Mission

The high plains community development corporation (hpcdc) is committed to improving the quality of life for area residents through economic development activities that provide for the retention, expansion, and development of quality base jobs within the eastern area. The hpcdc adopts the mission of the eastern area workforce development board's youth council of preparing future leaders for the workforce by empowering them with career education, workplace readiness and technical skills, and linking them with successful lifelong learning opportunities. Through the administration and delivery of the workforce investment act (wia) youth program in roosevelt and debaca counties, the youth opportunity center has been developed as the primary component in achieving this mission.
