All new employees sign an acknowledgement of cai's personnel policies and procedures manual, which includes a conflicts of interest policy. The personnel policies and procedures manual is available to all cai staff. Staff are informed to bring any questions related to the policy to the attention of management or human resources. All new employees and consultants also specifically disclose and sign a form related to government conflicts of interest. All directors, officers, and key persons disclose annually any conflicts of interest. They also disclose any possible conflict of interest in any proposed transaction, agreement, or other arrangement in writing to the board chair. The board chair provides a copy of all disclosures to the board or committee considering the transaction.

Over the course of FY2024 (July 1, 2023 - June 30, 2024), Cicatelli Associates, Inc. (CAI) administered 43 contracts, including 16 supported by federal funding, and 17 supported by state or local government. During this time, we conducted over 1,055 capacity building events, including trainings, learning collaboratives, and webinars; provided over 4,213 technical assistance (TA) sessions to support implementation of evidence-based and promising practices; led nearly 73 community-based events such as Advisory and Action Group convenings; and developed over 94 products such as curriculum, implementation guides and toolkits, publications, videos and more. Some notable achievements across CAI's portfolio of projects during this period include: * CAI's work to address tobacco related health disparities, policies and behaviors is demonstrated by our portfolio of tobacco-related projects, including Project BAT (Black People Against Tobacco), funded by the CDC; Advancing Tobacco Free Communities, funded by NYSDOHMH; and the Center for Health Systems Improvement for a Tobacco-Free NY, funded by NYSDOHMH. These CAI projects are working in Jackson, MS, Atlanta, GA, Buffalo, NY and across New York State to effect policy change, social norms change, and improved access to tobacco cessation services. In FY24, CAI was also awarded SAMHSA funding to administer the National Center for Tobacco-Free Recovery (COE-TFR) through 2028. COE-TFR aims to reduce commercial tobacco use among people with mental health and substance use conditions by working across systems to identify and make change that lasts by partnering with state health administrators, health and supportive service leaders and providers, and people who use commercial tobacco products and their families. In FY24, COE-TFR provided 107 TA sessions to over 450 client agencies and held 17 training events for over 3,000 participants. During this time, CAI's other tobacco initiatives provided over 415 TA sessions and conducted over 45 trainings. * CAI's Community Health Worker and Health Support Worker Training Program (CHWTP), funded by HRSA, is increasing the number of highly skilled Community Health Workers (CHWs) in underserved communities in New York City by partnering closely with local health care organizations to recruit, train and support workers who are om the same communities as the people they serve. CAI's program is grounded in a comprehensive and participant-centered model that brings depth and intensity to our work with each CHW cohort and individual participant. Every aspect of our program - from participant recruitment to classroom and on-the-job trainings, to supplemental support and coaching - is grounded in equity. Unlike some traditional CHW training programs housed in academic institutions, we recruit participants who are not already engaged in career or educational pathways by working closely with employers and community-based partners serving marginalized populations, to identify individuals interested in pursuing a health career. This creates new pathways to good jobs that would not otherwise exist for trainees. * CAI is contracted by the American Academy of Addiction Psychiatry (AAAP) under their SAMHSA Opioid Response Network (ORN) grant to administer Project SUCCEED - Substance Use as a Chronic Condition Engagement and Education. SUCCEED helps providers engage people both before and after they are released from prison, deepening their understanding of addiction as a chronic condition and providing comprehensive, ongoing support that can include housing, treatment, and support groups. It also equips community-based organizations to be a key resource for people in their first year after release from prison. In FY24, CAI provided 59 TA sessions to 15 different organizations. * Across New Jersey, and in New York City, Los Angeles, Dallas, TX, and Birmingham, AL, CAI is supporting healthcare organizations that serve people with HIV, substance use disorder, young LGBTQ

Form 990, Part III, Line 4, Part 2

* CAI implements the HOPE Buffalo collaborative project, which aims to improve adolescent wellbeing and reduce teen pregnancy and sexually transmitted infection rates for youth in Buffalo, New York. With funding from the Office of Population Affairs, HOPE Buffalo convenes a diverse group of stakeholders and organizations in activities to promote youth sexual health and wellness. Using a Collective Impact approach, CAI fosters a youth and community-driven approach that mobilizes, empowers, and promotes ownership of the initiative by the Buffalo community, and provides capacity building to collaborative partners, providers, school staff, caring adults, and youth to build community capacity to advance adolescent health. The current HOPE Buffalo contract (2023 to 2028) builds on successful work from previous funding cycles; from 2015 to 2020, project activities contributed to a 36 percent decrease in teen pregnancy rates in the zip codes that the HOPE Buffalo collaborative has served. In FY 24, HOPE Buffalo covered topics such as Data Collection & Reporting Training for Partners and HOPE Buffalo Authentic Community Engagement Training; and hosted community-based events, including a Youth Leadership Team Orientation community-advisory board meeting. CAI also assisted University Pediatric in the development of a poster titled A School-Based Approach to: STI Testing, Treatment + Awareness among Buffalo Youth, which was presented at the Community Health & Advocacy Conference in May 2024. * CAI served as the New York State Center for Sexual Violence Prevention (SVP) Training and Technical Assistance, funded by the NYS Department of Health. In this project, CAI has built the capacity and skill of regional centers and community partners to develop, deliver, and evaluate programs that prevent sexual violence through training, TA, resources, and expertise - building a comprehensive understanding of authentic community engagement that empowers community ownership and strengthens connections between all forms of oppression, recognizing how inequities create conditions that allow sexual violence to occur. By championing this paradigm shift in the field of SVP, providers gain the knowledge and expertise to create cultures of nonviolence. In FY24 the CAI SVP Training and TA Center facilitated 88 TA sessions, and trained on topics such as Fostering Change: Building LGBTQ+ School Environments; Elevating Sexual Violence Prevention through Program Evaluation; Youth at the Center: Empowering Community-Level Change through Policy and Engagement; and Nightlife Revolution: How to Empower Change through Policy and Engagement - A Healthy Nightlife Panel. * CAI's National HIV Classroom Learning Center (NHCLC), funded by the CDC, provided instructor-led trainings to health departments (HDs) and community-based organization (CBO) staff on CDC-supported high-impact equitable HIV prevention interventions, public health strategies and topics of national importance so as to increase HIV knowledge, skills and competencies and enhance HDs and CBO staff capacity for effective, equitable HIV program planning, implementation, evaluation and service delivery, with goals of reducing new infections and improving viral suppression and linkage to HIV care nationwide. In FY24, the NHCLC conducted 261 virtual and in-person live trainings in English and Spanish, on a wide range of topics and interventions such as community engagement, syndemics, HIV testing in non-clinical settings, cultural competency, HIV navigation services, serving transgender populations, motivational interviewing, social network strategies, the Antiretroviral Treatment Access Study (ARTAS), and many others.
