Mission

To provide major financial support to youth programs that provide all the ingredients necessary to help youth grow through their early teens, toward being healthy, happy, and successful citizens.

To help every kid develop the self-confidence they need to succeed by funding children's charities that provide disadvantaged kids with a safe place to call home, a family that loves them, a feeling of community, and opportunities to learn, build self-esteem and have fun.

Form 990, Page 6, Part VI, Line 4

To help the public distinguish between morning star boys ranch (the ranch) and morning star foundation, the foundation changed its name to believe in me in november 2021. The foundation also amended its organizing documents to remove the ranch as its primary beneficiary and expanded the purpose to include transitional living programs, foster and adoption programs, wraparound services, education programs, and enrichment programs for disadvantaged youth. The bylaws were also updated to reflect the number of board of directors to be not less than five and no more than 11 (previously not less than 9).

A copy of the 990 is provided to the ceo who reviews the form, schedules and related attachments. Any comments or questions are addressed with the preparer and a final draft is presented to the board of directors who then approve the 990. Once management is satisfied with the 990, the ceo signs the form 8879-te authorizing the preparer to e-file the return.

Board members receive, review, and sign the conflict of interest policy annually. Ongoing enforcement occurs through discussions at board meetings as potential issues may arise during the member's term. If an issue arises, the interested person is excused from the meeting and the issue is voted on. The board president monitors and enforces the policy.

A committee of independent board members reviews the ceo/executive director's compensation and compares it to industry resources for similar organizations. Once the committee has reviewed several sources they then make a recommendation to the board as a whole for approval.

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code, except for income, if any, from activities unrelated to the foundation's exempt purpose. The foundation evaluates uncertain tax positions whereby the effect of the uncertainty would be recorded if the outcome was considered probable and reasonably estimable. As of december 31, 2021 and 2020, the foundation had no uncertain tax positions requiring accrual.

THE FOUNDATION PROVIDES AN ANNUAL DISTRIBUTION TO THE RANCH THAT IS SIGNIFICANT IN THE RANCH'S OPERATING BUDGET, AND ALSO PROVIDED ADDITIONAL FUNDS TO THE RANCH DURING THE YEAR. EDUCATIONAL FUND - EVERY YEAR THE EDUCATIONAL NEEDS OF CHILDREN IN OUR COMMUNITY ARE CHALLENGED. THROUGH THIS OUTREACH, THE FOUNDATION IS ABLE TO HELP A FOSTER CHILD FEEL AT HOME, SUPPORT HEALTHY LIFESTYLES WITH AFTER SCHOOL PROGRAMS, AND CREATE UNIQUE AND VALUABLE LIFE EXPERIENCES TO HELP SHAPE TOMORROWS LEADERS. THE FOUNDATION SUPPORTS MANY CHARITABLE YOUTH PROGRAMS IN SPOKANE AND THE GREATER INLAND NORTHWEST COMMUNITIES THAT INCLUDE THE FOLLOWING: MORNING STAR BOYS' RANCH - THE FOUNDATION PRIMARILY MADE DISTRIBUTIONS TO THE MORNING STAR BOYS' RANCH (THE RANCH), WHOSE PURPOSE IS TO OPERATE RESIDENTIAL TREATMENT FACILITIES AND RESPONSIBLE LIVING SKILLS AND TRANSITIONAL PROGRAMS FOR YOUTH IN NEED OF SHELTER, CARE, SUPPORT, AND DIRECTION. THE FOUNDATION PROVIDES AN ANNUAL DISTRIBUTION TO THE RANCH THAT IS SIGNIFICANT IN THE RANCH'S OPERATING BUDGET, AND ALSO PROVIDED ADDITIONAL FUNDS TO THE RANCH DURING THE YEAR. EDUCATIONAL FUND - EVERY YEAR THE EDUCATIONAL NEEDS OF CHILDREN IN OUR COMMUNITY ARE CHALLENGED. THE FOUNDATION GIVES BACK BY PROVIDING EQUIPMENT AND FINANCIAL SUPPORT TO YOUTH PROGRAMS IN OUR COMMUNITY THAT BUILD THE CHILDREN UP TO BE FUTURE LEADERS. DISTRIBUTIONS WERE MADE TO VARIOUS OTHER CHARITIES FOR THE FOLLOWING PURPOSES: -ENRICHMENT PROGRAMS FOR DISADVANTAGED YOUTH IN SCHOOLS -EARLY CHILDHOOD EDUCATION AND ASSISTANCE PROGRAM -COLLEGE PATHWAYS FOR DISADVANTAGED HIGH SCHOOLERS -KIDS IN THE HILLS PROGRAM -TRANSITIONAL LIVING CENTER EDUCATIONAL CARE PROGRAM -ASSIST AND STABILIZE CHILDREN AND FAMILIES IN OUR COMMUNITY -LGBTQ+ YOUTH PROGRAM
