The foundation serves this mission in part by working to secure and administer a reliable and sufficient flow of funds to support legal services and access to justice for persons of limited means. The foundation also serves its mission by sponsoring programs that address matters concerning the legal profession, the administration of justice and the role of law in society.

To fund legal services for the poor and develop programs to enhance understanding of the law in connecticut.

In january, members of the board of directors (governing board) are recommended to the cba and elected by the cba board of governors acting as the corporators of the foundation. The foundation elects new directors in the interim.

There is communication between the accountants and the audit committee of the foundation. Before the form 990 is finalized, it is approved by the audit committee and reviewed by the board of directors.

The conflict of interest statement is signed by all staff and board members. The policy includes a clause requiring written disclosure when any new conflicts arise.

The compensation of these individuals is determined by the executive committee of the board of directors of the foundation. Comparability data from other iolta programs and othe nonprofit organizations is provided to the executive committee. The executive committee votes on staff salaries and makes a recommendation of a total staff figure in the annual budget, which is approved by the board of directors.

FORM 990 - ORGANIZATION'S MISSION

The connecticut bar foundation is a non-profit organization established in 1952. The cbf's mission is to facilitate systemic change that advances civil justice for all, regardless of power or resources, to achieve a more just and equitable society. The cbf works to do this by stewarding funding, volunteers, programming, data, innovation, and collaboration to lead and partner in integrated approaches to improving the administration of civil justice. Specifically, the cbf administers several grant programs that fund the delivery of legal services for connecticut residents who cannot afford an attorney, including the interest on lawyers' trust accounts and the interest on trust accounts (iolta/iota) programs, the judicial branch grants-in-aid, the court fees grants-in-aid, and the state's right to counsel program. The foundation also funds scholarships, based on financial need, for connecticut students attending law schools in the state.

In 1994, the foundation established the james w. Cooper fellows as the result of a generous bequest. The fellows develop and sponsor projects and programs to promote a better understanding of the legal profession, the judicial system, and the role of law in society; to explore ways to improve the profession and the administration of justice; and to further the highest ideals of the legal system. Fellows programming addresses issues specific to access to justice to help create systemic change and remove barriers to equal justice.

The foundation has received an exemption from the internal revenue service (irs) from federal income taxes under section 501(c)(3) of the internal revenue code. The foundation is required to make the appropriate tax payments on any income considered unrelated to its exempt purpose. Management of the foundation evaluates all significant tax positions required by accounting principles generally accepted in the united states of america. As of december 31, 2024 and 2023, management stated it does not have any tax position that would require the recording of any additional tax liability nor does it have any unrealized tax benefits that would either increase or decrease within the next twelve months.

IRS990/MissionDesc0THE CONNECTICUT BAR FOUNDATION IS A NON-PROFIT ORGANIZATION ESTABLISHED IN 1952. THE CBF'S MISSION IS TO FACILITATE SYSTEMIC CHANGE THAT ADVANCES CIVIL JUSTICE FOR ALL, REGARDLESS OF POWER OR RESOURCES, TO ACHIEVE A MORE JUST AND EQUITABLE SOCIETY. THE CBF WORKS TO DO THIS BY STEWARDING FUNDING, VOLUNTEERS, PROGRAMMING, DATA, INNOVATION, AND COLLABORATION TO LEAD AND PARTNER IN INTEGRATED APPROACHES TO IMPROVING THE ADMINISTRATION OF CIVIL JUSTICE. SPECIFICALLY, THE CBF ADMINISTERS SEVERAL GRANT PROGRAMS THAT FUND THE DELIVERY OF LEGAL SERVICES FOR CONNECTICUT RESIDENTS WHO CANNOT AFFORD AN ATTORNEY, INCLUDING THE INTEREST ON LAWYERS' TRUST ACCOUNTS AND THE INTEREST ON TRUST ACCOUNTS (IOLTA/IOTA) PROGRAMS, THE JUDICIAL BRANCH GRANTS-IN-AID, THE COURT FEES GRANTS-IN-AID, AND THE STATE'S RIGHT TO COUNSEL PROGRAM. THE FOUNDATION ALSO FUNDS SCHOLARSHIPS, BASED ON FINANCIAL NEED, FOR CONNECTICUT STUDENTS ATTENDING LAW SCHOOLS IN THE STATE.
