Governance Explanations

Part VI- Section C, Question 19

The organization makes its form 990, conflict of interest policy, form 1023 and the audited financial statements available upon request from the organization.

Part VI- Section B, Question 11B

A copy of the completed form 990 was provided to all members of the audit and finance committees of the board for their review and approval before filing with the internal revenue service.

Part VI- Section B- Question 15B- Compensation Process

The FAR bylaws establish the list of FAR officers eligible for compensation and specifically excludes the directors other than the Executive Director. There is a standing policy, established by the Board of Directors, regarding compensation and benefits for all officers and employees. Salaries are approved annually in the budget that is passed by the board. Salary increases for key employees, when given, include a review of comparable salaries at similar nonprofit organizations by the appropriate committees of the board.

Part VI- Section B, Question 12C

Conflict of interest questionnaires are completed annually by board members and key employees. These are reviewed by management for potential conflicts. Any conflicts noted would be reviewed by the board for consideration and appropriate resolution.

Schedule F, Part II, Question 3

Payments are made to organizations in armenia, which include ngo's, charitable foundations, which are equivalent to ngo's for certain organizations in armenia, and schools, universities and the diocese of the armenian church. These schools, universities and the diocese do not have 501(c)(3) or equivalent status in armenia as this is not a practice there. However, these organizations are equivalent to 501(c)(3) organizations in the united states as they are educational institutions or religious organizations.

Part XI, Line 5- Other Changes in Net Assets

Change in value of beneficial interest of 28,142 was recorded for the year ended december 31, 2016. This has been shown as an other change in net assets for the form 990 preparation.

Page 2, Part III, Line 4A - Humanitarian Aid Program description

Humanitarian Aid - includes financial assistance to soup kitchens, nursing homes and senior centers providing hot and nutritious meals, housing and medical care to the most destitute seniors throughout Armenia. Also includes crisis intervention and rehabilitation for children by providing financial assistance, medical and psychological care, nutritious food, clothing, and educational and recreational materials as well as costs of renovating and furnishing the homeless children's center and orphanges in Armenia. Provides immediate relief programs in the devastated areas to those in need. In 2005, FAR partnered with the Armenian government to develop the nations first foster care program. Today FAR continues to work with UNICEF-Armenia to make sure children end up in good homes instead of state institutions. Many children who come to the center for help are eventually taken in by foster parents. The center leads efforts to improve the National Child Protection System, which utilizes all available resources for children in need and lobbies to improve the governments existing child protection system. In this vein, FAR continually builds the capacity of child and family care specialists, raises awareness by lobbying for childrens rights and family protection, develops social technologies aimed to identify children and families at-risk, and expands and strengthens the nations foster care system. FAR was founded in the midst of a humanitarian emergency when an earthquake struck Armenia in 1988. Meeting the critical needs of the most destitute through housing, medical care and nutrition has been a core mission of FAR ever since. Through support to soup kitchens, hot and nutritious meals are prepared and served to the poor and elderly every day. The Vanadzor Old Age Home (VOAH), which has been supported by FAR since 2002, provides direct care to poverty-stricken residents and homebound seniors in the area. All of these programs provide beneficiaries additional access to medical care and social services, as well as a social outlet for those in need. These services are especially necessary in a nation where at least half of the population lives below the poverty line, suffering from malnutrition and sickness. The poverty has a particularly harsh effect on the elderly, as many of those suffering are at least 60 years old.

Page 2, Part III, Line 4B - Social and Economic Programs

Social and Educational Programs - Provides scholarship, vocational training, financial assistance/living stipends, and housing to orphan students and students from underprivileged families throughout Armenia. Carving out educational opportunity for Armenias youth is an integral part of FARs mission. Since the 1990s, FAR has taken significant steps to invest in Armenian education at all levels. Its efforts in the construction and renovation of more than 10 schools has helped to combat a high drop out rate and provided more opportunity to students. Also, with the escalating cost of both public and private universities, many students are unable to move on to higher education. FAR provides scholarships to help hundreds of young Armenians attend university and vocational training programs each year. This has transformed lives and has helped to lay the foundation for a sustainable knowledge-based economy in a country where the educational system has been plagued with budget shortfalls and lack of public funding. Almost 25 percent of students do not reach high school and children with disabilities have limited access to basic education. By investing in these major programs throughout the country, FAR provides not only opportunity for individuals to enrich their lives, but also strengthens Armenian society as a whole.

Page 2, Part III, LIne 4C - Agriculture and Economic Programs

Agriculture and Economic Development - includes expenses that will help stimulate Armenias economy by building and renovating educational facilities, by assisting young Armenians in gaining marketable skills and in acquiring new jobs through innovative educational programs. FAR has developed a grants program to promote the implementation of research projects by scientists in Armenia. Also includes one project designed to help a community business development and support center by building a facility for agro products collection and cool storage.

Page 2, Part III, 4D - Other Programs

Medical Projects - includes expenses for programs to provide access to the latest medical technologies, to improve the continued medical education of doctors and to enhance medical research throughout Armenia. FAR has always been committed to creating and supporting the expansion of excellent medical care as a way to improve the quality of life for Armenians. Armenia boasted one of the most highly developed health care systems prior to its independence from the Soviet Union, under which everyone was guaranteed free and adequate medical care regardless of status. After independence, this system disintegrated entirely. This means that today most doctors and healthcare workers are largely unable to afford the training needed to stay abreast of the latest methodologies and technologies and are constantly faced with a shortage of equipment and supplies.
