The association is committed to developing partnerships with parents, which support their role as primary educators of their children. The association delivers quality, comprehensive early childhood education and family support programs that enhance the growth and development of children and families that respond to their changing needs and that contribute to the betterment of the community.

To promote the social, emotional, intellectual and physical development of children and families.

Governance Explanations

Form 990, Part VI, Section B, Line 11

The form 990 is prepared by the external auditors and reviewed by management. Once all are satisfied with the form, it is finalized and a copy is sent to all board members. At the subsequent board meeting, the board is asked if they have any questions or comments and a general review of the form is conducted by management. Revisions, corrections, etc. Are made as necessary. Subsequent to this meeting the form is submitted to the irs.

Form 990, Part VI, Section B, Line 12C

In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest or the possible financial interest. Annually, employees, consultants, and agents must complete a conflict of interest acknowledgement and disclosure document. This filing of annual statements does not relieve employees, consultants, and agents of the responsibility to bring financial conflicts or possible financial conflicts that arise between annual filing periods to the attention of the executive director. All financial conflicts and possible financial conflicts will be reviewed with the executive director. If the review reveals that a financial conflict of interest exists, the corporation will seek out a transaction, arrangement or contract from a person or entity that would not rise to a conflict of interest. Each employee, consultant, and agent shall annually sign a statement which affirms such person: (a) has received a copy of the conflict of interest policy; (b) has read and understands the policy; (c) has agreed to comply with the policy; and (d) understands the corporation is a not for profit and in order to maintain its federal tax exemption it must engage primarily in activities which accomplish one or more of its tax-exempt purposes. Employees who fail to disclose actual or possible conflicts of interest are subject to disciplinary action up to and including termination.

Annual salaries increases for all personnel, except the executive director, are presented as part of the annual budget and must be approved by the board of directors. The executive director's annual salary increase is based on an annual evaluation by the board of directors.

Financial Statement Notes

PART X, LINE 2:

The association is exempt from income taxes as a public charity under section 501(c)(3) of the internal revenue code. Management believes that the association operates in a manner consistent with their tax-exempt status at both the federal and state levels. The association annually files irs form 990 - return of organization exempt from income tax, reporting various information that the irs uses to monitor the activities of tax-exempt entities. These tax returns are subject to review by the taxing authorities generally for a period of three years after they were filed. The federal income tax returns for years ended august 31, 2012, 2013, and 2014 are subject to examination by the taxing authorities. The association currently has no tax examinations in progress.
