Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 was prepared by the outside accountants and reviewed by senior management. The board received a copy of the 990 before it was filed.

Form 990, Part VI, Section B, Line 12C

Prior to the annual board meeting, a request is forwarded to each board member reminding him/her to disclose all interests he/she may have that could possibly pose a conflict of interest with ndi. Staff also annually sign a conflict of interest certificate. Any potential conflicts must be brought to the attention of the president of the board. Any board member with a potential conflict must recuse himself/herself from the meeting during the discussion of, and the vote on, the transaction or arrangement or position statement that results in the conflict of interest.

Form 990, Part VI, Section B, Line 15A

The executive committee of the board of directors reviews the salary of the executive director and compares it to salary surveys and other like documentation. A performance evaluation of the executive director is also performed by the executive committee of the board of directors. The recommendation of the committee is included in minutes of the annual board of directors meeting. The most recent review was performed in january 2024.

THE MAINE OFFICE OF AGING AND DISABILITY SERVICES (OADS) ENGAGED NDI TO IMPLEMENT A $10 MILLION "INNOVATION GRANTS" PROJECT ON THEIR BEHALF. THIS IS A TWO-YEAR PROJECT THAT WILL AWARD GRANTS OF UP TO $500,000 TO AGENCIES THAT ARE INTERESTED IN OPPORTUNITIES TO PILOT INNOVATIONS IN SERVICES FOR INDIVIDUALS SERVED BY MEDICAID WAIVERS IN MAINE. THESE PROJECTS WILL BE OPPORTUNITIES TO SHAPE CHANGES THAT ARE BEING MADE TO THEIR MEDICAID WAIVERS, OR HOME AND COMMUNITY BASED SERVICES. NDI WAS SELECTED FOR THIS PROJECT ON THE BASIS OF THE HANDS-ON TECHNICAL ASSISTANCE APPROACH THIS AGENCY TAKES IN PROJECT IMPLEMENTATION.MAINE OFFICE OF AGING AND DISABILITY SERVICES - PROVIDER READINESS GRANTS - FUNDER: MAINE OFFICE OF AGING AND DISABILITY SERVICES (OADS) (NOTE, THIS IS A FEDERAL COOPERATIVE AGREEMENT IN WHICH NDI SERVES AS A CONTRACTOR TO THE STATE). INTERAGENCY COOPERATIVE ACTION NETWORK (ICAN) ABLE DEVELOPMENT, TRAINING, AND TECHNICAL SERVICES - FUNDER: STATE OF COLORADO DEPARTMENT OF LABOR & EMPLOYMENT, DIVISION OF VOCATIONAL REHABILITATION (NOTE, THIS IS A FEDERAL COOPERATIVE AGREEMENT IN WHICH NDI SERVES AS A CONTRACTOR TO THE STATE.) OVERVIEW: THE PROJECT FOCUSES ON SERVING ADULTS WITH DISABILITIES FROM MINORITY AND UNDERSERVED COMMUNITIES, AGES 18-64 YEARS OLD FROM ACROSS COLORADO. THIS RANDOM ASSIGNMENT RESEARCH PROJECT IS TESTING THE IMPACT OF A TEAM OF THREE STAFF, A SOAR/NON-ATTORNEY REPRESENTATIVE, COMPREHENSIVE BENEFITS COUNSELING WITH A CPWIC, AND AN EMPLOYMENT SPECIALIST (ES), ASSISTING POTENTIALLY ELIGIBLE INDIVIDUALS IN ACQUIRING SOCIAL SECURITY ADMINISTRATION DISABILITY BENEFITS WHILE CONCURRENTLY WORKING/SEEKING EMPLOYMENT. ICAN WILL TEST THIS INTERVENTION THROUGH AN EXPERIMENTAL DESIGN (RANDOM ASSIGNMENT, 2 GROUPS, STRATIFIED BY RACE/ETHNICITY) TO EXAMINE THE IMPACT OF USING TEAMS OF THREE DEDICATED TO SERVING POTENTIALLY ELIGIBLE ADULTS WITH DISABILITIES. THIS PROJECT AIMS TO ADDRESS TWO OF SSA'S INTERVENTIONAL COOPERATIVE AGREEMENT PROGRAM PRIORITIES: 1. OVERVIEW: ABLE DRRP IS A MULTI-LEVEL INTERVENTION STUDY THAT WILL: A) SERVE 250 YOUNG ADULTS, AGE 18-24, WHO ARE IN RECEIPT OF VIRGINIA VOCATIONAL REHABILITATION SERVICES, RECEIVE SSI OR SSDI, AND ARE LIVING IN ONE OF THREE TARGETED COMMUNITIES - THROUGH A CONTROL GROUP (125 PARTICIPANTS) AND AN INTERVENTION GROUP (125 PARTICIPANTS). B) PROVIDE EACH PARTICIPATING YOUNG ADULT IN THE INTERVENTION GROUP WITH THE FOLLOWING INTERVENTION ACTIVITIES: I. TARGETED FUTURES PLANNING, II. FINANCIAL EDUCATION, III. ABLE ACCOUNT OPENING AND MANAGEMENT ASSISTANCE, IV. $100 IN ABLE ACCOUNT, AND V. FINANCIAL COACHING. C) SURVEY EACH PARTICIPATING YOUNG ADULT IN THE INTERVENTION GROUP TO UNDERSTAND THE IMPACT OF THE INTERVENTION ON THEIR LEVEL OF COMMUNITY PARTICIPATION AND LIVING. D) SURVEY EACH PARTICIPATING YOUNG ADULT IN THE CONTROL GROUP TO UNDERSTAND THEIR LEVEL OF COMMUNITY PARTICIPATION AND LIVING. E) ANALYZE FINDINGS TO PREPARE KNOWLEDGE TRANSLATION MATERIALS FOR USE BY THE FIELD. THIS WILL BE THE FIRST DATA OF ITS KIND DATA TO BETTER UNDERSTAND INFLUENCES ON THE USE OF ABLE ACCOUNTS AND THEIR IMPACT ON THE COMMUNITY PARTICIPATION OUTCOMES OF YOUNG ADULTS WITH DISABILITIES.ALTERNATIVE FINANCE PROGRAM/AT LOAN PROGRAM - FUNDER: ADMINISTRATION ON COMMUNITY LIVING, U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES (HHS). OVERVIEW: THE AT LOAN PROGRAM IS AN ALTERNATIVE FINANCE PROGRAM, FUNDED BY THE DEPARTMENT OF EDUCATION, TO FACILITATE THE FINANCING OF LOANS TO MEET THE ASSISTIVE TECHNOLOGY NEEDS OF PEOPLE WITH DISABILITIES. THE PROGRAM REQUIRES PARTNERSHIPS WITH BANKS WHO AGREE TO LOAN FUNDS IN NEW YORK AND NEW JERSEY BACKED BY OUR FEDERAL GRANT DOLLARS. LOAN APPLICANTS ARE VETTED BY AN ADVISORY COUNCIL AND THE BANK AND RECEIVE ONGOING SUPPORT TO MEET THEIR FINANCIAL OBLIGATIONS.INCLUSIVE VENTURES: 21ST CENTURY STRATEGIES FOR ENTREPRENEURS WITH DISABILITIES - FUNDER: U.S. DEPARTMENT OF EDUCATION, REHABILITATION SERVICES ADMINISTRATION (RSA)(DIF). OVERVIEW: THIS IS A NEW A FIVE-YEAR INITIATIVE THAT AIMS TO EXPAND INCLUSIVE ENTREPRENEURSHIP OPPORTUNITIES BY PROVIDING TECHNICAL ASSISTANCE AND TRAINING TO STATE VOCATIONAL REHABILITATION AGENCIES, VOCATIONAL REHABILITATION COUNSELORS, DISABILITY EMPLOYMENT SERVICE PROVIDERS, AND ENTREPRENEURIAL SUPPORT ORGANIZATIONS. THE ULTIMATE GOAL IS TO IMPROVE SUPPORTS FOR PEOPLE WITH DISABILITIES WHO ARE PURSUING SELF-EMPLOYMENT AS A FORM OF COMPETITIVE INTEGRATED EMPLOYMENT. KEY OBJECTIVES INCLUDE EXPAND INCLUSIVE ENTREPRENEURSHIP OPPORTUNITIES FOR PEOPLE WITH DISABILITIES, IMPROVE THE SUPPORTS AVAILABLE TO THOSE WITH DISABILITIES WHO WANT TO START OR GROW A BUSINESS, AND ENSURE SELF-EMPLOYMENT IS A VIABLE AND SUPPORTED PATH TO COMPETITIVE INTEGRATED EMPLOYMENT.COMMUNITY NAVIGATOR PILOT PROGRAM (CNPP). IN NOVEMBER 2021, THE U.S. SMALL BUSINESS ADMINISTRATION (SBA) FUNDED NATIONAL DISABILITY INSTITUTE TO IMPLEMENT A COMMUNITY NAVIGATOR PILOT PROGRAM (CNPP). THIS TWO-YEAR PROGRAM HAS BROUGHT TOGETHER OVER 40 GOVERNMENT AGENCIES, FINANCIAL INSTITUTIONS, COMMUNITY NONPROFIT ORGANIZATIONS AND SBA-FUNDED RESOURCE CENTERS IN THE GREATER WASHINGTON, D.C. AREA, INCLUDING VIRGINIA AND MARYLAND. THESE AGENCIES MADE A COMMITMENT TO WORK TOGETHER TO PROVIDE RESOURCES AND IMPROVE RESPONSIVE, CUSTOMER-SENSITIVE SERVICES FOR ENTREPRENEURS AND SMALL BUSINESS OWNERS WITH DISABILITIES.
