“Our executive board for the 2017 fiscal year consisted of 11 members who were elected into office: a president, a first vice president, a second vice president, a personal rights and responsibilities officer, a secretary, a treasurer, 4 at large members, and a past president.”

“The following changes were made to the organization's bylaws, effective november 17, 2016: article iii, section 3 - the second vice president no longer needs to be a regular member of the negotiation committee. Article iii, section 5 - the treasurer shall no longer be a member ex officio of the budget committee however, he/she shall serve as the financial liaison to neari. Article iii, section 6- this section is new to the bylaws and describes in detail the duties of the professional rights and responsibilities chair. His/her duties include: 1) exploring and preparing action programs for securing satisfactory personnel policies and procedures of grievances, 2) advising the representative council on procedures for implementing the code of ethics and 3) advising the executive board in situations of censures of member. Article iv, section 1 - the maximum consecutive terms an officer may serve was removed. Article iv, section 3- in the event of vacancy, the president may appoint members at large to replace the vice presidents for the remainder of the term. Article v- the heading of this section changed from "honorarium" to "stipend." article v, section 1 - the stipend amount for the treasurer changed to $1,500. The stipend amount for the secretary changed to $1,500. The stipend amount for the professional rights and responsibilities changed to $5,000. The stipend for the neab financial liaison was removed. Article v, section 3 - the stipend payments no longer need to be reviewed by a specific time period of an executive board meeting. Article v, section 4 - a designee no longer needs to be sent and the president no longer needs to be notified if in the event attendance by a building representative is not possible at any meeting. Article v, section 5 - stipend payments will be made semiannually in december and june to all officers and all other stipends will be disbursed at the june meeting. Article vii - the representative council shall approve the reports of the secretary and treasurer. Article viii, section 1 -when there is more than one faculty representative elected; one no longer needs to be designated as a senior faculty representative. Article viii, section 2- the faculty representatives can no longer receive prior excuses from the president when absent from the regular meeting of the representative council. Article x, section 1- the permanent standing committee of professional rights and responsibilities shall be composed of the personal rights and responsibilities chair, president, and uniserve person. The duties that were assigned to the personal rights and responsibilities committee are now the duties of the personal rights and responsibilities chair. Article xii, section 1, part b - the committee on elections shall report all nominations to the representative council at the march meeting, instead of the february meeting. Article xii, section 2- balloting is now on the first school day in april, instead of the first school day in march.”

“The president can appoint an officer from the executive board for the remainder of a term if the seat is vacated mid-term. When term is up a general election is held.”

“The governing body schedules an executive meeting to read and discuss the form 990. The governing body discusses the form 990 and votes on its approval for submission. All members of the governing body are required to read and acknowledge their acceptance of the form 990.”

“If there is a conflict of interest the personal rights & responsibilities officer will be asked to support the person or to handle the conflict. Sometimes people are asked to excuse themselves from a committee if there is a conflict of interest.”
