Footnote for uncertain tax position under FIN 48 (Part X)

PolicyBridge complies with FASB ASC 740- Accounting for Uncertainty in Income Taxes. FASB ASC 740 details how companies should recognize, measure, present and disclose uncertain tax positions that have been or are expected to be taken. As such, the financial statements would reflect expected future tax consequences of uncertain tax positions presuming the taxing authorities full knowledge of the position and all relevant facts, if they existed. Management believes that there are no uncertain tax positions. The organizations tax years that remain subject to examination by the Internal Revenue Service are fiscal years ended 2017 and forward.

IRS990/Desc0Urban Agenda - PolicyBridge with the assistance of State Representative Stephanie Howse planned and convened various community stakeholders including elected and appointed public officials from Northeast Ohio to aid in the design of a unified and comprehensive urban policy and programmatic agenda for the region. After meeting in-person in February, subsequent in-person meetings were canceled due to the impact of the COVID-19 pandemic. PolicyBridge analyzed and organized the session feedback and is working to convene additional virtual meetings to obtain additional feedback based on analysis of the information gained during the February 2020 planning session. It is our intention to use the information gathered during the virtual session in 2021 to spearhead activities that would culminate in PolicyBridge authoring a report that outlines the policy and programmatic elements and potential implications of a unified and comprehensive urban agenda.

The overall focus of this initiative is to improve health and increase equity for all people in Cuyahoga County. During 2020, this group focused on developing its implementation strategies and creating an implementation plan in support of the data and findings related to the 2019 Cuyahoga County Community Health Needs Assessment. The implementation plan completed detailed the goals and activities HIP-Cuyahoga partners will collectively and individually focus their resources and energies towards addressing in Cuyahoga county.

IRS990/ProgSrvcAccomActy3Grp/Desc0Systems-Level Modeling Design - a local project team that has received funding from a national funding source to examine and design cross-sector systems-level models, their applications, and influences. The focus of the Cuyahoga County team is to understand how to design systems that significantly reduce or eliminate structural racism. Based on PolicyBridges inclusion in this cutting-edge systems-level thinking and action, we are using the knowledge gained from participating in this project to inform and educate other local systems-level leaders, followers, and participants. The goal is to become a local leader in the design and implementation of systems and structures that are significantly more diverse and inclusive leading more equitable outcomes for communities of color, especially the African American community.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Fund Development During 2020, PolicyBridge was able to successfully receive grant funding from the following local foundations and corporations:The George Gund Foundation - $150,000/ year for three years (received a total of $450,000 as a one- time payment) Capacity Building SupportThe Cleveland Foundation - $200,000 for one year Capacity Building SupportRPM International Inc. - $20,000 for one year - Operating SupportThe funds received were a marked increase in the revenues available to the organization and will allow the current staff to increase its status from part-time to full-time in 2021. It also means that during 2021, PolicyBridge will be able to hire additional staff and increase its board membership capacity. Urban Action Collaborative-Formed in 2017, the Urban Action Collaborative comprising The Levin College of Urban Affairs at CSU; and the Urban League of Greater Cleveland; developed an ambitious agenda for collaborative engagement and action in the areas of economic and community development and education and training. Unfortunately, the ambition of our 2020 agenda did not lead to substantial productivity and action, primarily due to a lack of funding that could drive the collective work of the three partners organizations and the impact of the COVID-19 pandemic. The creation of the agenda mirrored the time when each organization and its leaders were challenged to confront internal organizational issues that deflected attention and time from our collaborative agenda. Although the Urban Action Collaborative was not able to accomplish our ambitious 2020 agenda, PolicyBridge was able to work CSUs Levin College to facilitate on a strategic community visioning process for the City of East Cleveland. The strategic community visioning process culminated in the creation of a City of East Cleveland Visioning Plan that articulated community values and a re-imagined vision for the future of the city.Brookings Metropolitan Policy Center Partnership - African American Entrepreneur Capacity BuildingIn 2020, America experienced the unprecedented impact of the COVID-19 pandemic. The pandemic created significant economic distress and uncertain financial futures for most Americans. African Americans were disproportionately impacted by both the COVID-19 pandemic and the economic collapse. Prior to the pandemic and its related effects, African Americans were underperforming in the areas of wealth creation and income. The underperformance stems from historical and current institutional, structural, and systemic barriers and challenges that interfere with social and economic success and prosperity. Based upon conversations with staff from Brookings Metropolitan Policy Center, PolicyBridge solicited their support in identifying examples and the methods used by communities and regions that have successfully integrated African American entrepreneurs into their economys eco-system. These examples are the basis for the case studies we are using to organize and analyze data for inclusion in our African American entrepreneurship work. We have sought their assistance in data collection, analysis and how to present the data and analysis in the most effective and impactful forms for public consumption. This program is still in process.
