Mission

The National Council of Textile Organizations is a unique association representing the entire spectrum of the textile sector. From fibers to finished products, from machinery manufacturers to power suppliers, NCTO is the voice of the U.S. textile industry.NCTO's mission is focused on creating powerful national and international alliances to advance the interests of the U.S. textile sector. As an organization, it is unrivaled in its composition which allows each segment of the industry to have a vote in determining NTCO policy. The centerpiece of NCTO is the four separate councils representing the fiber, yarn, fabric, and supplier industries, each with its own board representation. As a lobbying group, NCTO is harnessing the influence of an array of associations and business groups that have a stake in the survival and prosperity of the U.S. textile sector to leverage our impact in the halls of our nation's capital. OTHER PROGRAM SERVICES 4: 1.Producing publications that are distributed to approximately 300 NCTO members, industry associates and select government personnel with whom NCTO works closely. a.NCTOs Textiles in the News is a weekly collection of published textile related articles, including NCTO members in the news, put together in one document to keep members and associates abreast of industry news.b.NCTO News is the quarterly newsletter written by NCTO staff and distributed to all members and affiliate organizations.c.Textile Source is a quarterly economic publication produced and supplied free of charge to all NCTO members and is available for a fee to recoup printing costs to other industry associates. This publication contains review and background information on current global trade issues impacting the U.S. textile industry and comprehensive trade statistics on textile trade flows regarding import and export data pertinent to industry markets. This is a valuable benefit for NCTO members to track market activity and keep members abreast of key issues impacting the industry.2.Other consulting a.Trade Analyst Consultant worked primarily on analysis of trade and market data. The U.S. government relies heavily on the data analyses produced on behalf of the industry. b.Regulatory Affairs Consultant who reported to the president and provided textile and apparel expertise in areas regarding flammability, fiber, Berry Amendment and other issues. This consultant did not participate in lobbying issues regarding the Berry Amendment as they were handled by Government Affairs staff. c.Media Consultant handles all media issues, dissemination of news on behalf of the industry, news publications including NCTO newsletter, and heads up the Publication Relations Campaign

Financial Statement Notes

Part X : FIN48 Footnote

NCTO is a tax-exempt organization under Internal Revenue Code Section 501(c)(6). As such, NCTO is not taxed on income derived from its exempt functions.NCTO has evaluated its tax positions for all open tax years. Currently, the tax years open and subject to examination by the Internal Revenue Service are the 2013, 2014 and 2015 tax years. However, NCTO is not currently under audit nor has NCTO been contacted by any jurisdiction. Based on the evaluation of NCTOs tax positions, management believes all tax positions taken would be upheld under an examination. Therefore, no provisions for the effects of uncertain tax positions have been recorded for the years ended March 31, 2016 and 2015.Accrued taxes in the accompanying statements of financial position represent estimated federal taxes due on lobbying expenses.

IRS990/Desc0Public Relations Campaign: For a second year, NCTO engaged the Charlotte-based PR firm of Wray Ward to help develop a rebranding campaign entitled American Textiles -- We Make AmazingTM designed to accurately define the 21st century U.S. textile industry. Wray Ward has created themes and materials that correct outdated and misleading impressions of the industry and that establish a baseline appreciation for the industry as a major employer, investor, innovator, producer, exporter, and competitor in the global marketplace.NCTO worked with Wray Ward by providing their team with extensive background, educational, and public relations materials regarding the textile industry. To gain a broader understanding of the U.S. textile industry and the perceptions which surround it, Wray Ward interviewed industry influencers and a diverse group including individuals from NCTOs membership, as well as media, academia, government, and other trade associations. Using these interviews, Wray Ward developed a report which highlights key perceptions of the U.S. textile industry identified in Wray Wards interviews. Wray Ward used the findings to establish positioning and outline a tactical marketing and public relations plan designed to create a more positive and accurate perception of the 21st century U.S. textile industry. The first year of the campaign was about strategic planning and content creation. The second year, 2016-17, has been about rollout of the campaign.Some allied organizations have partnered with NCTO on this campaign broadening the reach to go well beyond NCTO members only. The objective of engaging multiple organizations is to further spread a more positive message on behalf of the textile industry.

Routine conference calls are to communicate with Board and Executive Committee and occasionally the full members to educate on issues affecting the industry. NCTO also sponsors functions at other association gatherings such as a breakfast for attendees as a means to educate and brief textile attendees of issues facing the industry. All meetings and functions are for the benefit of and are open to all NCTO members and most times nonmember industry affiliates. Average attendance at most meetings numbers around 75-150 industry representatives. For the fiscal year in question, no seminars were conducted outside the annual meeting in Washington, DC, but NCTO did sponsor breakout sessions at other textile gatherings.
IRS990/ProgSrvcAccomActy3Grp/Desc0Trade consulting: As trade issues arise, NCTO often retains legal and professional services of outside consultants, contract labor, and law firms as needed to research and review these issues. Monitoring market disruption from imports and providing funds for market research and studies to substantiate and remedy such disruptions is an important function of NCTO and is extremely beneficial to the manufacturing members of NCTO in particular. Any beneficial action for manufacturers ultimately benefits suppliers and associate members as well. Therefore, this type service and action benefits all NCTO members to some degree. While no lawyers were contracted for the 2016-17 year, the major focus was on educating a new Administration on the importance of a viable textile industry. On behalf of the NCTO members and affiliates, NCTO has become a resource to government on issues affecting the industry.
