Mission

To increase the quality, quanity and availability of affordable housing in lea county

Major Activities

Activity 2
Provides services to assist government agencies in lessening the burden of government by working to attract developers to hobbs to provide affordable housing to the workforce. Presently there is a severe housing shortage in hobbs and potential employees from out of town cannot relocate to hobbs because of the lack of available housing. Consequently, the city has a high number of job vacancies. First time home buyers education class was provided in the summer of 2012. Low income graduates will be eligible to apply for the nm mortgage finance authority (mfa) low income down payment and closing cost assistance grants of up to 8,000. The organization continued its annual outreach programs and held annual town meetings in each community of lea county to receive input on housing needs and make the attendees aware of the programs offered by the organization. Federal fair housing documents and other hud documents were made available to the attendees during those meetings.
Activity 3
Combating community deterioration in the deteriorated areas of the communities and county by: a)working with developers and builders to construct infill housing in deteriorated areas of lea county communities. B)coordinating with a home weatherization program whereby low income home owners can have their homes weatherized to reduce energy loss and high energy bills. The organization works with the regional weatherization representative to encourage weatherization of homes in lea county. The organization helps home rehabilitation applicants apply for weatherization funding to optimize available funds for the projects.

A MAJOR GRANT FROM THE NM-MFA WAS RECEIVED FOR LOW INCOME OWNER OCCUPIED HOME REHABILITATION. THE PROGRAM INCLUDED COMPLETION OF FIVE HOMES IN LEA COUNTY, TWO HOMES IN LOVINGTON, TWO IN HOBBS, AND ONE IN EUNICE. CONSTRUCTION OF THE FINAL TWO HOMES OVERLAPPED INTO THE 2012-2013 FISCAL YEAR. THE ORGANIZATION WAS INVITED BY CHELSEA INVESTMENT CORPORATION OF CARLSBAD, CALIFORNIA TO BE THE NON-PROFIT GENERAL PARTNER ON AN APPLICATION FOR TAX CREDITS FROM THE NM-MFA. THE APPLICATION WAS SUBMITTED IN JANUARY 2012 FOR THE ACQUISITION AND REHABILITATION OF THE 88 UNITS CASA HERMOSA APARTMENT COMPLEX IN HOBBS. THIS PROPERTY WAS IN FORECLOSURE BY HUD AND EVERYONE INVOLVED WANTED TO SEE THE PROJECT PROCEED SINCE TWO OTHER TAX CREDIT DEVELOPERS HAD ATTEMPTED TO OBTAIN THE PROPERTY AND REHABILITATE IT, BUT HAD BEEN UNABLE TO DO SO IN THE LAST THREE YEARS. THE PROPERTY WAS SO BADLY DETERIORATED THAT ONLY 44 OF THE 88 UNITS ARE INHABITABLE AT THE PRESENT TIME. THE MFA AWARDED TAX CREDITS TO THE PROJECT IN MAY AND PREDEVELOPMENT ACTIVITIES COMMENCED. THE PROJECT FINANCING ACTUALLY CLOSED DURING THE LAST PART OF DECEMBER 2012 AND EARLY JANUARY 2013. CONSTRUCTION WILL BEGIN IN FEBRUARY 2013, AND WILL BE COMPLETED IN NOVEMBER 2013. FEDERAL HOME LOAN BANK FUNDS AND CITY OF HOBBS FUNDS WERE ALSO ACQUIRED FOR THIS PROJECT. THESE FUNDS WILL BE DELIVERED IN 2013. CHELSEA INVESTMENTS ALSO REQUESTED THE ORGANIZATION TO BE THE NON-PROFIT GENERAL PARTNER ON ANOTHER APPLICATION FOR MFA TAX CREDITS. THIRTY UNIT SENIOR HOUSING PROJECTS ARE BEING PROPOSED IN BOTH EUNICE AND JAL, NM. THE TOTAL SIXTY PROJECT TAX CREDIT APPLICATION WILL BE SUBMITTED IN JANUARY 2013.

THE PROGRAM INCLUDED COMPLETION OF FIVE HOMES IN LEA COUNTY, TWO HOMES IN LOVINGTON, TWO IN HOBBS, AND ONE IN EUNICE. CONSTRUCTION OF THE FINAL TWO HOMES OVERLAPPED INTO THE 2012-2013 FISCAL YEAR. THE ORGANIZATION WAS INVITED BY CHELSEA INVESTMENT CORPORATION OF CARLSBAD, CALIFORNIA TO BE THE NON-PROFIT GENERAL PARTNER ON AN APPLICATION FOR TAX CREDITS FROM THE NM-MFA. THE APPLICATION WAS SUBMITTED IN JANUARY 2012 FOR THE ACQUISITION AND REHABILITATION OF THE 88 UNITS CASA HERMOSA APARTMENT COMPLEX IN HOBBS. THIS PROPERTY WAS IN FORECLOSURE BY HUD AND EVERYONE INVOLVED WANTED TO SEE THE PROJECT PROCEED SINCE TWO OTHER TAX CREDIT DEVELOPERS HAD ATTEMPTED TO OBTAIN THE PROPERTY AND REHABILITATE IT, BUT HAD BEEN UNABLE TO DO SO IN THE LAST THREE YEARS. THE PROPERTY WAS SO BADLY DETERIORATED THAT ONLY 44 OF THE 88 UNITS ARE INHABITABLE AT THE PRESENT TIME. THE MFA AWARDED TAX CREDITS TO THE PROJECT IN MAY AND PREDEVELOPMENT ACTIVITIES COMMENCED. THE PROJECT FINANCING ACTUALLY CLOSED DURING THE LAST PART OF DECEMBER 2012 AND EARLY JANUARY 2013. CONSTRUCTION WILL BEGIN IN FEBRUARY 2013, AND WILL BE COMPLETED IN NOVEMBER 2013. FEDERAL HOME LOAN BANK FUNDS AND CITY OF HOBBS FUNDS WERE ALSO ACQUIRED FOR THIS PROJECT. THESE FUNDS WILL BE DELIVERED IN 2013. CHELSEA INVESTMENTS ALSO REQUESTED THE ORGANIZATION TO BE THE NON-PROFIT GENERAL PARTNER ON ANOTHER APPLICATION FOR MFA TAX CREDITS. THIRTY UNIT SENIOR HOUSING PROJECTS ARE BEING PROPOSED IN BOTH EUNICE AND JAL, NM. THE TOTAL SIXTY PROJECT TAX CREDIT APPLICATION WILL BE SUBMITTED IN JANUARY 2013.
