Mission

The commission on economic opportunity for the greater capital region, inc. (ceo) is an umbrella agency that provides the overall leadership, policy guidance, and support necessary to successfully deliver a wide range of services. The programs at ceo are designed to empower individuals and families to build self-sufficiency in all life areas and rise out of poverty. Ceo works in partnership with the individuals, families, and the larger community to improve the quality of life for all community members by addressing their social, emotional, economic and educational needs.

The executive director reviews the 990. The organization's independent auditors present the annual 990 to the board to review and obtain board approval.

A written conflict of interest policy is contained in the personnel manual that is given to each ceo employee. For employees, this is reviewed at orientation and maintained in the personnel file for all employees. Board members are required to sign a conflict of interest statement on an annual basis.

Form 990, Part VI, Section B, Line 15

A wage study is conducted every three years to determine comparability to similar titles and responsibilities. During this process, the executive director is responsible for approving the salary ranges for all positions (including key employees). The board of directors will approve any annual across the board salary increase percentage for the employees. On an annual basis, the board of directors will evaluate the executive director and perform its own wage study and approve the annual salary package.
