Mission and Program Overview

Mission

To engage and support nonpartisan grassroots organizations. In creating a more accessible, inclusive, and representative democracy by increasing civic participation among marginalized and underrepresented populations (see schedule o) and bringing their issues to the center of public discourse.

State voices was established in 2004 for the purpose of increasing engagement by individuals and organizations receiving grant funds are required to sign and return a grant agreement stating the permissible and prohibited use of the funds. Grantees must provide their internal revenue service determination letter confirming their status as an irc section 501(c)(3). At the close of the grant period grantees are required to submit a report that certifies that all funds were used for 501(c)(3) activities and in accordance with the terms of the grant agreement and describes all outcomes related to the grant.

The form 990 was prepared by the outside accountants and reviewed by the outsourced accounting services provider/cfo, ceo, and board, prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

Directors and key employees are required to disclose any interests that could give rise to conflicts at the beginning of each quarterly board of directors meeting. Conflicts of interest are recorded in the organization's minutes and each year directors sign a statement affirming they have received, read, and agreed to comply with the organization's conflict of interest policy. If a conflict arises, the member recuses themselves from voting the matter.

In order to establish reasonable compensation and benefits, the board of directors undertakes a process that includes research using form 990 of other comparable non-profit organizations and recent compensation surveys and studies. On average, the board considers the compensation arrangements and benefits of up to thirty other organizations in order to determine whether the organization's own arrangements are reasonable. The board votes on the compensation and maintains a contemporaneous record of its decision.

The organization shares staff and certain other expenses with state democracy action ("sda" ein: 52-2032544), an irc section 501(c)(4) organization, pursuant to a written cost-sharing agreement. Under the agreement, state voices employees conduct activities on behalf of sda, and state voices promptly invoices sda for all associated expenses, including the allocable share of employment taxes. State voices pays all required employment taxes for its employees, and issues the relevant irs forms.

Financial Statement Notes

PART X, LINE 2:

State voices is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and applicable district of columbia income tax laws. Accounting principles generally accepted in the united states of america provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. State voices performed an evaluation of uncertain tax positions for the years ended december 31, 2024 and 2023, and determined that there were no matters that would require recognition in the financial statements or which may have any effect on its tax-exempt status. As of december 31, 2024, the statute of limitations for fiscal years 2021 through 2024 remains open with the u.s. Federal jurisdiction or the various states and local jurisdictions in which state voices files tax returns. It is state voices' policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.
