The institute produces a wide range of resources on topics pertaining to sexual and reproductive health and rights, including two peer-reviewed journals (perspectives on sexual and reproductive health and international perspectives on sexual and reproductive health), the guttmacher policy review, and a multitude of reports, issue briefs, fact sheets and infographics. Its website receives 7.7 million page views annually.

Form 990, Part VI, Line 11B Review of form 990 by governing body

The audit committee is responsible for reviewing and approving the 990 before submission. If there are any questions, they are discussed with the tax preparer and resolved to the committee's satisfaction. Once the audit committee has signed off, the 990 is emailed to all board members and they are asked to confirm that they have received the form 990.

Form 990, Part VI, Line 12C Conflict of interest policy

Officers and directors are required to review, disclose potential conflicts, and sign the conflict of interest policy annually. The audit committee gathers all material facts concerning any disclosed conflicts. The information is provided to the board of directors if there is a confliect. If necessary, the board votes upon the appropriate action while the interested person is excused.

Form 990, Part VI, Line 15A Process to establish compensation of top management official

An executive compensation committee, consisting of the board chair, the finance committee chair, and the immediate past board chair, sets compensation for the ceo and reviews compensation for all other officers (i.e. Vice presidents). These individuals exercise substantial influence over the affairs of the institute and are, as such, disqualified persons within the meaning of section 4958(f)(1) of the internal revenue code. The executive compensation committee's primary purpose is to ensure that executive compensation packages represent reasonable remuneration for the services preformed and to ensure compliance with all applicable federal, state and local laws. Prior to the november board meeting, the committee reviews compensation for senior executives at comparable non-profit organizations, with staffing levels and budgets on par with those of the institute, and which conduct activities similar in scope and purpose to those of the institute, in order to benchmark our compensation practices for officers. The committee may also review surveys compiled by independent firms and other organizations' public documentation of salary practices. The committee reports its compensation determinations annually to the executive committee. The executive committee and the board of directors must approve the ceo compensation package and be informed of the compensation of the other officers. This process for the 2023 salaries was conducted in november 2022. Subsequently another review was done in november 2023 for the 2024 salaries.

Form 990, Part III, Line 4A

Research: In 2023, Guttmacher once again generated a wide range of timely, high-quality, and policy-relevant research that was published in respected scientific journals and was influential in shaping policy debates. Our Research Division launched a new, monthly abortion surveillance study designed to produce national and state estimates of the number of abortions provided within the formal health care system in the United States. This widely cited study met the need for more frequent data that captures the effects of the rapidly changing state abortion policy landscape, while minimizing the burden on clinics and providers. We also released new findings on abortion incidence and characteristics of patients from our Abortion Provider Census and Abortion Patient Surveys, including the proportion of abortions among incarcerated individuals. We published findings from the Reproductive Health Impact Study (RHIS), a multiyear project that collected longitudinal data and analyzed the effects of federal and state policies on publicly funded family planning care in the U.S. The study, which focuses on Arizona, Iowa, New Jersey and Wisconsin, documents the impact of these policies on access to contraceptive and other reproductive health services, disruptions in contraceptive care and sexual and reproductive care delivery caused by COVID and the domestic "gag rule, other barriers to publicly funded services. Our international research portfolio produced a wide range of findings - many with partners from across the world - on the availability of, access to, and the quality of sexual and reproductive health services. We continued to promote data from our Adding It Up project, which estimates the need for, impact of and costs associated with providing essential sexual and reproductive health services globally. We also continued promoting data from the Unintended Pregnancy and Abortion Worldwide study, which produces model-based estimates of the incidence of unintended pregnancy and abortion for 150 countries and territories around the world. Our researchers introduced the conditional unintended pregnancy rate-a new indicator designed to better capture women's ability to exercise their reproductive autonomy. Using this new measure, we found that more than one in 10 women worldwide who want to avoid pregnancy experience an unintended pregnancy each year, with higher rates in lower income regions of the world compared to places like Western Europe and the U.S. Other work from our global portfolio examined the impact of U.S. policies on access to sexual and reproductive health services globally. For example, along with global partners, we showed how the Global Gag Rule resulted in a decline in access to both long-acting and short-acting contraceptives in Ethiopia. Our teams found a high severity of abortion complications in fragile and conflict-affected settings in two hospitals in Sub-Saharan Africa. We also characterized the reasons women presented late for care for abortion-related complications in Nigeria. In addition, we supported researchers and journalists within a network of partners in Liberia, Ethiopia and Nigeria to conduct research and publish and disseminate data on sexual reproductive health and rights from their countries as part of our capacity-strengthening program.

COMMUNICATIONS & PUBLICATIONS: The Institute shaped and informed public debate throughout 2023, as evidenced by the significant coverage our work received in major media outlets, as detailed below. We strategically disseminated the Institute's evidence and analyses in a range of formats and across a multitude of platforms, targeting key stakeholders and influencers, including advocates, healthcare providers, policymakers and their staff, media, and the scientific community. The overturning of Roe v Wade and the enormous harm this unprecedented Supreme Court decision unleashed across the country continued to dominate much of our domestic communications work in 2023. Among major initiatives, our interactive map of abortion policies in each state continued to allow users to track state policies in near-real-time and offered key contextual information on abortion data in each state, becoming our most visited web page. In 2023, our team also successfully disseminated and positioned the Monthly Abortion Provision Study, a new resource that offers monthly estimates of medication and procedural abortions within the formal U.S. health system. Since its inception, the Provision Study has rapidly become a widely used resource for anyone trying to understand the impact that the Dobbs decision has had on abortion access in the U.S. Furthermore, our media relations effort continued to deliver significant impact, as our team sent out 50 news releases to our full press list in addition to numerous individual and more tailored messages; responded to about 850 media requests; and helped to achieve about 35,000 mentions of the Institute and its work in news stories, including numerous articles and segments throughout the year in leading outlets like The New York Times, The Washington Post, USA Today, Associated Press, Reuters, and The Guardian, as well as top-tier broadcasters like NPR, NBC News, ABC News, CBS News, and numerous regional, state, and local news outlets. Social media channels were another focal point of our work: We kept our more than 100,000 followers across Twitter, Instagram, Facebook, and LinkedIn informed with a steady stream of timely posts and impactful graphics and short videos. Finally, our website received about 3 million page views in 2023. Our Global Communications team continued to focus on capacity-strengthening initiatives aimed at supporting partners in lower- and middle-income countries in translating evidence into programmatic and policy change. In 2023, our Global Communications team also continued the dissemination of two major resources: The first-ever country-level estimates of abortion and unintended pregnancy for 150 countries, and of our Family Planning Investment Impact Calculator. In addition, our Global Communications and Research teams collaborated to create an online toolkit for abortion research and advocacy in Africa. The toolkit was designed to help abortion researchers and advocates in lower- and middle-income countries to independently conduct abortion research, effectively communicate evidence, and advocate for policy changes that promote safe abortion.

Policy: In 2023, Guttmacher again played a prominent role in advocating for evidence-based policies at the national, state and global levels. In the first full year since the Supreme Court's ruling that overturned Roe v. Wade in 2022, the Institute's Policy team closely tracked and analyzed the state and national policy landscape and offered analyses and resources to partners, policymakers, and the press, publishing mid- and end-of-year analyses of state policy developments. Our interactive map of state laws and policies was one of the most widely cited sources for information on abortion policy across the country and was continuously updated to reflect the ever-changing policy landscape. The Institute's experts were cited widely in prominent media outlets throughout the year as journalists and the public sought to make sense of the chaotic legal landscape. As the Institute released dynamic and timely new data, our Policy Division worked closely with state and national advocates and lawmakers to integrate the data into their work through webinars, lawmaker briefings, and reports. Guttmacher also promoted access to sexual and reproductive health care at the global level, working to ensure the Guttmacher-Lancet Commission's inclusive vision for sexual and reproductive health and rights was front and center by leveraging high level events and equipping UN partners and other spokespeople with key evidence and policy recommendations. At the regional level, we partnered to release reports on how universal health coverage can increase access to sexual and reproductive health services in Sub-Saharan Africa and addressing abortion care in Nepal. Guttmacher continued detailing the benefits of current and increased investment in U.S. assistance for family planning and reproductive health programs around the world.
