Pennsylvania libraries and their Executive compensation packages in determining the new Executive Director's compensation. This process and compensation figure was approved by the Board of Directors.

Financial Statement Notes

Part V, Line 4:

The intended use of the Endowment Funds are exclusively for the charitable and educational purposes including maintenance and other general operating costs of the Bosler Memorial Library; namely, to conduct and carry on the work of the Bosler Memorial Library not for profit or gain, but exclusively for the benefit of the community and membership in such manner that no part of the Fund or any income therefrom shall inure to the private benefit of any contributor, member, Trustee or other individual.

Part X, Line 2:

Management has assessed the library's exposure to income taxes at the entity level as a result of uncertain tax positions taken in current and previously filed tax returns. Examples of tax positions taken at the entity level include continuing validity of its exempt organization status, potential filing requirement for unrelated business income and other tax positions that could result in income tax liabilities to the library upon examination by taxing authorities. Presently, management believes that it is more likely than not that its tax positions will be sustained upon examination, including any appeals and litigation, such that the library has no exposure to income tax liabilities from uncertain tax positions. The library is no longer subject to federal or state and local income tax examination by tax authorities for years before 2012.

IRS990/MissionDesc0Bosler Memorial Library is a leading intellectual, educational, recreational, and cultural asset in Cumberland County. Founded in 1900, this public library serves the Borough of Carlisle, seven townships in Cumberland County and the Carlisle Barracks, home of the U. S. Army War College. Its mission is to meet our public's need for information, education, entertainment and culture through the broadest, most progressive delivery of materials, services and programming. In keeping with this mission, Bosler Library provides educational opportunities for people of all ages, income and ethnic backgrounds.Serving an average of 900 people per day, Bosler is one of the busiest libraries in Cumberland County. It is a constituent of the Cumberland County Library System, which includes seven other libraries, and participates in the ACCESS Pennsylvania Statewide Borrowing Program.

IRS990/ProgSrvcAccomActy2Grp/Desc0Bosler Memorial Library's Information Services librarians assist patrons with directional, informational, and research questions. Librarians answer questions in person, online, via the telephone and via the U. S. mail. Typical questions involve resumes and job searching, research paper assistance, health topics research, and continuing education pursuits. Librarians use a variety of resources to answer questions including the library's collection, the internet, subscription databases, and internal files. Librarians also instruct patrons in the use of library resources including print, online databases, ebooks, computer software and computer hardware. They also produce a variety of instructional materials such as bibliographies, pathfinders, and "howto" guides for the public. Reference librarians also promote library resources with displays and printed materials. When desired materials are not in the library's collection, the librarians provide interlibrary loan service to obtain items from other libraries. Reference staff serve as exam proctors to cyberschool and college students. They also help select and maintain materials for the library collections and compile lists of books, periodicals, articles and audiovisual materials on particular subjects. The library's Information Services Librarians answered 111,918 inquiries in 2015.

IRS990/ProgSrvcAccomActy3Grp/Desc0Bosler Memorial Library makes it a priority to help ensure that all children enter kindergarten with the language, cognitive, and early reading skills needed for success in school and are based on the state's educational guidelines. Story time programs for infants through kindergartenage children feature rhymes, songs and crafts. Innovative programs such as "You Can Count on Mother Goose" teach early math skills to students in grades K2. "Meet the Artists" brings to life different forms of art and the processes of creating and expressing art. During the summer students in Bosler's Summer Reading Program can improve or maintain their reading skills. This broad array of programs is made available with one purpose in mind to encourage alifelong love of reading in the children of our community. 609 programs for children, teens and families were offered with an attendance of 15,705.
