“The governing body delegated responsibility for the review of the completed Form 990 to the Finance Committee. The Finance Committee reviewed the return to ensure accuracy, completeness and consistency of information reported on the Form 990 and the audited financial statements.”

“OTHER PROGRAM SERVICES 4: OTHER PROGRAM SERVICES 5: Foster Grandparent - Program places low-income senior volunteers in an academic setting throughout the counties of Westchester, Putnam, Dutchess, Orange, Ulster and Sullivan. The volunteers provide educational assistance to special needs children. This program also provides an hourly stipend to its volunteers. OTHER PROGRAM SERVICES 6: Employment and Training - This program provides comprehensive training and work experience through subsidized employment, pre-employment training, including interviewing techniques, job seeking and job holding skills. It also provides career counseling and client specific job development. OTHER PROGRAM SERVICES 7: Other programs - Westcop operates various programs to provide services to the low income communities in Westchester County. OTHER PROGRAM SERVICES 8: Community Services Block Grant - funds are used to provide services throughout Westchester and Putnam counties to low-income and at-risk individuals. Our services are designed to promote self-sufficiency and vibrant healthy communities for the people we serve. Through a network of eleven community action program offices, we offer outreach, advocacy, information and referral services to those in need, employment and training, food pantry, ESL classes,home energy assistance, immigration assistance, health and nutrition workshops and after-school training. OTHER PROGRAM SERVICES 9: Veterans Program - Supportive Services for Veteran's Families is designed to assit very low-income Veteran Families residing in or transitioning to Permanent Housing. The program's goal is to enhance housing stability of homeless and at-risk veterans and their families.”

“WestCOP and its affiliates have evaluated the recognition requirements for uncertain income tax positions as required by accounting principles generally accepted in the United States of America, with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. Accordingly, WestCOP and its affiliates have not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at July 31, 2014 and 2013.”
