Members of the american bakers association, the north american millers' association, their allied organizations, other organizations, corporations and interested individuals, 18 years of age or older, are eligible for membership to the corporation upon payment of a voluntary contribution.

The business and affairs of the corporation shall be managed by a board. Members of the board need not be residents of the district of columbia. The initial number of members of the corporation shall be thirteen. The number of members may be increased or decreased from time to time by an amendment to the bylaws; provided, however that the number of members of the corporation shall never be less than eight. In case of a vacancy for any reason, or upon an increase in the number of members, the continuing members may fill such vacancy or additional members by a majority vote of all such continuing members.
