The opendap protocol provides a discipline-neutral means of requesting and providing data across the world wide web. The goal is to allow end users, whoever they may be, to access immediately whatever data they require in a form they can use, all while using applications they already possess and are familiar with. In the field of oceanography, opendap has already helped the research community make significant progress towards this end. Ultimately, it is hoped, opendap will be a fundamental component of systems which provide machine-to-machine interoperability with semantic meaning in a highly distributed environment of heterogeneous datasets.

Mission

The opendap protocol provides a discipline-neutral means of requesting and providing data across the world wide web. The goal is to allow end users, whoever they may be, to access immediately whatever data they require in a form they can use, all while using applications they already possess and are familiar with. In the field of oceanography, opendap has already helped the research community make significant progress towards this end. Ultimately, it is hoped, opendap will be a fundamental component of systems which provide machine-to-machine interoperability with semantic meaning in a highly distributed environment of heterogeneous datasets.

Develop and promote, in cooperation with other nonprofit public benefit corporations and government programs, a data access protocol that will facilitate the exchange of data via the internet.

Governance Explanations

Form 990, Part VI, Section A, Line 1A

The board of directors, by resolution adopted by a majority of the entire board of directors, may designate from their number three or more directors to constitute an executive committee and other standing committees, each of which, to the extent provided in the resolution designating it, shall have the authority of the board of directors with the exception of any authority the delegation of which is prohibited by law. Additionally, the board of directors may provide for special committees of the board of directors which shall have such powers as the board of directors may lawfully delegate. Members of such special committees may be appointed by the board of directors, or, when so authorized by the board, by the chairman of the board or the president.

Form 990, Part VI, Section B, Line 11B

The treasurer initially reviews the draft 990 return, if any questions or concerns exist he will work with the accountant to resolve and/or reconcile the items in question, potentially requiring input from the board. Once the draft return is ready for filing, the draft is provided to each board member for their review and they provided time to review and return any questions/comments on the return. If there are any concerns raised by the board then the treasurer and accountant will work to resolve there concerns. At the conclusion of that process the treasurer will instruct the accountant to electronically file the return with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

There is a conflict of interest policy in place at the organization directed to all employees and board members who can influence the actions of opendap. These policies are reviewed regularly by the board of directors for possible conflicts of interest. Individuals must sign a coi disclosure annually, and are responsible to notify the president of the board if there is a possible conflict of interest. The board will then take appropriate action. The treasurer oversees this process.

Form 990, Part VI, Section B, Line 15

The officers' compensation was carried over from the university collective bargaining agreement that these individuals were subject to when employed at similar positions in the university. When hiring new officers and personnel the board will use both regional and national compensation data to determine appropriate compensation ranges to begin negotiations with prospective candidates. The process described here was last completed in 2024.

Financial Statement Notes

PART X, LINE 2:

No provision for federal and state income taxes has been reflected in the accompanying financial statements since the organization qualifies as a tax-exempt organization as provided under the internal revenue code, section 501(c)(3). The internal revenue service has classified the agency as an organization other than a private foundation. Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the organization and recognize a tax liability if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by the internal revenue service. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The organization reports tax-related interest and penalties, if any, as a component of general and administrative expense.
