Mission

Covenant house washington (chw) was established in may 1995 to address widespread problems of homelessness and poverty among teenagers and young adults. With an open intake philosophy, covenant house washington readily embraces those youth who take the first step to change their lives. No youth in crisis is ever turned away. Our services are free and we have made conscientious efforts to assure that our services for youth are coordinated and meet high standards of quality. Covenant house washington enjoys strong and secure relationships in the communities it serves. Chw partners with community members to identify and address complex and multi-faceted problems that affect the health and well being of children and youth. Our community focus compels us to stay close to those in greatest need.

THE ORGANIZATION REQUIRES ANNUAL DISCLOSURE AND AFFIRMATION OF THE CONFLICT OF INTEREST POLICY BY ALL OFFICERS, DIRECTORS AND KEY EMPLOYEES. The disclosure statement required each officer, director, and key employee to disclose any business or personal interests, direct or indirect, that the person may have in an organization that completes with or does business with Covenant House International or any other organization business/ agency affiliated with Covenant House International. IF A CONFLICT IS DETERMINED TO EXIST, IT MUST BE REPORTED AND ADDRESSED TO THE SATISFACTION OF THE ORGANIZATION. Any other person having a conflict, and attending said meeting, shall retire from the room in which the Board or committee is meeting and shall not participate in the final deliberations or decisions regarding the matter under consideration. Any interested director shall also abstain during such vote. The Minutes of the meeting of the Board or Committee shall reflect that the conflict of interest was disclosed and that the interested person was not present during the final discussion or vote and did not vote. A SUMMARY OF THE ANNUAL CONFLICTS OF INTEREST AND COPIES OF THE CONFLICTS OF INTEREST REPORTS FROM THE DIRECTORS, EXECUTIVE DIRECTOR, AND OFFICERS OF THE ORGANIZATION ARE also SENT TO THE PARENT ORGANIZATION, Covenant House International. THE PARENT, Covenant House International ALSO ENSURES THE ANNUAL CONFLICTS OF INTEREST REPORTS ARE ACCOMPLISHED FOR EACH AFFILIATE AND THAT THE REQUIRED INFORMATION IS SENT TO THEM.

THE EXECUTIVE DIRECTOR'S COMPENSATION IS DETERMINED BY THE Compensation COMMITTEE WORKING IN CONJUNCTION WITH THE PRESIDENT OF COVENANT HOUSE International (PARENT). A SALARY STRUCTURE AND RANGE WERE DETERMINED USING A COMPENSATION COMMITTEE AND INDEPENDENT CONSULTANT FOR THE EXECUTIVE DIRECTOR. FACTORS CONSIDERED WERE THE SIZE OF THE AGENCY BUDGET, PROGRAM SIZE AND COMPLEXITY LOCAL MARKET COMPATIBILITY, AND THE COST OF LIVING, WITH COMPENSATION APPROVED BY THE Covenant House Washington D.C.'s BOARD OF DIRECTORS. COMPENSATION IS SET FOR KEY EMPLOYEES and other officers BASED ON performance and budget. Records of executive committee's compensation decisions are maintained in the Covenant House International (Parent) human resources department record. This process was last undertaken in fiscal year 2017.

FORM 990, PART VIII, LINE 1D:

Covenant house international (parent) provides financial support as well as management and organizational support for its affiliated organizations. The parent conducts fundraising activities for its own programs and the programs of the affiliates including the sleep out event. The parent collects the funds from the sleep out event that each affiliate holds in their city online through software that they manage/operate. The funds are then disbursed to each affiliate that raised the funds through a grant from the parent. The parent combines contributions received from individuals, corporations and foundations, the sleep out event, plus a parent subsidy and appropriates funds classified as "branding dollars" to each covenant house affiliate. The parent reports the sleep out event in schedule g, part ii of their form 990. The filing organization reports the sleep out event income on part viii, line 1d as a contribution from a related organization.

Covenant House Washington, D.C. acts as an agent for youth receiving services through its Crisis Center and Transitional Living Program by holding their personal monies in separate bank accounts. In addition, the Organization maintains an Employee Gift Fund that consists of funds collected from employees to be used for birthday gifts and celebrations, expressions of sympathy, and other similar occasions. Because these funds are not assets of the Organization, a corresponding liability, which is recorded in accounts payable and accrued expenses in the statements of financial position, has been established to the extent of the assets held by the Organization.

Part X, Line 2:

The Organization recognizes the effect of income tax positions only if those positions are more likely than not to be sustained. Management has determined that The Organization had no uncertain tax positions that would require financial statement recognition and/or disclosure. The Organization is no longer subject to examinations by the applicable taxing jurisdictions for years prior to June 30, 2014.

IRS990/Desc0Emergency Housing and Crisis Care -Emergency Housing and Crisis Care programs provide housing to (49) single youth ages 12-24 and their children. Emergency Housing and Crisis Care is a flexible program to get youth off the street while providing them with a customized plan tailored toward getting their lives back on track. During their stay youth receive case management, career and education support, food, clothing, mental health support, and other wrap-around services that eliminate barriers that prevent them from moving to more stable housing or reunifying with family. Youth who are pregnant or parenting receive parent education and safety classes to ensure adequate training for caring for their child. Elizabeth's HouseWashington DC's first teen mother facility offering support to pregnant and parenting teen mothers (12-21) years of age. The goal of the program is to reunify program participants with stable families. The facility can accommodate 6 moms and 6 babies and offers individual and small group supports and services, parenting and social emotional workshops and trainings in an effort to equip teen mothers with the tools and habits of mind necessary to form positive interactions with their little ones in support of their development into nurturing parents and self-sufficient adults.

The CDC allows youth to leave their infants and toddlers in a safe, nurturing and stimulating development environment preparing them for kindergarten and beyond, while they pursue family sustaining jobs, education, and training.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0PUBLIC EDUCATION PROGRAM -COVENANT HOUSE WASHINGTON OFFERS INSTRUCTION IN ADULT BASIC EDUCATION (ABE), GENERAL EDUCATION DEVELOPMENT (GED), AND COLLEGE AND SCHOLASTIC APTITUDE TEST (SAT) SKILLS USING GRAPHICS, ANIMATION, AND SOUND, THE WEB-BASED ADULT LITERACY SOFTWARE ALLOWS LEARNERS TO WORK AT THEIR OWN PACE. USERS CAN ACCESS INSTRUCTION AT ANY TIME, ANYWHERE A COMPUTER WITH INTERNET ACCESS IS AVAILABLE. THE SOFTWARE'S INTERACTIVE CAPABILITIES AND IMMEDIATE FEEDBACK COMPONENT MOTIVATE THE LEARNER TO WANT TO SUCCEED. The EMPLOYMENT DEVELOPMENT PROGRAM is BASED ON THE RESULTS OF THE ASSESSMENT PROCESS, YOUTH IDENTIFY EMPLOYMENT AND CAREER OPTIONS. THEY RECEIVE GUIDANCE AND ENCOURAGEMENT AS THEY DEVELOP NEW SKILLS THROUGH TRAINING, INTERNSHIPS AND WORK-STUDY ACTIVITIES. ONCE A YOUTH IS EMPLOYED, WHETHER FULL-TIME OR PART-TIME, A PLACEMENT AND RETENTION SPECIALIST HELPS THEM MAINTAIN EMPLOYMENT.During FY17, Public Education program served 12 youths.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1OUTREACH -OUTREACH AS EMBODIED BY THE MOBILE OUTREACH SUPPORT TEAM (MOST), IS OFTEN THE FIRST LINE OF COMMUNICATION WITH YOUNG PEOPLE WHO ARE IN NEED OF HELP. THE OUTREACH TEAM TRAVELS DAILY TO SCHOOLS, COMMUNITY CENTERS, AND NEIGHBORHOODS THROUGHOUT THE REGION OFFERING ENCOURAGEMENT AND EMERGENCY ASSISTANCE TO YOUTH IN CRISIS. MEMBERS OF THE OUTREACH TEAM TRAVEL BY VAN ON THE STREETS OF DC AND THE CLOSE-IN SUBURBS, LETTING DISCONNECTED YOUTH KNOW THAT BY OUR PRESENCE, WE CARE. During FY17, Outreach served 240 youths.
