White plains housing development fund company, inc.("wphdfc") uses the services of housing action council, inc. ("hac"), a non-profit organization specializing in developing private/public partnerships in providing housing in westchester county, new york. Hac provides recordkeeping, accounting and program activities. Hac provides administration service as directed by the board of directors of wphdfc.

Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder

The organization was formed under the new york state private housingfinance law to develop and operate a specific new york state fundedhomeless housing project in white plains, new york. The organization wassponsored by sheltering the homeless is our responsibility, inc., anot-for-profit organizaton engaged in providing affordable housing bybringing together governmental and private financing. Sheltering thehomeless is the sole member and with white plains housing development fundcorp., jointly were responsible for financing and completing the project inaccordance with the terms of various grant agreements entered into by bothentities, and requires the operation of the constructed property ashomeless housing for a period of 25-years.

The financial statements and form 990 drafts were presented to the board bythe auditor and tax preparer.
