For more than 50 years, counterpart international has partnered with formal and informal emerging local organizations and citizen leaders to build inclusive, sustainable communities in which their people thrive. (description continued on schedule o)

Major Activities

Activity 2
Initiative to Promote Afghan Civil SocietyI-PACS worked intensively to ensure informed policy and just resource allocation decisions regarding civil society in Afghanistan.1. assist in the development and implementation of a comprehensive legal framework that strengthens the NGO sector 2. build the capacity of more than 100 CSOs to design, implement, manage, monitor and evaluate their activities effectively3. provide funding to 65 CSOs to implement developmental and advocacy projects4. worked to ensure all programmatic activities were gender mainstreamed and properly monitored and evaluated.-In order to promote the public image of civil society and better ensure informed policies on civil society, Counterpart I-PACS conducted two assessments between 2005 and 2010:-Counterpart produced and broadcasted 11 radio roundtables on various topics related to civil society, such as the origin and history of "civil society" and how civil society relates to and interacts with the government; civil society's involvement in the policy making process and civil society's relationship with the Parliament; the issues and challenges of providing social services, grassroots activism and youth-related issues.-supported research and published a report in 2010 on how Ulema (religious scholars) view and interact with Afghan civil society.-I-PACS organized and hosted two conferences to raise awareness of civil society and create opportunities for communication between civil society, government and traditional local governance structures, such as jirgas. At the end of each conference, participants issued a set of recommendations and called upon the government, CSOs, and the international community to address challenges faced by Afghans, especially women and minorities, and to support civil society. Moreover, throughout 2009-2010, -Counterpart I-PACS conducted four Civil Society Forum and Policy Working Group meetings engaging and creating stronger networking linkages between civil society, MPs and government officials - their counterparts -as well as present those counterparts with recommendations for interacting with civil society.-I-PACS worked closely with the Government of Afghanistan, and in particular with the Ministry of the Economy and its NGO Department, in order to strengthen the legal and governmental frameworks for civil society. I-PACS also conducted a series of seminars on civil society and the image of NGOs for the representatives of government, NGOs, and Afghan National Assembly in October and November 2005, as well as in May 2006.-I-PACS created and published a series of educational legal materials, including the text of the NGO Law, a brochure on how to register as an NGO, guidelines on civil society, the Ministry of Economy NGO Department's tri-annual bulletin, the NGO Law Commentary and the Handbook on Civil Society Law. These resources were disseminated to CSO staff and government officials across the country. -I-PACS organized six television programs and produced two films on civil society issues, which were aired nation-wide.-In total, I-PACS trained nearly 8,000 staff of target CSOs-a third of which were women. Each of the I-PACS CSOs established and strengthened a civil society resource center (RC), which provided regular technical assistance (TA) to staff of their target CSOs, as well as staff of non-I-PACS CSOs. By the close of the I-PACS program in September 2010, approximately 19,712 individuals-nearly 25% of which were women and 17.8 % of which were CSO staff-had used the services of the ten I-PACS resource centers.-During its five years, I-PACS issued a variety of different grants, such as: institutional support (IS), human rights (HR), human rights re-granting, advocacy re-granting, corporate challenge, and community development grants. In total, I-PACS awarded 163 grants to civil society organizations, worth a total of $9,677,522. The Counterpart grants team designed and led grant and RFA orientation workshops for poten

DAP SenegalThe USAID-funded Development Assistance Program in Senegal aimed at reducing food insecurity in 133 vulnerable communities in the St. Louis region of Northern Senegal. Counterpart distributes nutritious food and health and sanitation awareness building within the communities to decrease the spread of diseases like bacterial and protozoan diarrhea, hepatitis A and typhoid. This program also expands educational opportunities for children and improves caretaker practices in health and nutrition. In 2010, Counterpart worked with 152 primary schools, 26 Community-Based Pre-schools, and 18 pre-schools. This year 30,680 people benefit from the school feeding activities. Another key focus of this program is HIV/AIDS, in the form of take-home rations to people living with HIV/AIDS (PLWHA), orphans and vulnerable people. This year, Counterpart International delivered palliative care of nearly 500 PLWHAs in the form of psychosocial and nutritional support. The program also provided small grants to PLWHAs to conduct income generating activities in order to help support their families. In 2010, Counterpart provided a total of 111 small grants to PLWHAS

IRS990/Description0Community & Humanitarian Assistance Program:CHAP was responsible for the acquisition, shipment, receipt, and distribution of over 208 40ft sea containers of humanitarian assistance to Armenia, Azerbaijan, Belarus, Georgia, Moldova, Kyrgyz Republic, Tajikistan, and Uzbekistan in fiscal year 2010. CHAPS' in-country teams also managed to monitoring of distributed assistance. Throughout the year CHAP assisted with disaster response efforts in program countries. CHAP also accomplished 19 small reconstruction projects which consisted of infrastructure improvements to social service institutions.
