Governance Explanations

Form 990, Part VI, Section A, line 4

Anchor House's bylaws were amended on March 23, 2018. A summary of the significant changes follows. The mission statement was reworded to read "The mission of Anchor House is to provide a safe haven where abused, runaway, homeless and at-risk youth and families are empowered to succeed and thrive." The Board positions of 1st Vice President and 2nd Vice President were replaced by a single Vice President. The duties of the President were expanded to include participating in an annual performance review of the Executive Director, with the Board Vice President and other designated Board members. The duties of the Secretary were revised to have overall responsibility for the seal of Anchor House which shall be kept at Anchor House with the business manager. The duties of the Treasurer were expanded to include reporting on financial and budgetary matters to the Board at regular meetings. The Board established a position of Director Emeritus. The position is conferred at the discretion of the Board. A Director Emeritus will be entitled to attend board meetings and other functions normally reserved for full Board members and to participate in discussion of issues before the Board with the understanding that the Director Emeritus may not cast votes or otherwise participate in formal action of the Board. The duties of the Finance Committee were expanded to include reporting at regular meetings of the Board, in conjunction with the Treasurer, on financial matters. A HR/Staff Retention Committee was added with duties including the development and revision of an employment manual and conducting the annual review of the Executive Director. A Fundraising Committee was added with the responsibility to identify and achieve fundraising goals and opportunities. The Program Committee was replaced by a Program and Advocacy Committee with the responsibility to support existing programs and identify with the ED opportunities to develop or modify programs consistent with the agency's mission. The board was given the power to establish additional Ad-Hoc Committees as appropriate in order to advance the agency's mission. Confidentiality and Indemnification Clauses were added to the bylaws.

Form 990, Part VI, Section B, line 11B

After the 990 is received from the preparers, it is distributed to the finance committee for review. Once the finance committee has reviewed the 990 it is presented at the next board meeting for approval before it is filed.

Form 990, Part VI, Section B, line 12C

Beginning in December of 2009, every officer and director was given an annual independence questionaire to monitor their independence. No conflicts have been noted. If a conflict does arise, the person shall notify the board president; they shall not partake in discussions, direct or indirect, regarding such issues and shall not vote on said issue.

Form 990, Part VI, Section B, line 15A

During the fiscal year ended 6/30/09 Anchor House welcomed a new executive director. A committee was established from the board of directors to hire a new director and determine her salary. The new executive director's salary was approved by the entire board as part of the budget for the following fiscal year. In addition, Anchor House paid an outside firm in May 2009 to conduct a salary study for all employees of Anchor House, including the executive director. This process was documented as part of the board minutes. Anchor House conducted an updated salary study in January 2018 to review salaries. The executive director has an annual review every September by members of the board. Salary increases are approved annually by the board as part of the budget. There were no other officers or key employees of the organization therefore question 15b has been answered "no".

Financial Statement Notes

Part X, Line 2:

The Organization's federal exempt tax returns for 2015-2018 are subject to examination by the IRS, generally for three years after they were filed. The Organization's New Jersey exempt tax returns for 2014-2018 are subject to examination by the appropriate authorities, generally for four years after they were filed. The statute of limitations does not apply to unfiled returns. The Organization believes that all required tax returns have been filed. In the event it would be required, the Organization would recognize interest accrued related to unrecognized tax benefits in interest expense and penalties in operating expenses. The Organization has not recognized any amounts for interest and penalties accrued at June 30, 2018 and 2017, respectively.

IRS990/Desc0The Anchor House Shelter provides safe shelter and crisis intervention services for abused, runaway and homeless youth ages 13 to 17. Residential services include shelter, food, clothing, medical and mental health care. Residents and out clients received individual, family and group counseling, life skills education, educational preparation, job readiness skills, substance abuse prevention and counseling, transportation, recreation, and service linkages. Aftercare counseling and support groups are available to residents, at-risk community youth and their families. A total of 66 youth resided in the shelter this fiscal year with an average stay of 13 days. Most youth, 67% were from Mercer County, and 53% of the youth were from the City of Trenton. The School Outreach Program provided individual and group counseling to 70 students in six schools in Mercer County.

IRS990/ProgSrvcAccomActy2Grp/Desc0The Anchorage Transitional Living Program provides shelter, food, clothing, medical attention, psychological evaluations, therapy, individual and group counseling, life skills training, employment and educations services to homeless youth ages 18-21 to ensure their successful transition to independence. This year 10 youth resided in the program, and all completed educational goals of completing their high school education, and/or pursing or attending college and vocational programs. The average stay was seven months and then youth transitioned into safe, permanent housing. Staff help youth secure other resources such as wraparound funds for furniture and other necessities, and scholarships for college.

Building Lasting Connections provides intervention strategies, including coaching and mentoring to youth currently in the child welfare system who are at a greater risk of becoming homeless. Youth in the Connect to Home program are aging out of the child welfare system or may have been previously involved in the system and have experienced homelessness. Connect to Home provided supportive services and apartments through Housing Choice Vouchers for Section 8 Housing to 10 youth.

Youth receive life skills training, employment and education assistance, medical and mental health access and therapeutic counseling. Youth are taught how to advocate for themselves, access supportive services, and obtain and retain employment. This year seven youth resided at Anchor Line and attended college or vocational programs and 71% obtained employment.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1Anchor Link Outreach includes our CoC (Continuum of Care) Rapid Rehousing Program and the Youth Advisory Council. Rapid Rehousing began in September and targets youth 18 to 24 years of age who are HUD eligible for supportive housing. The program provides rental assistance, case management, employment and educational assistance, life skills training and assistance with housing counseling and searches. Two youth were housed in apartments at the end of the fiscal year in June. An additional four youth were receiving case management and assistance searching for suitable housing. This year our Youth Advisory Council (YAC) worked with the National Safe Place Network Innovation Circle, planned the Youth Conference in Kansas, attended Hill Day in Washington D.C and met with local and national politicians to advocate for increased resources for homeless youth.

The mission statement was reworded to read "The mission of Anchor House is to provide a safe haven where abused, runaway, homeless and at-risk youth and families are empowered to succeed and thrive." The Board positions of 1st Vice President and 2nd Vice President were replaced by a single Vice President. The duties of the President were expanded to include participating in an annual performance review of the Executive Director, with the Board Vice President and other designated Board members. The duties of the Secretary were revised to have overall responsibility for the seal of Anchor House which shall be kept at Anchor House with the business manager. The duties of the Treasurer were expanded to include reporting on financial and budgetary matters to the Board at regular meetings. The Board established a position of Director Emeritus. The position is conferred at the discretion of the Board. A Director Emeritus will be entitled to attend board meetings and other functions normally reserved for full Board members and to participate in discussion of issues before the Board with the understanding that the Director Emeritus may not cast votes or otherwise participate in formal action of the Board. The duties of the Finance Committee were expanded to include reporting at regular meetings of the Board, in conjunction with the Treasurer, on financial matters. A HR/Staff Retention Committee was added with duties including the development and revision of an employment manual and conducting the annual review of the Executive Director. A Fundraising Committee was added with the responsibility to identify and achieve fundraising goals and opportunities. The Program Committee was replaced by a Program and Advocacy Committee with the responsibility to support existing programs and identify with the ED opportunities to develop or modify programs consistent with the agency's mission. The board was given the power to establish additional Ad-Hoc Committees as appropriate in order to advance the agency's mission. Confidentiality and Indemnification Clauses were added to the bylaws.

A committee was established from the board of directors to hire a new director and determine her salary. The new executive director's salary was approved by the entire board as part of the budget for the following fiscal year. In addition, Anchor House paid an outside firm in May 2009 to conduct a salary study for all employees of Anchor House, including the executive director. This process was documented as part of the board minutes. Anchor House conducted an updated salary study in January 2018 to review salaries. The executive director has an annual review every September by members of the board. Salary increases are approved annually by the board as part of the budget. There were no other officers or key employees of the organization therefore question 15b has been answered "no".
