Mission

The rhode island council for the humanities seeds, supports, and strengthens public history, cultural heritage, civic education, and community engagement by and for all rhode islanders. Founded in 1973, the rhode island council for the humanities is a state affiliate of the national endowment for the humanities. As a non-profit 50l(c)(3), the council receives funding from federal, state and private sources.

Additional Explanations

FORM 990, PART XII, LINE 2C:

Oversight of audit the council's audit committee is responsible for the oversight of the audit. The oversight process has remained unchanged from the prior year.

Financial Statement Notes

PART V, LINE 4:

The council has irrevocably transferred amounts raised for the creation of endowment funds (the funds) to the rhode island foundation (an unrelated community foundation, the foundation). In accordance with the terms of the instrument of transfer (the instrument), annual distributions from the funds will be in accordance with the distribution policies of the foundation. The terms of the articles of council of the foundation and the instrument give the foundation's board of directors variance power over the funds. Variance power gives the foundation's board the authority to redirect distributions from the funds at their discretion if "circumstances have so changed since the execution of the instrument as to render unnecessary, undesirable, impractical, or impossible a literal compliance with the terms of the instrument." in all respects, the use of the funds shall be in accordance with the charitable purpose of the foundation.

PART X, LINE 2:

The council is exempt from income taxes as a public charity under section 501(c)(3) of the internal revenue code. Management believes that the council operates in a manner consistent with its tax-exempt status at both the federal and state levels. The council annually files irs form 990 - return of organization exempt from income tax, reporting various information that the irs uses to monitor the activities of tax-exempt entities, the form 990 is subject to review by the taxing authorities generally for a period of three years after they were filed. The form 990 for the years ended october 31, 2017, 2018 and 2019 are subject to examination by the taxing authorities. The council currently has no tax examinations in process.

IRS990/Desc0THE RHODE ISLAND COUNCIL FOR THE HUMANITIES (THE COUNCIL) MARKED SEVERAL SIGNIFICANT ACCOMPLISHMENTS DURING THE 2021 FISCAL YEAR, CONTINUING TO FULFILL ITS MISSION TO SEED, SUPPORT, AND STRENGTHEN PUBLIC HISTORY, CULTURAL HERITAGE, CIVIC EDUCATION, AND COMMUNITY ENGAGEMENT BY AND FOR ALL RHODE ISLANDERS. THE COUNCIL WAS SUPPORTED THROUGH FEDERAL FUNDS, FOUNDATION GRANTS, INDIVIDUAL GIFTS, AND CORPORATE SPONSORSHIPS.THE COUNCIL'S STANDARD GRANTMAKING PROGRAM AWARDED $188,704 TO 34 GRANT PROJECTS ACROSS THE STATE. IN SEPTEMBER 2021, THE COUNCIL ALSO LAUNCHED RI CHARG, A NEW GRANT PROGRAM WITH THE RHODE ISLAND STATE COUNCIL ON THE ARTS IN SUPPORT OF ARTS, HUMANITIES, AND CULTURAL NONPROFIT ORGANIZATIONS AFFECTED BY THE COVID-19 PANDEMIC IN RHODE ISLAND. WITH FUNDING PROVIDED BY THE NATIONAL ENDOWMENT FOR THE HUMANITIES AS PART OF THE FEDERAL AMERICAN RESCUE PLAN ACT, THE COUNCIL DISTRIBUTED 66 GENERAL OPERATING SUPPORT GRANTS FOR A TOTAL OF $528,000. ADDITIONALLY, THE COUNCIL SUPPORTED 5 PROJECT GRANTS FUNDED BY THE FEDERAL CARES ACT TO ORGANIZATIONS INDIVIDUALS ($10,000).THROUGH A PARTNERSHIP WITH THE CENTER FOR PUBLIC HUMANITIES AND CULTURAL HERITAGE AT BROWN UNIVERSITY AND THE RHODE ISLAND HISTORICAL SOCIETY, THE COUNCIL CONTINUED TO PRODUCE RHODE TOUR, A WEBSITE AND SMARTPHONE APP FOR STORIES ABOUT RHODE ISLAND CULTURE AND HISTORY. THE APP AND WEBSITE INCREASED ITS NUMBER OF ANNUAL USERS TO OVER 50,000. RHODE TOUR NOW FEATURES OVER 341 STORIES AND 35 INDIVIDUAL TOURS.WITH A $50,000 GRANT FROM THE FEDERATION OF STATE HUMANITIES COUNCIL/MELLON FOUNDATION, THE COUNCIL IMPLEMENTED A GRANT INITIATIVE TO SPARK CIVIC ENGAGEMENT BY AND FOR COMMUNITIES FACING HISTORIC AND CURRENT BARRIERS TO DEMOCRATIC PARTICIPATION. TITLED "WHY IT MATTERS," THE INITIATIVE FUNDED SEVEN $5,000 GRANTS TO DIVERSE ORGANIZATIONS.THROUGH AN ONGOING PARTNERSHIP WITH THE RHODE ISLAND FOUNDATION AND RHODE ISLAND STATE COUNCIL ON THE ARTS, THE RI EXPANSION ARTS PROGRAM (RIEAP) CONTINUED TO OFFER FUNDING AND ORGANIZATIONAL ASSISTANCE TO COMMUNITY-BASED, CULTURALLY DIVERSE ARTS AND CULTURAL ORGANIZATIONS.THE COUNCIL COMPLETED THE INITIATIVE CULTURE IS KEY: STRENGTHENING RHODE ISLAND'S CIVIC HEALTH THROUGH CULTURAL PARTICIPATION. UNDER THE MANAGEMENT OF A CULTURE IS KEY FELLOW SUPPORTED BY THE INITIATIVE AND ADVISED BY A COMMITTEE OF STATE LEADERS, FIVE RHODE ISLAND CULTURAL ORGANIZATIONS RECEIVED $7,000 TO COMPLETE PILOT PROJECTS, WORKING WITH LOCAL JOURNALISTS AND MEDIA PRODUCERS TO EXPLORE HOW TO DEEPEN THE CIVIC IMPACTS OF CULTURAL PROGRAMS. THE COUNCIL ALSO COMPLETED ADMINISTRATIVE ASSISTANCE FOR THE PROVIDENCE CLEMENTE VETERANS' INITIATIVE TWO-YEAR GRANT FROM NEH, DISBURSING PAYMENTS FOR FACULTY FROM MULTIPLE COLLEGES AND UNIVERSITIES AS THEY ENGAGED AND ADDRESSED CHALLENGES FACED BY VETERANS.RESPONDING TO THE CONTINUED NEED FOR SAFE SOCIAL DISTANCING DURING THE COVID-19 PANDEMIC, THE COUNCIL CHANGED THE ANNUAL CELEBRATION OF THE HUMANITIES TO A DIGITAL FORMAT AND HONORED DIVERSE HUMANITIES LEADERS IN THE STATE. ONE HUNDRED PEOPLE ATTENDED VIRTUALLY, AND OVER 300 HAVE VIEWED THE CELEBRATION ONLINE.
