On september 30, 2003, the department entered into an agreement to lease a portion of its property, together with any easements for installation and maintenance of a cell tower. The department received a security deposit of 5,000 as per the lease agreement. The 25 year contract renews every five years unless either party decides to cancel in writing before the five year term expires. On may 30, 2012 the department signed a second amendment in which an additional 25,000 was placed in escrow as a security deposit to secure the removal of the "antennae facilities" from the premises following the expiration or earlier expiration of the lease.

ON MAY 30, 2012 THE DEPARTMENT SIGNED A SECOND AMENDMENT IN WHICH AN ADDITIONAL 25,000 WAS PLACED IN ESCROW AS A SECURITY DEPOSIT TO SECURE THE REMOVAL OF THE "ANTENNAE FACILITIES" FROM THE PREMISES FOLLOWING THE EXPIRATION OR EARLIER EXPIRATION OF THE LEASE.
