Mission

Organization shall raise funds to provide "margin of excellence" support for the corps of cadets (present day students) as coast guard officers and civilian exmployees are prohibited by the law from seeking funds beyond what is appropriated by congress. The association is a 501(c)(3) and also serves to preserve traditions and enhance the reputation of the academy as it carries out the above functions.

The organization's purpose is to provide services and promote fellowship among its members. The organization shall raise funds to provide "margin of excellence" support for the corps of cadets (present day students) as coast guard officers and civilian exmployees are prohibited by the law from seeking funds beyond what is appropriated by congress. The association is a 501(c)(3) and also serves to preserve traditions and enhance the reputation of the academy as it carries out the above functions.

The president of the association is the principal representative of the association, and the person responsible for the efficient operation of the organization. Therefore, it is the desire of the association to provide a fair yet reasonable and not excessive compensation for the president and any other highly compensated employees and consultants. In addition, the association wishes to ensure its compensation structure is free from any actual or perceived pay disparities based on protected classes. Highly compensated employees include any persons receiving total compensation greater than one-hundred thousand dollars annually. The association views compensation as salary, benefits, and performance and other awards. The board of directors has by policy delegated annual salary cost-of-living adjustments (cola) to the president. The association develops and evaluates the criteria to determine compensation for the president and other highly compensated employees and consultants, the following are considered throughout all discussions: ensuring the association's ability to attract and retain talent; supporting the annual budget process; ensuring the association's overhead rate meets the expectations of our membership and external non-profit evaluators. The process for determining the compensation arrangements for the president will conform with the optional procedure creating a "rebuttable presumption" set forth in treasury regulation section 53.4958-6. Accordingly, the following conditions will be met: the process for determining fair and equitable compensation will be conducted annually; reliance on comparable data; approval by the board of directors; and the board shall adequately document the basis for its determination and compliance with the first two conditions presented immediately above and treasury regulation section 53-4958-6. The process for determining compensation for the other highly compensated employees on the association staff includes the following: a process for evaluating and determining compensation and will be conducted at least every two years; the president is responsible for evaluating and documenting the performance of the other highly compensated employees annually; and a documented review will be conducted by the president, board chair and compensation committee for compensation recommendations made by supervisors.
