Mission

The purpose of the ymca retirement fund is to support ymcas by providing pension and welfare benefit programs to empower ymca employees to achieve economic security during their working and retirement years, thereby resulting in loyalty to the ymca movement.

The mission of the YMCA Retirement Fund is to partner with YMCAs to help those who serve others build a foundation for financial security in retirement.

Governance Explanations

Form 990, Part VI, Line 1A THE GOVERNING BODY OF THE YMCA

The ymca retirement fund (fund) has 16 members, 13 completely independent members and 3 employed officers of supported ymca's. Anyone currently receiving benefits from the fund is expressly barred from serving as a member of the governing body. The only reason 3 members of the board are not considered independent is because of their respective employment with supported ymca's. None of the employed officer trustees work for the same ymca and their involvement with the fund has no bearing or influence with respect to their current employment situations.

The form 990 is prepared by the ymca retirement fund's management. It is then reviewed by an independent accounting firm to ensure completeness. The form was presented to the audit & risk committee in early november 2025. They were advised that it is available for their review on our trustee's website. A link to a password protected website containing a full copy of the 990 as it will be filed with the irs was emailed to all members of the governing body prior to the filing of the form.

The ymca retirement fund employs a comprehensive policy which includes an annual questionnaire and reporting to the audit committee of the board of trustees.

Form 990, Part VI, Line 15A Process to establish compensation of top management official

The ymca retirement fund (fund) has established a compensation philosophy for the organization to pay at the median of the marketplace, (the level at which half of the organizations in the marketplace pay more for a particular job and half pay less). The fund hires people at the median salary then anticipates that strong performance will cause the employee to gravitate higher in the salary range. The fund reviews compensation data from the external marketplace each year to ensure that this compensation philosophy is maintained. For different types of employees, the fund must consider different labor markets when applying the compensation philosophy. For example, fund officers would either be attracted to the not-for-profit labor market or in some cases the broader marketplace. Accordingly, we collect data on both the broad marketplace for executive talent through a survey of executives conducted by towers-watson as well as the not-for-profit marketplace through a survey of other not-for-profit organizations. The fund relies on data from mclagan partners, a well-known survey firm specializing in the financial services industry, pension, endowment, and foundation managers. These are organizations that, like the fund, manage multi-billion dollar portfolios for the benefit of charities, educational institutions, and retirees. It does not include organizations that manage portfolios in the institutional or mutual fund areas (e.g. Fidelity, putnam, etc.). As a 501(c)(3) tax-exempt organization the fund is subject to federal government-imposed taxes on boards and managers of charities who receive unreasonable compensation. Each year, the board's compensation committee reviews and approves all officer compensation, and changes to all benefit plans; reviews competitive market data; and approves incentive plan payouts for positions as appropriate. All of these activities are recorded in the minutes of the respective meetings. The fund's compensation determination process is intended to qualify for the rebuttable presumption of reasonableness with regard to compensation for all disqualified persons pursuant to irs intermediate sanctions rules. The towers-watson group, an independent global human resource consulting firm that specializes in compensation, consults with the fund to ensure that the program is reasonable and competitive. Using towers-watson data, the mclagan survey and other sources, towers-watson annually reviews and updates the fund's salary ranges for all staff members, providing an objective third-party review. It is a critical accountability of the fund's top management to ensure that the fund establishes and maintains a competitive, reasonable, and defensible compensation program. All employees receive a mid-year and annual performance evaluation for the purpose of comparing annual results against a predetermined set of objectives for that year. All individual employee objectives are developed toward supporting the achievement of organizational objectives designed to advance the fund in support of its mission. Employees receive annual merit increases based on this premise.

Form 990, Part VII, Section A FAITHFUL TRUSTEES

Trustees of the ymca retirement fund receive no payment for the service on the board of trustees from either the ymca retirement fund or their specific employers. The trustees who have compensation reported from related organizations receive such compensation solely in connection with their employment at their respective ymca's. The fund's board of trustees volunteered more than ten days of the year with 94% attendance in fulfillment of the fiduciary obligations associated with fund governance. Trustees spent 49 hours of actual meeting time during the past fiscal year exclusive of the approximately 49.5 hours of preparatory and follow up time. The board of trustees met 4 times during the fiscal year for a total of 20.5 hours. Preparation time exceeds 3 hours for each meeting. September 2024 - 5.25 hours with 12/15 trustees attending (80%) december 2024 - 3.5 hours with 15/15 trustees attending (100%) february 2025 - 6.25 hours with 15/15 trustees attending (100%) may 2025 - 5.5 hours with 15/16 trustees attending (94%) the investment committee met 4 times during the fiscal year, for a total of 10.5 hours. Preparation time for the meetings averages 4 hours or more per meeting. The benefits and operations committee met 4 times during the fiscal year for a total of 5 hours. Preparation time generally requires 1 hour or more for each meeting. The audit and risk committee met 5 times during the fiscal year, for a total of 5 hours. Preparation time generally requires 1 hour or more for each meeting. The governance and nominating committee met 5 times during the fiscal year, for a total of 5 hours. The Fund is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code. The Retirement Plan received a favorable determination letter, dated April 24, 2014, from the Internal Revenue Service (IRS) indicating that it meets all of the requirements of a qualified pension plan under the Internal Revenue Code. GAAP requires the Fund's management to evaluate tax positions taken by the Fund and recognize a tax liability (or asset) if the Fund has taken an uncertain position that more likely than not would not be sustained upon examination by the IRS. Management has analyzed the Fund's tax positions, and has concluded that as of June 30, 2025, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the Fund's financial statements. The IRS generally has the ability to examine an organization's activity for up to three years. There are no IRS audits, of the Fund, currently in progress.
