Form 990, Part III, Line 1

The Luke Commission (TLC) developed the Comprehensive Compassionate Care model delivering mobile hospital outreach services to rural underserved populations. Swazi nationals have been trained to support all aspects of the model. Operations are concentrated in Swaziland, a country in southern Africa. Swaziland is a country of 1.2 million people with the highest HIV/AIDS rate worldwide where women of childbearing age have an HIV+ rate of over 45%. Although the epidemic has plateaued, the work of caring for those who live with HIV in the rural areas of Swaziland and the continued need of HIV prevention, care and treatment necessitates the work of TLC. Since the lack of transportation is a critical barrier to rural populations receiving healthcare, TLC developed a mobile hospital outreach model to deliver health services directly to remote communities. More than 650 patients are treated at each mobile hospital outreach. TLC offers testing for chronic diseases, such as diabetes, hypertension, TB, and HIV/AIDS, in an integrated healthcare context. In 2016, approximately 60,000 patients were treated at 91 mobile hospital outreaches. Those with sight problems received eyeglasses, all-terrain wheelchairs were given to the disabled, packets of medications were dispensed, and clothing and shoes were given to orphans and vulnerable children. In 2016, approximately 357,000 medical treatments were delivered.

The consolidated financial statement effects of a tax position taken or expected to be taken are recognized in the consolidated financial statements when it is more likely than not, based on the technical merits, that the position will be sustained upon examination. Interest and penalties, if any, are included in expenses in the consolidated statements of activities. As of December 31, 2016, TLC had no uncertain tax positions that qualify for recognition or disclosure in the consolidated financial statements. TLC is generally no longer subject to U.S. federal and state income tax examinations by tax authorities for years before 2013.
