Mission

Our mission is to advance renewable energy in the midwest by applying technical expertise and building support to expand markets. We focus on educating key decision makers through technical, communications and media work, and public outreach. Cga brings the best of its organizational capacity to capture renewable energy opportunities: visionary thinking and doing, continued growth in technical expertise, strong working relationships with the wind, solar and energy storage industries, an understanding of state-by-state regulatory and policy challenges and opportunities. Cga works to interconnect renewable energy to provide local economic benefits and to reduce carbon emissions.

Financial Statement Notes

PART X, LINE 2:

Asc 740 disclosure from audited financial statements: the organization is exempt from federal and state income taxes under section 501(c)(3) of the internal revenue code, therefore, the statements do not include a provision for income taxes. The organization reviews income tax positions taken or expected to be taken in income tax returns to determine if there are any income tax uncertainties. This includes positions that the entity is exempt from income taxes or not subject to income taxes on unrelated business income. The organization recognizes tax benefits from uncertain tax positions only if it is more likely than not that the tax positions will be sustained on examination by taxing authorities, based on the technical merits of the positions. The organization has identified no income tax uncertainties. The organization files information returns as a tax-exempt organization. Should that status be challenged in the future, all years since inception could be subject to review by the irs.

THE RADIO SPOTS RAN FROM JANUARY THROUGH MAY ON CONSERVATIVE TWIN CITIES NEWS TALK STATION (KTLK), WHICH HAS A BROAD COVERAGE AREA FROM DULUTH TO IOWA AND FROM THE SLAYTON AREA IN SOUTHWESTERN MINNESOTA INTO WESTERN WISCONSIN. THE AD INTRODUCED A "SMART CHOICE" THEME, WHICH WE BUILT UPON WITH SUPPORTING BLOG POSTS TO OUR WEBSITE AND SOCIAL MEDIA CHANNELS. OVERALL, WOW SAW A 36% INCREASE IN VISITORS TO THE WOW WEBSITE AND A 33% INCREASE IN TRAFFIC TO OUR BLOG WHEN THE RADIO ADS WERE RUNNING.-WORKED WITH WIND DEVELOPERS AND OTHER SUPPLY CHAIN COMPANIES TO PUBLISH LETTERS TO THE EDITOR, COORDINATED A LEGISLATOR MEETING AND TOUR WITH BLATTNER ENERGY AND ANDERSON TRUCKING SERVICES IN CONJUNCTION WITH THE AMERICAN WIND WEEK.-HELD A BIG CHECK EVENT IN MOWER COUNTY, MINNESOTA, WHICH YIELDED SEVEN PRINT, RADIO AND TELEVISION STORIES AND WAS ALSO AMPLIFIED THROUGH SOCIAL MEDIA.-WORKED EXTENSIVELY IN MICHIGAN ON PUBLIC ENGAGEMENT AND EDUCATION EFFORTS. A WIND ENERGY STAKEHOLDER COMMITTEE COMPRISED OF TOWNSHIP OFFICIALS AND REPRESENTATIVES FROM AGRICULTURE, EDUCATION, UTILITIES AND WIND DEVELOPERS MET SIX TIMES DURING THE YEAR TO WORK ON ISSUES RELATED TO WIND SITING INCLUDING: NOISE, NIGHT LIGHTING AND TAXATION. THE GROUP CREATED A "LESSONS LEARNED" DOCUMENT WHICH IS LOCATED ON THE WIND WORKS MICHIGAN WEBSITE. IN ADDITION,-WOW CREATED EDUCATIONAL MATERIALS FOR OVER 500 ELECTED OFFICIALS IN SEVEN COUNTIES IN MICHIGAN.-A TELE-TOWN HALL EVENT WAS HELD TO IDENTIFY NEW WIND CHAMPIONS IN THREE COUNTIES (TOTAL OF 85 NEW FOLKS IDENTIFIED) AND TO PRESENT FACTUAL INFORMATION ON THE BENEFITS OF WIND ENERGY IN MICHIGAN. -HELD ONE MEDIA AND ADVOCACY TRAINING EVENT IN MINNESOTA. THE EVENT PROVIDED AN OPPORTUNITY FOR EMPLOYEES OF RENEWABLE ENERGY BUSINESSES TO BUILD VITAL SKILLS IN ADVOCACY AND MEDIA RELATIONS. A TOTAL OF 20 PEOPLE FROM 16 RENEWABLE ENERGY COMPANIES REGISTERED TO ATTEND THIS EVENT. A KEY FOCUS OF THIS YEAR'S EVENT WAS THE IMPORTANCE OF KNOWING YOUR AUDIENCE AND TIPS FOR TALKING TO CONSERVATIVE AUDIENCES.-WOW LAUNCHED A MONTHLY "CHAMPIONS" NEWSLETTER IN OCTOBER 2017 FOR EXTERNAL AUDIENCES WHO ARE INTERESTED IN AND SUPPORTIVE OF RENEWABLE ENERGY. THE NEWSLETTER IS DESIGNED TO PROVIDE INFORMATION AND RESOURCES FOR RENEWABLE ENERGY CHAMPIONS, AS WELL AS SOCIAL MEDIA POSTS FOR THEM TO SHARE WITH THEIR PERSONAL NETWORKS.-PUBLISHED 95 PIECES OF CONTENT IN 2017. WOW WAS QUOTED IN 57 PUBLICATIONS OR BROADCAST MEDIA OUTLETS DURING 2017 IN SIX STATES, AND WAS CONTACTED FOR INTERVIEWS BY SEVEN REGIONAL OR NATIONAL PUBLICATIONS. OUR SOCIAL MEDIA OUTREACH GREW 21% ON TWITTER, WHERE THE AVERAGE MONTHLY TWITTER IMPRESSIONS WERE APPROXIMATELY 17,000.ORGANIZATIONAL SUSTAINABILITY. THIS LINE IS ALSO ONE OF MISO'S 17 MULTI-VALUE PROJECTS (MVPS) THAT WILL HELP EXPAND AND ENHANCE THE REGION'S TRANSMISSION SYSTEM, REDUCE CONGESTION, AND PROVIDE ACCESS TO AFFORDABLE ENERGY SOURCES.-CONTINUE TO EDUCATE COLLEAGUE ORGANIZATIONS ABOUT THE NEED FOR THE CARDINAL HICKORY CREEK (CHC) TRANSMISSION LINE IN IOWA AND WISCONSIN TO FACILITATE WIND DEVELOPMENT SINCE MORE THAN 4,000 MEGAWATTS OF WIND ARE DEPENDENT ON CHC FOR INTERCONNECTION AND DELIVERY OF THEIR PRODUCT. CHC IS ALSO A BACKBONE MISO MULTI-VALUE PROJECT (MVP) TRANSMISSION LINE AND IS ASSUMED IN SERVICE IN ALL WIND AND SOLAR INTERCONNECTION STUDIES GOING FORWARD.

SPECIFICALLY, WOW:-SUCCESSFULLY COORDINATED OPPOSITION TO A VARIETY OF ANTI-WIND BILLS THAT WERE DELIBERATED BY THE NORTH DAKOTA LEGISLATURE. AS A RESULT, WE ALSO BUILT INDUSTRY AND STAKEHOLDER SUPPORT FOR THE CREATION OF A NORTH DAKOTA WIND COALITION (WIND), WHICH WILL PROVIDE A COHESIVE VOICE IN SUPPORT OF WIND ENERGY IN THE STATE.-DEFENDED AGAINST MINNESOTA LEGISLATION THAT WOULD MODIFY SITING SETBACK STANDARDS, PROMOTED LEGISLATION THAT WOULD STREAMLINE PERMITTING OF UTILITY-SCALE WIND AND SOLAR PROJECTS, AND LAID A FOUNDATION FOR PASSAGE IN 2018.-SUCCESSFULLY REBUTTED ANTI-WIND PROPOSALS DURING AN INDIANA LEGISLATIVE HEARING. THE MEETING WAS THE ANNUAL HEARING HELD BY THE JOINT ENERGY COMMITTEES OF THE INDIANA SENATE AND HOUSE OF REPRESENTATIVES TO PROVIDE LEGISLATORS AN UPDATE ON ENERGY ISSUES. THIS YEAR THE JOINT COMMITTEE HOSTED A TOPIC ON WIND TURBINE IMPACTS REGARDING: HEALTH, PUBLIC SAFETY, PROPERTY VALUES, POLICIES DEFINING CONFLICTS OF INTEREST AND ISSUES CONCERNING ECONOMIC DEVELOPMENT, AS WELL AS WHICH ISSUES MAY COME BEFORE THE LEGISLATURE IN THE NEXT SESSION AS A BILL. -LED AN EDUCATION CAMPAIGN IN WISCONSIN TO PROMOTE THE BENEFITS OF THE PROPOSED CARDINAL-HICKORY CREEK PROJECT, INCLUDING DEVELOPMENT OF A FACT SHEET, MEETINGS WITH LAWMAKERS AND OTHER NGO STAKEHOLDERS, AND BRIEFING OF MEDIA MEMBERS.-PARTICIPATED IN THE AWEA WIND POWER ON CAPITOL HILL EVENT IN FEBRUARY AND LED CONSTITUENT GROUPS IN MEETINGS WITH EIGHT REPRESENTATIVES, SENATORS AND STAFF FROM FIVE STATES.RULES & LAW. ADVOCACY AND PARTICIPATION AT STATE AND FEDERAL AGENCIES IS A VITAL COMPONENT OF THE WORK WOW DOES TO ADVANCE OUR MISSION. WE PARTICIPATE AND ADVOCATE THROUGH TESTIMONY AND COMMENTS IN STATE REGULATORY PROCESSES AND AT MISO, AS WELL AS ENGAGE IN ELECTRIC UTILITY INTEGRATED RESOURCE PLANNING (IRP) PROCESSES. SPECIFICALLY, WOW:-PROVIDED INDUSTRY INPUT ON A PROPOSAL BY THE NORTH DAKOTA PUBLIC SERVICE COMMISSION TO MODIFY THEIR ADMINISTRATIVE RULES GOVERNING DECOMMISSIONING OF WIND PROJECTS, WHICH RESULTED IN SIGNIFICANT IMPROVEMENTS TO THEIR INITIAL PROPOSAL.-SUPPORTED PROPOSALS FROM MINNESOTA UTILITIES TO ADD ADDITIONAL RENEWABLE ENERGY TO THEIR PORTFOLIO.-PROPOSED THAT THE ILLINOIS POWER AUTHORITY (IPA) PROCURE MORE LONG-TERM WIND RECS (INCREASING PROCUREMENT VOLUME BY 1 MILLION RECS) THAN WHAT WAS REQUIRED UNDER THE FUTURE ENERGY JOBS ACT TO TAKE ADVANTAGE OF THE FEDERAL PRODUCTION TAX CREDIT PRIOR TO ITS EXPIRATION. THIS PROPOSAL WAS ADOPTED BY THE IPA.-RECOMMENDED A RULE GOVERNING REQUIREMENTS OF WHO COULD INSTALL UTILITY-SCALE SOLAR PLANTS, WHICH THE ILLINOIS COMMERCE COMMISSION (ICC) ADOPTED:-SIMPLIFYING CERTIFICATION PROCESS SO THE APPLICANT DOES NOT HAVE TO PROVIDE DOCUMENTATION FOR EACH EMPLOYEE WHO WOULD WORK ON A SOLAR PROJECT;-LIMIT SCOPE OF RULE TO THE INSTALLATION OF THE SOLAR PLANT AND EXCLUDING THE MAINTENANCE OF THE SOLAR PLANT;-LIMIT SCOPE OF RULE TO THE QUALIFICATIONS OF ELECTRICIANS INSTALLING THE SOLAR PROJECT, NOT THE QUALIFICATIONS OF ALL PERSONS INSTALLING THE SOLAR PLANT;-ALLOW ENTITIES WHO ACTUALLY HIRE OR MANAGE ELECTRICIANS TO BE CERTIFIED BY THE ICC (SO IT IS NOT JUST THE SOLAR DEVELOPER WHO HAS THAT RESPONSIBILITY);-ALLOW TRADES OTHER THAN ELECTRICIANS TO PERFORM NON-ELECTRICAL RELATED WORK;-REDUCE ANNUAL RECERTIFICATION FEE TO $0.-PARTICIPATED IN A WORK GROUP SET UP BY THE MINNESOTA PUBLIC UTILITIES COMMISSION TO UPDATE THE STATE'S STANDARDS FOR INTERCONNECTING TO THE DISTRIBUTION SYSTEM. -ADVOCATED FOR CHANGES IN MISO'S COST ALLOCATION METHODOLOGY FOR TRANSMISSION LINES THAT WILL INCREASE THE LIKELIHOOD OF COST SHARING FOR TRANSMISSION UPGRADES THAT REDUCE ECONOMIC CONGESTION AND PROVIDE ADDITIONAL BENEFITS TO ELECTRICITY CUSTOMERS IN THE MIDCONTINENT INDEPENDENT SYSTEM OPERATOR FOOTPRINT.
