“In partnership with the high point, nc police department, hpcav continued to be successful in our community oriented violent crime reduction strategy involving focused deterrence policing. Hpcav provides individual assistance to ex-offenders referred by the high point police offense task force with the goal of re-establishing them as productive citizens. Services provided include counseling, a 24 hour crisis line, assistance with living expenses, job training and help in securing employment. -although there was a small increase in violent crime overall in 2015, there was a decrease in aggravated assaults with firearms. The number of violent crimes in 2015 was still one of the lowest since the peak in 1994. -in 2015, the property crime index rate was lower than it has been in at least 42 years. (1973 was the year the uniform crime reporting system began.)”
“Efforts to curtail domestic violence have now culminated in a 21% reduction in intimate partner related crime. Dv is a silent crime, but program has exposed the violent offenders without increasing harm to the victims. Hpcav's community message delivered directly to these offenders has opened their eyes to realize that they are accountable to their victims, society and law enforcement. Special emphases such as certain types of violence are categorized through hpcav as follows: repeat violent crime offenders, drug market offenders, gang offenders and domestic violence offenders. Most of the offenders that we deal with fall in the repeat violent crime offender category (97%). The drug market offenders, gang offenders and domestic violent crime offenders complete the order of the rank and file of those we serve. In the 2015- 2016 fiscal year and currently in 2017 we are increasing our contacts in the gang offender category. Dv offenders still remain last, but not least in those whom we serve and have contact. Even though the budget is small, allocating less than 500 in assistance to the dv offenders and less than 500 assisting domestic violence victims, much time is spent in counsel with these offenders.”

SERVICES PROVIDED INCLUDE COUNSELING, A 24 HOUR CRISIS LINE, ASSISTANCE WITH LIVING EXPENSES, JOB TRAINING AND HELP IN SECURING EMPLOYMENT. -ALTHOUGH THERE WAS A SMALL INCREASE IN VIOLENT CRIME OVERALL IN 2015, THERE WAS A DECREASE IN AGGRAVATED ASSAULTS WITH FIREARMS. THE NUMBER OF VIOLENT CRIMES IN 2015 WAS STILL ONE OF THE LOWEST SINCE THE PEAK IN 1994. -IN 2015, THE PROPERTY CRIME INDEX RATE WAS LOWER THAN IT HAS BEEN IN AT LEAST 42 YEARS. (1973 WAS THE YEAR THE UNIFORM CRIME REPORTING SYSTEM BEGAN.) |

DV IS A SILENT CRIME, BUT PROGRAM HAS EXPOSED THE VIOLENT OFFENDERS WITHOUT INCREASING HARM TO THE VICTIMS. HPCAV'S COMMUNITY MESSAGE DELIVERED DIRECTLY TO THESE OFFENDERS HAS OPENED THEIR EYES TO REALIZE THAT THEY ARE ACCOUNTABLE TO THEIR VICTIMS, SOCIETY AND LAW ENFORCEMENT. SPECIAL EMPHASES SUCH AS CERTAIN TYPES OF VIOLENCE ARE CATEGORIZED THROUGH HPCAV AS FOLLOWS: REPEAT VIOLENT CRIME OFFENDERS, DRUG MARKET OFFENDERS, GANG OFFENDERS AND DOMESTIC VIOLENCE OFFENDERS. MOST OF THE OFFENDERS THAT WE DEAL WITH FALL IN THE REPEAT VIOLENT CRIME OFFENDER CATEGORY (97%). THE DRUG MARKET OFFENDERS, GANG OFFENDERS AND DOMESTIC VIOLENT CRIME OFFENDERS COMPLETE THE ORDER OF THE RANK AND FILE OF THOSE WE SERVE. IN THE 2015- 2016 FISCAL YEAR AND CURRENTLY IN 2017 WE ARE INCREASING OUR CONTACTS IN THE GANG OFFENDER CATEGORY. DV OFFENDERS STILL REMAIN LAST, BUT NOT LEAST IN THOSE WHOM WE SERVE AND HAVE CONTACT. EVEN THOUGH THE BUDGET IS SMALL, ALLOCATING LESS THAN 500 IN ASSISTANCE TO THE DV OFFENDERS AND LESS THAN 500 ASSISTING DOMESTIC VIOLENCE VICTIMS, MUCH TIME IS SPENT IN COUNSEL WITH THESE OFFENDERS. |
