Governance Explanations

Form 990, Part VI, Section A, line 3

The Lakewood Economic Action Program (LEAP) has secured the services of Ocean Community Economic Action Now Inc. (OCEAN, Inc.), another 501(c)(3) organization, to manage the day to day operations. This includes planning and executing budgets, financial operations, and supervising exempt operations. LEAP's Head Start Director, Margaret Saunders, is compensated by OCEAN for her work with LEAP. In 2019, she received $38,799 in salary and $222 in benefits for her work associated with LEAP. LEAP's CFO, Beth Hudson, is compensated by OCEAN for her work with LEAP. In 2019, she received $13,676 in salary and $1,674 in benefits for her work associated with LEAP.

Form 990, Part VI, Section A, line 8B

The Executive Committee has the authority to act on behalf of the governing body. There were no meetings of the Executive Committee during the year, consequently there is no documentation of any such meetings.

Form 990, Part VI, Section B, line 11B

The Form 990 is reviewed in three steps. It is first reviewed by CFO Beth Hudson, then the board officers, and finally the entire board.

Form 990, Part VI, Section B, line 15

LEAP does not directly compensate its top management official or CFO, therefore there is no process for determining their compensation. These individuals are compensated instead through OCEAN, the organization that provides LEAP with management services.

Form 990, Part VI, Section C, line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Financial Statement Notes

Part X, Line 2:

The Organization's federal exempt and unrelated business income returns are subject to examination by the IRS, generally for three years after they were filed. The Organization's state informational returns are subject to examination up to four years after they were filed. The statute of limitations does not apply to unfiled returns. The Organization believes that all required returns have been filed. The Organization has determined that there are no material uncertain tax positions that require disclosure in the financial statements.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0The Lakewood Economic Action Program (LEAP) has secured the services of Ocean Community Economic Action Now Inc.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1The Executive Committee has the authority to act on behalf of the governing body. There were no meetings of the Executive Committee during the year, consequently there is no documentation of any such meetings.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2The Form 990 is reviewed in three steps. It is first reviewed by CFO Beth Hudson, then the board officers, and finally the entire board.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3LEAP does not directly compensate its top management official or CFO, therefore there is no process for determining their compensation. These individuals are compensated instead through OCEAN, the organization that provides LEAP with management services.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt4The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt5The process of selecting the independent accountant and overseeing the audit did not change during the year.
