Governance Explanations

Form 990, Part VI, Section B, line 11B

After the 990 is received from the preparers, it is distributed to the finance committee for review. Once the finance committee has reviewed the 990 it is presented at the next board meeting for approval before it is filed.

Form 990, Part VI, Section B, line 12C

Beginning in December of 2009, every officer and director was given an annual independence questionaire to monitor their independence. No conflicts have been noted. If a conflict does arise, the person shall notify the board president; they shall not partake in discussions, direct or indirect, regarding such issues and shall not vote on said issue.

Form 990, Part VI, Section B, line 15A

During the fiscal year ended 6/30/09 Anchor House welcomed a new executive director. A committee was established from the board of directors to hire a new director and determine her salary. The new executive director's salary was approved by the entire board as part of the budget for the following fiscal year. In addition, Anchor House paid an outside firm in May 2009 to conduct a salary study for all employees of Anchor House, including the executive director. This process was documented as part of the board minutes. Anchor House conducted an updated salary study in January 2018 to review salaries. Again in September 2022, Anchor House conducted salary study to review the salaries. The executive director has a review annually by members of the board. Salary increases are approved annually by the board as part of the budget. There were no other officers or key employees of the organization therefore question 15b has been answered "no".

Part X, Line 2:

The Organization's federal exempt tax returns for 2021-2024 are subject to examination by the IRS, generally for three years after they were filed. The Organization's New Jersey exempt tax returns for 2020-2024 are subject to examination by the appropriate authorities, generally for four years after they were filed. The statute of limitations does not apply to unfiled returns. The Organization believes that all required tax returns have been filed. If incurred, the Organization would recognize interest accrued related to unrecognized tax benefits in interest expense and penalties in operating expenses. The Organization has not recognized any amounts for interest and penalties accrued at June 30, 2024 and 2023.

IRS990/Desc0The Anchor House Shelter provides safe shelter and crisis intervention services for abused, runaway and homeless youth ages 12 to 17. Residential services include shelter, food, clothing, medical, dental and mental health care. Residents and outclients received individual, family and group counseling, life skills education, educational preparation, job readiness skills, substance abuse prevention and counseling, transportation, recreation, and service linkages. Aftercare counseling and support groups are available to residents, at-risk community youth and their families. A component of our Shelter services is our School Outreach Program. All Shelter youth are checked in with regarding school situations like attendance and grades and all youth are offered homework help if needed. Anchor House employs a School Outreach Counselor to manage these efforts and to connect with the Homeless Liaisons throughout Mercer County to provide individual and group counseling to students in an effort to keep youth in school and off the streets.

IRS990/ProgSrvcAccomActy3Grp/Desc0Anchor Link Outreach includes our Street Outreach Program (SOP), CoC Rapid Rehousing Program, Coordinated Entry for Homeless Youth, and the Youth Advisory Council (YAC). The Anchor House SOP, which has been at the forefront of Mercer County's youth homeless prevention efforts, works directly with runaway, homeless and street youth ages 14-21 in crisis and has a proven track record of successfully helping youth leave the streets, reduce exploitation, and improve their well-being and self-sufficiency. Rapid Rehousing serves youth 18 to 24 years of age who are HUD eligible for supportive housing. The program provides rental assistance, case management, employment and educational assistance, life skills training and assistance with housing counseling and searches. Anchor House's Youth Coordinated Entry Assessment System Team (CEAS) works with youth ages 18-24 years of age who are experiencing homelessness. CEAS works closely with all community partners serving this population to streamline and coordinate the navigation of youth through housing assessments and services, community and street outreach, crisis intervention and case management, and referrals to social service agencies. This team is integrated into the City of Trenton's Coordinated Entry and Assessment System under the CoC. Youth are encouraged to join our Youth Advisory Council (YAC) which gives them an opportunity to be involved in the service planning, program development and evaluation of Anchor House's programs, as well as advocate for runaway and homeless youth on a larger scale. Anchor House offers and connects youth to mental health services and all staff are trained in trauma informed care.

IRS990/ProgSrvcAccomActyOtherGrp/Desc1Youth in the Connect to Home Program are aging out of the child welfare system or may have been previously involved in the system and have experienced homelessness. Connect to Home provides supportive services and apartments through Housing Choice Vouchers for Section 8 Housing for up to 20 youth and we have been serving an increasing number of children through this program as several residents are parenting youth (60% in 2023). Our Life Skills Program serves youth referred by the NJ Department of Child Protection and Permanency (DCP&P). Youth may be 14 or older and case management may include in home services to access progress in needed life skills. Anchor House also offers life skills programming in all of our residential programs. A Youth Coach provides individual sessions on life skills topics such job skills, resume writing, healthy relationships, budgeting, teaching specific life skills as requested with youth, applying to college and other topics of interest to them.
