Mission

The tibet fund's mission is to help tibetans rebuild and improve their lives and preserve their distinct cultural heritage and national identity. The fund supports humanitarian aid, health, education, community and economic development, and cultural preservation programs that serve impoverished tibetans living in exile and tibetans in tibet.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The initial review is made by the president of the organization who provides a copy to the finance committee of the board of directors. A copy of the form 990 is provided to the finance committee prior to its submission to the irs. They forward any comments they have back to the president.

Form 990, Part VI, Section B, Line 12C

Any director, principal officer, or member of a committee with governing board delegated powers, who has a direct or indirect financial interest, is covered under the policy. In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the directors and members of committees with governing board delegated powers considering the proposed transaction or arrangement. After disclosure of the financial interest and all material facts, and after any discussion with the interested person, he/she must leave the governing board or committee meeting while the determination of a conflict of interest is discussed and voted upon. The remaining board or committee members decide whether a conflict of interest exists and act upon that decision. The president routinely reviews and approves all contracts and invoices to determine whether any interested person is connected with the transaction. In the event of a potential conflict of interest, the president will consult with the executive committee of the board to determine a course of action.

The executive committee of the board establishes compensation parameters which are guided by advice from colleagues in the not for profit field and then presented to the full board for review. This was last done in january 2019.

The fund's financial statements are made available to the public upon request. The fund's governing documents and conflict of interest policy are not made available to the public. Forms 1023 and 1024 were filed on april 13, 1982, (filed before july 15, 1987), and therefore the fund does not need to make a copy of the exemption application available.

INCREASING DEMOGRAPHIC AND OVERSEAS MIGRATION TRENDS, SCATTERED COMMUNITIES, INADEQUATE EMPLOYMENT OPPORTUNITIES, LACK OF INCOME-GENERATING ACTIVITIES, AND LACK OF ALTERNATIVE SOURCE OF LIVELIHOOD IN THE SETTLEMENTS HAVE ALL GIVEN WAY TO A NEW SET OF CHALLENGING SCENARIOS IN THE EXILED TIBETAN COMMUNITY. THE TIBET FUND PRIORITIZES STRATEGIC DEVELOPMENT PROGRAMS THAT ARE AIMED AT REVITALIZING THE TIBETAN SETTLEMENTS AND EMPOWERING THE TIBETAN COMMUNITY AS A WHOLE. IN ADDITION TO ALLEVIATING POVERTY AND DEPRIVATION THROUGH FUNDING AND PROGRAMMATIC SUPPORT FROM THE US GOVERNMENT AND OUR DONORS, WE WORK TO FACILITATE ECONOMIC SELF-SUFFICIENCY THROUGH INITIATIVES THAT PROMOTE ENTREPRENEURSHIP, SMALL ENTERPRISE DEVELOPMENT, EMPLOYMENT, AND JOB COMPETITIVENESS FOR UNEMPLOYED YOUTH. WE ALSO SUPPORT LOCAL GRASSROOTS TIBETAN NGOS AND CIVIL SOCIETY ORGANIZATIONS TO ADDRESS LOCAL COMMUNITY PRIORITIES AND ALSO TO REINFORCE THEIR EFFECTIVENESS IN DELIVERING SOCIO-ECONOMIC AND WELFARE SERVICES.

THE FUND'S SPONSORSHIP PROGRAM SUPPORTED 524 SCHOOL AGE CHILDREN AT 41 SCHOOLS, INCLUDING 54 DISABLED CHILDREN, AND 195 MONKS AND 102 NUNS AT 20 MONASTERIES AND 14 NUNNERIES, 71 ELDERS IN PROGRAMS IN NEPAL AND INDIA, AND 7 TIBETAN PERFORMING ARTS STUDENTS. THE FUND ALSO SUPPORTED 47 PROFESSIONAL SCHOLARSHIPS FOR TIBETANS IN INDIA AND NEPAL, AND FOR THE TIBETAN EDUCATION PROJECT (TEP) FUNDED BY USAID, TO STRENGTHEN CAPACITY, MANAGEMENT, AND DEVELOPMENT OF THE TIBETAN EDUCATION SYSTEM. INCREASING DEMOGRAPHIC AND OVERSEAS MIGRATION TRENDS, SCATTERED COMMUNITIES, INADEQUATE EMPLOYMENT OPPORTUNITIES, LACK OF INCOME-GENERATING ACTIVITIES, AND ALTERNATIVE SOURCE OF LIVELIHOOD IN THE SETTLEMENTS, HAVE ALL GIVEN WAY TO A NEW SET OF CHALLENGING SCENARIOS IN THE EXILED TIBETAN COMMUNITY. THE TIBET FUND PRIORITIZES STRATEGIC DEVELOPMENT PROGRAMS THAT ARE AIMED AT REVITALIZING THE TIBETAN SETTLEMENTS AND EMPOWERING THE TIBETAN COMMUNITY AS A WHOLE. IN ADDITION TO ALLEVIATING POVERTY AND DEPRIVATION THROUGH FUNDING AND PROGRAMMATIC SUPPORT FROM THE US GOVERNMENT AND OUR DONORS, WE WORK TO FACILITATE ECONOMIC SELF-SUFFICIENCY THROUGH INITIATIVES THAT PROMOTE ENTREPRENEURSHIP, SMALL ENTERPRISE DEVELOPMENT, EMPLOYMENT, AND JOB COMPETITIVENESS OF UNEMPLOYED YOUTH. WE ALSO SUPPORT LOCAL GRASSROOTS TIBETAN NGOS AND CIVIL SOCIETY ORGANIZATIONS TO ADDRESS LOCAL COMMUNITY PRIORITIES AND ALSO TO REINFORCE THEIR EFFECTIVENESS IN DELIVERING SOCIO-ECONOMIC AND WELFARE SERVICES.
