“The council is exempt from income taxes as a public charity under section 50l(c)(3) of the internal revenue code. Management believes that the council operates in a manner consistent with their tax-exempt status at both the federal and state levels. As a not-for-profit entity, the council is subject to unrelated business income tax ("ubit"), if applicable. In accordance with fasb asc 740, income taxes, the council applies the "more likely than not" threshold to the recognition and derecognition of tax positions for its financial statements. Management has evaluated the council's tax positions and has concluded that there were no uncertain tax positions that qualified for either recognition or disclosure in the accompanying financial statements. The council files tax returns in the u.s. Federal jurisdiction.”

“The council has irrevocably transferred amounts raised for the creation of endowment funds (the funds) to the rhode island foundation (an unrelated community foundation, the foundation). In accordance with the terms of the instrument of transfer (the instrument), annual distributions from the funds will be in accordance with the distribution policies of the foundation. The terms of the articles of council of the foundation and the instrument give the foundation's board of directors variance power over the funds. Variance power gives the foundation's board the authority to redirect distributions from the funds at their discretion if "circumstances have so changed since the execution of the instrument as to render unnecessary, undesirable, impractical, or impossible a literal compliance with the terms of the instrument. In all respects, the use of the funds shall be in accordance with the charitable purpose of the foundation.”

THESE INVESTMENTS LEVERAGED MORE THAN $890,375 IN ADDITIONAL SOURCES OF FUNDING FOR THE COUNCIL'S GRANTEES. PROJECTS FOCUSED ON A BROAD RANGE OF TOPICS THAT SPEAK TO OUR STATE'S PUBLIC HISTORY, CULTURAL HERITAGE, CIVIC EDUCATION, AND COMMUNITY ENGAGEMENT. THE COUNCIL ALSO MARKED THE 100TH ANNIVERSARY OF THE PULITZER PRIZES WITH OUR WHAT IS THE 21ST CENTURY ESSAY? THIS SERIES, WHICH WAS SUPPORTED BY PULITZER'S CAMPFIRES INITIATIVE, EXPLORED THE CHANGING NATURE OF JOURNALISM AND THE HUMANITIES IN THE DIGITAL AGE WITH A THEMATIC FOCUS ON ENVIRONMENTAL CONCERNS. IT PROVIDED A PLATFORM FOR THE COUNCIL TO ENCOURAGE OUR PARTNERS AND AUDIENCES TO THINK ABOUT THEIR WORK AS PART OF A LARGER INQUIRY INTO THE CHALLENGES WE FACE IN OUR COMMUNITIES, AND TO BUILD CONNECTIONS ACROSS ORGANIZATIONS FROM DIFFERENT SECTORS AND AREAS OF THE STATE, AS WELL AS BETWEEN HIGHER EDUCATION INSTITUTIONS AND THE BROADER COMMUNITY.THE COUNCIL COMPLETED THE THIRD YEAR OF CATALYZING NEWPORT, A CIVIC INNOVATION INITIATIVE SUPPORTED BY THE VAN BEUREN CHARITABLE FOUNDATION TO CONVENE LOCAL ORGANIZATIONS AND CITIZENS AND CREATE A NEW VISION FOR A RESILIENT, SUSTAINABLE, AND INNOVATIVE CITY.
