COVID-19 Impact on the community

CRCD has been significantly impacted by COVID-19. Beginning in March 2020, following the city, county, and state "Safer at Home order to close all non-essential business, CRCD modified its operations to allow essential services to program participants to continue while also allowing non-essential personnel to work remotely. CRCD had to co-locate its WorkSource Center operations and YouthSource Center operations due to the closure of the leased facilities at Los Angeles Trade- Technical College. CRCD had to acquire new equipment, mainly laptops and accessories, to enable employees to work remotely. As COVID-19 related restrictions are expected to continue through year 2021, CRCD has made arrangements to operate its WorkSource Center from its office located at 4201 South Central Ave, Los Angeles, CA and to relocate its administrative operations to a new office at 2510 South Central. The relocation costs are expected to be substantial and will include moving costs as well as increased rental costs. CRCD continues monitoring the impact of COVID-19 on its program operations and such impact includes a reduction in workforce availability. CRCD has decided to use temporary staffing agencies as much as possible in order to avoid major delays in filling positions critical to program operations. Such hiring strategies are expected to result in high staffing costs. Office upkeep and cleaning costs continue to increase as the organization enforces protocols to prevent COVID-19 at its facilities. In order to defray and cover increasing costs associated with the COVID-19 pandemic, CRCD has applied for and secured funding from the Paycheck Protection Program made available by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Part X, Line 2:

The Organization is a not-for-profit organization and is exempt from federal and state income taxes under Section 501(c) (3) of the Internal Revenue Code and is classified by the Internal Revenue Service as an organization that is not a private foundation. Accordingly, no provision for income tax is made in the consolidated financial statements. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by the Organization in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. The Organization's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/MissionDesc0Coalition for Responsible Community Development, ("CRCD"), and Subsidiaries ("the Organization") is a California nonprofit corporation whose mission is to better sustain, coordinate, and improve local planning, development, and community services that address the needs of low-income residents and small businesses in South Los Angeles. The Organization provides a variety of programs focused on helping to improve the quality of life for low and moderate-income residents living and working in deteriorating neighborhoods throughout South Los Angeles by engaging in community revitalization and leadership activities that create economic opportunities, promoting safety and security in the neighborhoods, living wage jobs, affordable housing, and all the other important supportive services a community needs to thrive.

The program also operated a drop-in center for homeless youth where 1,438 meals were provided, and 390 hygiene and clothing items weredistributed. CRCD served as the regional coordinator for the South Los Angeles Youth Coordinated Entry System and provided housing navigation services to 173 transition-age youth.

IRS990/ProgSrvcAccomActy3Grp/Desc0Workforce and Economic Development:The Workforce and Economic Development department at CRCD offers a variety of programs and operates the Vernon-Central/LATTC WorkSource Center to connect LA residents, veterans and re-entry population to free wrap-around job placement, training, financial coaching services, and support services to remove barriers to employment.In 2020, the program served 722 individuals; 200 re-entered from incarceration, 30 veterans, 60 identified as having a disability, 97 were dislocated workers, and 641 were low income individuals.

This program manages 351 units of affordable and supportive housing, owns and operates 9 developments with a combined investment of $103 million, and has a pipeline of 900 affordable and supportive housing units. In 2020, CRCD continued the construction of a 50-unit project, Residences on Main, in collaboration with Los Angeles Family Housing. CRCD also secured construction financing for the 68th & Main and 67th & Main sites where it will build 112 permanent supportive housing units. CRCD continued pre-development activities at 803 E. 5th Street, Los Angeles, CA where it will build 95 units of permanent supportive housing units for veterans, transition age youth, and homeless adults.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1Youth Development:This program provides access to high school education at CRCD Academy with co-enrollment and career-path training with our partner, LA Trade Technical College, to help young people ages 14-24 reduce barriers to employment and build careers. The CRCD Youth Development Department offers an array of programs that ensure youth and young adults are prepared to enter the community as educated, skilled, and ready to succeed.In 2020, the program served 853 young people of which 101 received high school diplomas, 328 were placed in jobs and 77 were placed in post-secondary education.

The high school is located on the campus of Los Angeles Trade-Technical College. All income students co-enroll at the College, so students have access to College courses plus the College library, computer lab, and many other resources. CRCD Academy focuses on project-based learning and offers an expedited path to earn an accredited high school diploma with the YouthBuild Charter School of CA. Students get involved in community service, leadership, and career preparation.
