HPCAV PROVIDES INDIVIDUAL ASSISTANCE TO EX-OFFENDERS REFERRED BY THE HIGH POINT VIOLENT CRIMES TASK FORCE WITH THE GOAL OF RE-ESTABLISHING THEM AS PRODUCTIVE CITIZENS. SERVICES PROVIDED INCLUDE COUNSELING, A 24 HOUR CRISIS LINE, ASSISTANCE WITH LIVING EXPENSES, JOB TRAINING AND HELP IN SECURING EMPLOYMENT. -SPECIAL EMPHASIS SUCH AS CERTAIN TYPES OF VIOLENCE ARE CATAGORIZED THROUGH HPCAV AS FOLLOWS: REPEAT VIOLENT CRIME OFFENDERS, DRUG MARKET OFFENDERS, GANG OFFENDERS, AND DOMESTIC VIOLENCE OFFENDERS. MOST OF THE OFFENDERS IN THIS PROGRAM (97%)FALL INTO THE REPEAT VIOLENT CRIME OFFENDER CATAGORY. -ONE OF THE PROGRAMS OFFERED TO EX-OFFENDERS IS THE LIFE CONSTRUCTION PROGRAM, WHICH IS DIVIDED INTO A 3 WEEK AND A 8 WEEK COURSE THAT ENCOURAGES CONSTRUCTIVE RATHER THAN DESTRUCTIVE USE OF MIND AND HANDS. PARTICIPANTS ARE REQUIRED TO COMMIT TO TIMELY COURSE ATTENDANCE AND RECEIVE INSTRUCTION ON USING CONSTRUCTION EQUIPMENT, MEASURING AND CUTTING MATERIALS IN ORDER TO COMPLETE A BUILDING PROJECT THAT WILL BE USED SOMEWHERE IN THE COMMUNITY. UPON SUCCESSFUL COURSE COMPLETION, PARTIPANTS ARE AWARDED A CERTIFICATE OF ACHEIVEMENT FROM THE NC HOME BUILDERS ASSOCIATION. 84% OF EX OFFENDERS THAT COMPLETE THIS COURSE DO NOT HAVE VIOLENT REOFFENCE. -ANOTHER PROGRAM OFFERED IN THE COMMUNITY IS CALLED AT RISK FOR GANG ACTIVITY. VULNERABLE YOUTH AND THEIR PARENTS ARE ENCOURAGED TO ATTEND AND RECEIVE EDUCATION ON THE REALITY OF GANG ACTIVITY IN OUR COMMUNITY, HOW GANGS OPERATE AND WHO IS AT RISK OF BEING INDUCTED INTO A GANG. “-in partnership with the high point, nc police department, hpcav continued to be successful in our community oriented violent crime reduction strategy involving focused deterrence policing. Hpcav provides individual assistance to ex-offenders referred by the high point violent crimes task force with the goal of re-establishing them as productive citizens. Services provided include counseling, a 24 hour crisis line, assistance with living expenses, job training and help in securing employment. -special emphasis such as certain types of violence are catagorized through hpcav as follows: repeat violent crime offenders, drug market offenders, gang offenders, and domestic violence offenders. Most of the offenders in this program (97%)fall into the repeat violent crime offender catagory. -one of the programs offered to ex-offenders is the life construction program, which is divided into a 3 week and a 8 week course that encourages constructive rather than destructive use of mind and hands. Participants are required to commit to timely course attendance and receive instruction on using construction equipment, measuring and cutting materials in order to complete a building project that will be used somewhere in the community. Upon successful course completion, partipants are awarded a certificate of acheivement from the nc home builders association. 84% of ex offenders that complete this course do not have violent reoffence. -another program offered in the community is called at risk for gang activity. Vulnerable youth and their parents are encouraged to attend and receive education on the reality of gang activity in our community, how gangs operate and who is at risk of being inducted into a gang. They also discuss interventions that can help to secure employment avoid school dropouts making gang life less enticing. -there was a 8% reduction in violent crime overall in 2020, and this is one of the lower years of violent crime since the peak in 1994. In 2020, the property crime index rate was down slightly from 2019, continuing a trend since the peak in 1996. (1973 was the year the uniform crime reporting system began.)”
“-efforts to curtail domestic violence are aimed at reduction in intimate partner related crime. Dv is a silent crime, but the program has exposed the violent offenders and now, gang members, without increasing harm to the victims. Hpcav's community message delivered directly to these offenders has opened their eyes to realize that they are accountable to their victims, society and law enforcement. -a 24hr hotline is now available for victims to call when a safe place is needed. Hpcav will help to secure an unknown location for protection of the victim until a relocation to a safe place is procured. -domestic violence ex offenders have access to the same programs and assistance as the violent crime offenders described in exempt purpose accomplishment 1. -in february of 2019, a program was started to prevent generational crime and foster the family structure where there are mulitple generations in the family unit that are in a gang or are an ex-offender. The goal is to foster children of these families toward a positive and meaningful future. A therapist assists in discussions with gang members/offenders and their significant other to constructively air hostility between them and allow focus on the damage that pent up emotions are having on their lives and the lives of their children and family structure.”

SERVICES PROVIDED INCLUDE COUNSELING, A 24 HOUR CRISIS LINE, ASSISTANCE WITH LIVING EXPENSES, JOB TRAINING AND HELP IN SECURING EMPLOYMENT. -SPECIAL EMPHASIS SUCH AS CERTAIN TYPES OF VIOLENCE ARE CATAGORIZED THROUGH HPCAV AS FOLLOWS: REPEAT VIOLENT CRIME OFFENDERS, DRUG MARKET OFFENDERS, GANG OFFENDERS, AND DOMESTIC VIOLENCE OFFENDERS. MOST OF THE OFFENDERS IN THIS PROGRAM (97%)FALL INTO THE REPEAT VIOLENT CRIME OFFENDER CATAGORY. -ONE OF THE PROGRAMS OFFERED TO EX-OFFENDERS IS THE LIFE CONSTRUCTION PROGRAM, WHICH IS DIVIDED INTO A 3 WEEK AND A 8 WEEK COURSE THAT ENCOURAGES CONSTRUCTIVE RATHER THAN DESTRUCTIVE USE OF MIND AND HANDS. PARTICIPANTS ARE REQUIRED TO COMMIT TO TIMELY COURSE ATTENDANCE AND RECEIVE INSTRUCTION ON USING CONSTRUCTION EQUIPMENT, MEASURING AND CUTTING MATERIALS IN ORDER TO COMPLETE A BUILDING PROJECT THAT WILL BE USED SOMEWHERE IN THE COMMUNITY. UPON SUCCESSFUL COURSE COMPLETION, PARTIPANTS ARE AWARDED A CERTIFICATE OF ACHEIVEMENT FROM THE NC HOME BUILDERS ASSOCIATION. 84% OF EX OFFENDERS THAT COMPLETE THIS COURSE DO NOT HAVE VIOLENT REOFFENCE. -ANOTHER PROGRAM OFFERED IN THE COMMUNITY IS CALLED AT RISK FOR GANG ACTIVITY.
