| IRS990/Desc | 0 | The Brighter Choice Foundation (Foundation) was established to provide support services and resources to the then-newly developing charter schools in the Albany, NY market. In this partner-support role, the Foundation obtained the financing necessary for the development and construction of the various school facilities. These financing arrangements were based on design preferences of the school as described in collaborative conversations with community stakeholders and school personnel. The Foundation carried the loan(s) through maturity at which time the Foundation worked to transfer ownership back to the schools after they had secured their own financing (at the cost to develop the property.) These leasing arrangements were intentional and necessary given the poor state of the economy, the unforgiving capital markets, and limited borrowing opportunities offered to the charter schools during their start-up phase. As is the case with most not-profit organizations, charter schools are rarely in a position to borrow significant money in order to purchase facilities. Thus, by design, these lease payments were established to assist the schools during their start-up phase and only required the schools to pay back the minimum debt service requirements - typically interest only or minimal principal reductions. This equates to the same debt the schools would have been required to cover if they had been able to secure their own financing with favorable terms. In 2012, the Foundation successfully accomplished the transfer of ownership of the KIPP: Tech Valley Charter School Facility, the Brighter Choice Charter Middle School for Girls and the Brighter Choice Charter Middle School for Boys, back to each school's individual governing body. In 2013, the Foundation successfully accomplished the transfer of ownership of the Dove Street property to Albany Community Charter School. |

| IRS990/ProgSrvcAccomActy2Grp/Desc | 0 | The Brighter Choice Foundation (Foundation) was founded to help launch and ensure the success of public charter schools in the City of Albany. In the beginning of 2012, the Foundation embarked on a strategic planning project to better clarify and develop its role and direction for the future, and to better understand how to serve and support its family of charter schools. As a result of this process, which included gathering input and direction from area stakeholders and soliciting assistance from the strategic consulting firm, Wellspring Consulting, the Albany Charter School Network, a DBA of the Foundation, was created to continue to fulfil the organization's mission. The Albany Network family of charter schools works collaboratively with parents, partners, and the community to help students show up and do well in learning and in life. With high expectations, the Network's ambition is for everyone to write like Frederick Douglass and reason like Albert Einstein. Thus the goal of the Network is for all students and adults to develop the disciplined expertise and creative imagination they need to find their place in the greater global society, and solve problems and meet needs within their communities. The Albany Network also established four primary commitments to the community of schools that it serves: (1) Choice: create opportunity for everyone to discover, and teach others, how to make conscious and informed decisions in learning and in life. (2) Reliability: show up (commitment) and do well (competence) with the same level of effectiveness across all our responsibilities, functions, and teams. (3) Quality: produce great results by paying close attention and carefully and accurately responding to the needs of the people served. (4) Growth: embrace time as the chance to get better in work and do more to make a difference in the world with every passing day. The majority of 2013 was dedicated to refining the scope and breadth of the technical services the Foundation provides in the service of the community of charter schools in Albany. A CEO was hired to establish, implement, and propel the goals and initiatives of the Network. Accordingly, the Network's focus was narrowed to three efforts. First, the Network established a strategic action framework in order to guide the Network in its work to help school leaders and staff member fulfill their responsibilities. Second, a conceptual model was developed in order to define and support strategic action across school effectiveness areas. Thirdly, with the decision-making framework and established procedures for for action planning in place, a Network Academic model was designed to ensure consistency in the design, development, delivery, and determination of student learning and progress. The Network continued in support of these efforts by performing needs-based assessments of each of the charter schools which it serves. |
