Form 990 review the form 990 was prepared by a nationally renowned accounting firm in conjunction with the organization's financial department. A draft of the form 990 was reviewed by grant thornton with the audit committee of the board of trustees. A copy of the form 990 was posted electronically to a board of trustee website allowing for review. Following board review and subsequent updates to the return, if any, the form 990 was electronically filed with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

Conflict of interest policy each officer, director, trustee and key employee of the college is required to annually disclose any conflicts of interest that arise by virtue of their employment, board service, or position with the college. The college monitors compliance with its conflict of interest policy through an annual questionnaire/disclosure statement that is distributed to the trustees. Potential conflicts are reviewed on a timely basis.

Form 990, Part VI, Section B, Line 15

Determination of compensation the college undertakes a thorough process to ensure that the executive compensation it pays to its top management official and all of its officers and key employees of the college is reasonable given the market in which the college operates. The board of trustees has established an executive committee of independent persons that have no personal interest in the proposed compensation agreement. The executive committee of the board of trustees annually reviews the performance of the president against agreed upon objectives for the year. All other officers are reviewed annually. Due to the departure of the institution's president in late december of 2021, the board of trustees promoted a senior college official to transitional president in january of 2022 and set her salary commensurate with her tenure and a recently completed compensation study.

Additional Explanations

General Explanatory Statement Regarding the Covid-19 Impact

As a response to covid-19, the government approved three relief packages between april 2020 and march 2021. Congress set aside approximately $76.6 billion between the coronavirus aid, relief and economic security act (cares), coronavirus response and relief supplemental appropriations act (crrsaa) and the american rescue plan (arp) to be allotted to the educational stabilization fund through the higher education emergency relief fund (heerf). The college received $46,131 in heerf funding in the year ending june 30, 2022. Under the heerf program, no less than 50 percent of the full grant is to be used for direct emergency aid to students. The remaining portion of the full grant was to be used by institutions to cover any costs associated with significant changes to the delivery of instruction due to coronavirus. Institutions are given one calendar year from the date of the award in their heerf grant award notification to complete the performance of their heerf grant. The college fully complied with the heerf mandate and distributed all student proceeds as required.

Elizabethtown college engages students in a dynamic, integrated learning process grounded in the liberal arts. Challenged to take responsibility for their education, students at elizabethtown embark on a journey of self-transformation that involves intellectual, social, and personal growth. The college is committed to educating the whole person within a relationship-centered learning community where common goals are achieved through engagement in a rigorous academic curriculum and thoughtful co-curricular experiences. Students are encouraged to develop and challenge their own values, while seeking to understand and appreciate alternative perspectives. Embedded in an ever-changing global context, the college promotes the developmental, collaborative and complex nature of learning. In seeking to "educate for service," elizabethtown college believes that students can perform no greater service than they do when sharing knowledge and creativity with others. Opportunities to strengthen scholarship and leadership extend beyond the classroom, and students learn actively through practical experiences and civic engagement. Form 990, Part III, Line 4A

Elizabethtown college, with over 1,600 undergraduates, is an independent, residential, coeducational college in south central lancaster county, pennsylvania. The college, established by the church of the brethren in 1899, maintains 7 schools and 19 academic departments, offering a variety of programs at numerous award levels. The core curriculum emphasizes the arts, humanities, and sciences. Elizabethtown college was chartered in 1899 by members of the church of the brethren who were interested in establishing an institution of higher education for their denomination in eastern pennsylvania. The commonwealth of pennsylvania granted a charter on september 23, 1899. Classes were held for the first time the following year. During its early years, limited enrollment and finances hampered the general development of the institution. Supported initially by contributions from individual churchmen, the college in time became the responsibility of the eastern (now the atlantic northeast) and southern district of pennsylvania of the church of the brethren. The church districts officially assumed the responsibility for operating the college in january 1919. With the advancing years, the college grew in the size of its enrollment, the extent of its physical facilities, and the quality of its academic program. Formal accreditation was granted in 1921 by the pennsylvania department of public instruction and in 1948 by the middle states association of colleges and secondary schools. The rate of growth increased significantly from the end of the second world war. Student enrollment has more than quadrupled since that time. The academic program has been expanded and is continually revised to meet changing needs of students. Recently, elizabethtown college launched the school of graduate and professional studies (sgps). Sgps, formerly known as the school of continuing and professional studies since 1951, offers transformative graduate and online programs as well as micro-credentials across a variety of flexible formats. The school is staying grounded in its over a century of elizabethtown college excellence combined with the access and flexibility lifelong learners demand. Elizabethtown college was one of just 42 institutions across the state to be named a recipient of the 2021-22 pennsylvania department of education's pasmart advancing computer science and stem education grant to improve access to science, technology, engineering, math, and computer science education. Etown was awarded for its project, "future ready: computer science and stem education for all collaborative," which aims to help address the need for highly-qualified computer science (cs) professionals to fill anticipated employment vacancies at the local, regional, and state levels by increasing the number of teachers that are representative of the pennsylvania population. It will also strengthen cs and stem learning opportunities.

The high library partners with elizabethtown college students, faculty, and staff to promote learning and discovery as we educate for service. We are committed to connecting people with ideas and to creating an intellectual and cultural commonsboth physical and virtualwhere individuals can experience the power of sharing information. The high library stimulates, inspires and engages our community by offering resources and support for creative and critical inquiry. Goal 1: provide reliable access to information resources to educate the college community for lives of service and leadership as citizens of the world. Goal 2: provide professional expertise: help students discover the resources needed to enhance classroom success and to navigate diverse cultural perspectives; provide direction and vision for the college with regard to intellectual property, information technology and digital initiatives. Goal 3: create the commons: support spaces that allow students to work singly and in groups to acquire new habits of mind. Goal 4: partner with students, faculty, staff and other offices at the college to fuel motivation, catalyze curiosity and foster purposeful life work. Goal 5: deepen campus engagement with the community and the world to expand intellectual horizons and help our scholars apply and integrate their learning. Pursue supplementary capital to support this goal and other special projects.

PART III, LINE 4:

Collections of art, historical treasures & other similar assets the organization reports $546,899 of art and sculptures on its balance sheet for the year ending 6/30/2022. These collections further the organization's exempt educational purpose by fostering an appreciation of the liberal arts for the students, staff and visitors to the college campus.

PART IV, LINE 2B:

Escrow and custodial arrangements the college holds deposits that relate primarily to summer and fall session tuition and matriculation and breakage deposits received prior to june 30. The college also holds agency funds that consist of assets held for the college's student organizations. In addition, the college holds certain funds held by a designated trustee for the payment on construction costs and maintenance of debt reserve funds and funds held in reserve for payment of future employee healthcare costs.

PART V, LINE 4:

Endowment funds the college's endowment fund is intended to provide funding for scholarships, professorships, lectureships and other awards. The endowment's earnings are used to fund the college's daily operations, including student scholarships, student programs, and other campus activities; the endowment's principal is intended to remain untouched for further investment growth.

PART X, LINE 2:

Income taxes the internal revenue service has determined that the college is exempt from federal income tax under section 501(c)(3) of the internal revenue code. It is also exempt from state income tax. However, any unrelated business income may be subject to taxation. The college follows the accounting standards for contingencies in evaluating uncertain tax positions. This guidance prescribes recognition threshold principles for the financial statement recognition of tax positions taken or expected to be taken on a tax return that are not certain to be realized. No liability has been recognized by the college for uncertain tax positions as of june 30, 2022 and 2021. The college's tax returns are subject to review and examination by federal and state authorities.
