Community capital is a nonprofit lender that has revitalized communities and transformed lives in the mid-hudson valley, bronx and fairfield county, ct for 30 years. Our mission is to foster economic opportunity for underserved individuals and low wealth communities by providing innovative loans and business training that supports entrepreneurs, the development of affordable homes so that all residents can be stakeholders in a more inclusive economy.

THE HIGH COST OF HOUSING REMAINS ONE OF THE MOST INTRACTABLE IMPEDIMENTS TO ECONOMIC DEVELOPMENT IN THE REGION AND COMMUNITY CAPITAL PROVIDES CRITICAL, CATALYTIC CAPITAL TO DEVELOPERS WHO ARE CREATING A VARIETY OF HOUSING OPPORTUNITIES FOR YOUNG PEOPLE HOPING TO RETURN TO THE COMMUNITIES THEY GREW UP IN, FOR RETIREES, HOPING TO REMAIN IN THE COMMUNITIES THEY HELPED BUILD AND FOR OUR WORKFORCE, THE FOUNDATION OF ECONOMIC REVITALIZATION FOR OUR COMMUNITIES. COMMUNITY CAPITAL PROVIDES LOW COST, FLEXIBLE, PATIENT LOANS TO DEVELOPERS WHO ARE CREATING HOMES FOR THOSE WHO MAKE 80% OR LESS OF THE AREA MEDIAN INCOME. IN THIS VERY DESIRABLE HOUSING REGION, THE MARKET FAILS TO PROVIDE HOMES THAT ARE AFFORDABLE TO THOUSANDS WHO ARE ESSENTIAL TO OUR COMMUNITIES: TEACHERS, HEALTH CARE WORKERS, RETAIL STAFF, DATA ENTRY AND ADMINISTRATIVE STAFF, CONSTRUCTION TRADES AND THE LIKE. COMMUNITY CAPITAL WORKS WITH DEVELOPERS TO HELP THEM CLOSE THEIR FINANCING GAPS AND BRING THESE DESPERATELY NEEDED HOMES ON LINE AS QUICKLY AS POSSIBLE. WHILE COMMUNITY CAPITAL'S LOANS ARE TYPICALLY ONLY A SMALL PART OF THE TOTAL DEVELOPMENT BUDGET, COMMUNITY CAPITAL PROVIDES THE CATALYTIC FUNDING THAT OTHERS CANNOT OR WILL NOT OFFER: PREDEVELOPMENT LOANS, SUBORDINATED DEBT, BRIDGE LOANS AND THE LIKE. IN THE YEAR ENDING JUNE 30, 2012, COMMUNITY CAPITAL MADE LOANS TOTALING $259,000 TO PROJECTS REPRESENTING 84 NEW HOMES. IN ADDITION, COMMUNITY CAPITAL HAS A SMALL POOL OF FUNDS FROM WHICH IT MAKES DOWN PAYMENT ASSISTANCE LOANS TO LOW INCOME FIRST TIME HOMEBUYERS WHO WOULD NOT OTHERWISE BE ABLE TO COVER THE HIGH COST OF CLOSING COSTS IN THIS REGION. IN ADDITION, COMMUNITY CAPITAL HAS PARTICIPATED IN THE NEIGHBORHOOD STABLIZATION PROGRAM, PURCHASING THREE FORECLOSED HOMES IN THE CITY OF PEEKSKILL, REHABBING THEM AND MAKING THEM READY FOR PURCHASE BY FIRST TIME HOME BUYERS. FINALLY, COMMUNITY CAPITAL PROVIDES ADVOCACY LEADERSHIP AROUND HOUSING ISSUES IN THE REGION INCLUDING WORK ON THE WESTCHESTER COUNTY SETTLEMENT AGREEMENT WITH HUD TO CREATE A CLIMATE OF ACCEPTANCE FOR FAIR AND AFFORDABLE HOUSING IN THE COMMUNITY.STARTING WITH JUST $15,000 IN LOAN CAPITAL IN 2003, AND SECURING SBA MICRO LENDER STATUS IN 2007, COMMUNITY CAPITAL IS STILL RELATIVELY NEW TO MICRO LENDING. IN THE PAST FIVE YEARS WE HAVE WORKED HARD TO ESTABLISH THE INFRASTRUCTURE AND BEST PRACTICES NEEDED TO RUN A FINANCIALLY SOUND, REGIONALLY IMPACTFUL MICRO LOAN FUND. STEPS WE HAVE TAKEN INCLUDE A SIX MONTH MORATORIUM ON LENDING IN 2008 WHILE WE REVIEWED OUR LOAN POLICIES AND UNDERWRITING PROCESS, JOINING CREDIT BUILDERS ALLIANCE SO THAT WE COULD CREDIT REPORT ON OUR CLIENTS, BUILDING AN ON LINE APPLICATION INTERFACE ON OUR WEBSITE, ESTABLISHING A QUARTERLY REPORTING SYSTEM FOR BORROWERS AND THE LIKE. IN THE PAST YEAR, WE TOOK ONE OF THE FINAL STEPS TO MAKE SURE THAT OUR PROGRAM OPERATES ON SOLID GROUND: MOVING FROM A SYSTEM WHERE WE RISK RATED THE SMALL BUSINESS PORTFOLIO AS A WHOLE (WITH A 15% LOAN LOSS RESERVE ACROSS THE BOARD) TO ONE IN WHICH WE INDIVIDUALLY RISK RATED EACH LOAN. WE BELIEVE THAT THE NEW APPROACH IS A MORE PROFESSIONAL, REALISTIC, AS WELL AS CONSERVATIVE PRACTICE AND A STEP FORWARD FOR THE SOPHISTICATION AND OPERATION OF OUR LOAN FUND. THE DOWN SIDE OF THIS NEW, IMPROVED APPROACH IS THAT, IN CONJUNCTION WITH AN UNCHARACTERISTICALLY LARGE LOSS IN THE HOUSING PORTFOLIO IN 2012, THIS NEW RISK RATING SYSTEM LED TO A SUBSTANTIAL INCREASE OUR PROVISION FOR LOAN LOSS FOR FY2012, IMPACTING THE 2012 STATEMENT OF ACTIVITIES.
