We will be committed to research based policy initiatives and information capabilities that will be the hallmark of our excellence.the westchester county association inc., www.westchester.org is a business-based membership organization committed to addressing public policy issues with respect to business advocacy and economic development on behalf of the region's corporate and not-for-profit organizations. Founded in 1950 by leaders representing a cross-section of major businesses and employers in the county at that time, the original mission of the association was to provide a strong and clear voice for the interests of businesses in the county.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Individuals, firms, corporations, municipalities, institutions or associations subscribing to the purposes of the association as herein before stated, upon presentation of a signed application, in a form prescribed by the board of directors, may be elected to membership in the association on approval of such application by the president, and ratification or rejection by the board of directors at its next regular meeting.

Form 990, Part VI, Section A, Line 7A

Membership in the association shall be divided into the following classifications: 1. Individual memberships: individuals may be granted membership when approved by the board of directors upon payment of annual dues and shall be entitled to one vote at all meetings of the association. (an individual employing one, but no more than one, person is entitled to one individual membership.) 2. Firm or corporation memberships: a firm or corporation having 2 or more employees may be granted membership when approved by the board of directors upon payment of annual dues. Such firm or corporation shall be entitled to appoint one representative who shall be entitled to one vote at all meetings of the association; and to appoint additional representatives, without voting power, as may be authorized by the board of directors. 3. Institution or association memberships: an institution or association organized not-for-profit may be granted membership when approved by the board of directors upon payment of annual dues and shall be entitled to one vote at all meetings of the association, including its annual meeting. At the annual membership meeting of wca all vacancies in the board of directors shall be filled by a majority vote of the members present.

Form 990, Part VI, Section A, Line 7B

The association's by-laws may be amended at any regular or special meeting of the association upon affirmative vote of two-thirds of the members present and voting, providing that a copy of the proposed amendment shall have been mailed with the notice of the meeting to each member of the association at least ten days prior to the date of said meeting. Amendments to the by-laws may be proposed by the board of directors or by any twenty-five (25) members of the association.

Westchester county association, inc. Has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the form 990 has been prepared, reviewed by the association's senior management and is ready to be filed with the internal revenue service, it is electronically sent to the board for approval. Once the board has approved the return it is filed with the internal revenue service.

Board members disclose in writing to the executive committee if they, or any member of their immediate families, or any organization with which they are affiliated, presently transact business with the westchester county association organization or might reasonably be expected to do so in the future. Board members with such relationships are not eligible to vote on matters directly pertaining to the business to be transacted with the identified person or organization or on issues that may result in any benefit inuring to the benefit of the identified person or organization. The board members are required to annually sign the conflict of interest statement at the first board of directors meeting of the year.

The executive committee of the westchester county association appoints a compensation committee to review the ceo's and president's compensation. The compensation committee is comprised of the chairman, the immediate past chairman, the treasurer and (1) one board member. They determine the compensation package after a review of compensation paid by other similar organizations in the region and have a contract created. The proposed compensation package is reviewed and voted on by the full executive committee and documented in the committee's minutes. Upon approval, it is presented to the president of the organization. At this time the association does not have any other officers or key employees.

The organization makes its form 990 available for public inspection as required under section 6104 of the internal revenue code. Oversight process has not changed from the previous year. The association has a finance committee that consists of wca members, wca staff and the wca treasurer. The committee meets quarterly to review the internal books and records. The committee selects the audit firm on an annual basis.

Financial Statement Notes

PART X, LINE 2:

The association recognizes the effect of income tax positions when they are more likely than not to be sustained. Management has determined that the association had no uncertain tax positions that would require financial statement recognition or disclosure, nor any additional exposure to unrelated business income tax. The association is no longer subject to examinations by the applicable taxing jurisdictions for periods prior to 2013.

IRS990/Desc0SEE SCHEDULE O.THE WESTCHESTER COUNTY ASSOCIATION ("WCA") IS A MEMBERSHIP ORGANIZATION THAT HOSTS NUMEROUS EVENTS AND EDUCATIONAL FORUMS FOR MEMBERS TO ATTEND. THESE EVENTS FOCUS ON ECONOMIC DEVELOPMENT, REAL ESTATE, HEALTHCARE, TECHNOLOGY, WORKFORCE DEVELOPMENT AND ADVOCACY. WE OFFER MEMBERS ACCESS TO BUSINESS AND POLITICAL LEADERS.DURING 2016, THE WCA CONTINUED ITS FOCUS ON THE ADDITIONAL PROGRAMS LAUNCHED IN 2015 FOCUSING ON WORKFORCE DEVELOPMENT AND SKILLS GAP TRAINING. IN JANUARY 2015, THE WCA LAUNCHED THE HUDSON VALLEY WORKFORCE ACADEMY. LEVERAGING ITS LEADERSHIP POSITION AND RELATIONSHIPS WITH REGIONAL HIGHER EDUCATION, BUSINESS, AND HEALTHCARE ORGANIZATIONS, THE ACADEMY WAS CREATED TO HELP TRAIN WORKERS IN SKILLS THAT ARE IN HIGH DEMAND AND HELP OUR REGION ATTRACT AND RETAIN TALENT, UPGRADE THE SKILLS AND FOSTER JOB CREATION. PROGRAMS WERE DEVELOPED IN COLLABORATION WITH THE REGION'S EMPLOYERS AND FOCUS ON TRAINING THE EXISTING WORKFORCE IN HIGH-DEMAND SKILLS. IN COOPERATION WITH MEMBERS OF THE WCA'S INTEGRATED HEALTHCARE CONSORTIUM AND HIGHER EDUCATION COMMITTEE, THE FIRST PROGRAM DEVELOPED WAS IN HEALTHCARE ANALYTICS AND WAS OFFERED TWICE MORE IN 2016. A SUBSEQUENT COURSE WAS DEVELOPED TO FOCUS ON HONING CUSTOMER SERVICE SKILLS. OUR ROLE IN THE REGION IS TO DRIVE ECONOMIC VITALITY AND DEVELOPMENT IN WESTCHESTER AND THE REGION. WE BRING DIFFERENT GROUPS TO THE TABLE AND FIGURE OUT HOW TO GET THINGS DONE, EFFECTIVELY AND STRATEGICALLY.IN JULY 2015, THE WESTCHESTER COUNTY ASSOCIATION WAS SELECTED BY THE WESTCHESTER-PUTNAM WORKFORCE INVESTMENT BOARD TO SERVE AS PROJECT MANAGER OF A $9.8 MILLION FEDERAL READY TO WORK PARTNERSHIP GRANT TO PROVIDE 425 LONG-TERM UNEMPLOYED INDIVIDUALS WITH INTENSIVE TRAINING FOR JOBS IN THE HEALTHCARE SECTOR. FUNDS FROM THE GRANT ARE TO BE USED FOR OUTREACH AND RECRUITMENT TO BETTER CONNECT WORKERS WITH HEALTHCARE ORGANIZATIONS THAT ARE LOOKING TO HIRE; TO PROVIDE TRAINING AND SUPPORT SERVICES TO PEOPLE WHO ARE UNEMPLOYED BUT REQUIRE RETRAINING FOR JOBS IN HIGH DEMAND IN HEALTH CARE; AND TO FURTHER DEVELOP STRATEGIES TO INCREASE THE NUMBER OF JOB PLACEMENTS. AS PROJECT MANAGER, THE WESTCHESTER COUNTY ASSOCIATION OVERSEES AND COORDINATES THE VARIOUS COMPONENTS OF THE PROGRAM INCLUDING THE JOB READINESS BOOT CAMP, CAREER COACHES WHO SERVE AS CASE MANAGERS FOR THE PARTICIPANTS AND JOB DEVELOPERS WHO DEVELOP RELATIONSHIPS WITH AREA HEALTHCARE EMPLOYERS AND PROVIDE JOB MATCHING RESOURCES. THE GRANT SERVES THE SEVEN COUNTIES IN THE HUDSON VALLEY: WESTCHESTER, PUTNAM, ROCKLAND, ORANGE, DUTCHESS, ULSTER AND SULLIVAN. THE WESTCHESTER COUNTY ASSOCIATION WAS AWARDED THE ROLE OF PROJECT MANAGER BECAUSE OF ITS EXTENSIVE EXPERIENCE MANAGING AND EXECUTING MULTI-PARTNER, MULTI-YEAR PROJECTS SIMULTANEOUSLY. THE GRANT PERIOD ENDS OCTOBER 31, 2018.IN OCTOBER 2016, THE WCA LAUNCHED A PUBLIC-PRIVATE PARTNERSHIP TO SPEARHEAD SMART GROWTH INITIATIVES IN WESTCHESTER COUNTY TO BRING GIGABIT BROADBAND, NEW BUSINESS, AND INNOVATION TO WESTCHESTER'S FOUR LARGEST CITIES. THE CITY OF MT. VERNON, NEW ROCHELLE, WHITE PLAINS AND YONKERS SIGNED A SMART CITY COMPACT SHORTLY AND, AS A FIRST STEP, WORK WITH THE WCA TO BRING TO THE CITIES GIGABIT BROADBAND TO EVERY HOUSEHOLD, BUSINESS, HEALTHCARE, AND EDUCATIONAL ORGANIZATION IN THE NEXT THREE TO FIVE YEARS. THIS IS THE FIRST SUCH COMPACT BETWEEN CITIES IN THE NATION. UNDER THE TERMS OF THE PACT, THE CITIES WILL SEEK JOINT FUNDING, SHARE BEST PRACTICES, DEVELOP JOINT FEDERAL AND STATE LEGISLATIVE AGENDAS, AND COLLABORATE ON CREATING INNOVATION DISTRICTS, AMONG OTHER THINGS.
