Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is reviewed by the president and ceo. Once final approval has been obtained, the form 990 is submitted to the board of directors, reviewed by the compensation committee, and voted on for approval. Filing is completed by rcap solutions' auditing firm (kevin p. Martin & associates).

Form 990, Part VI, Section B, Line 12C

Rcap solutions conducts policy and procedures training to all employees and staff on an annual basis. As part of the training the rcap solutions conflict of interest policy is covered. All employees are required to sign the conflict of interest policy on an annual basis. Additionally, all new employees undergo a thorough new employee orientation program. As part of the orientation training the rcap solutions conflict of interest policy is covered as well as the requirement for new employees to complete and sign the rcap solutions conflict of interest questionnaire. This training, compliance, and monitoring is under the authority of the rcap solutions' human resources department. In addition, the board of directors conducts a review of compliance with the conflict of interest policy annually each september.

Form 990, Part VI, Section B, Line 15

The board of directors has a compensation committee which reviews an annual study prepared by an independent executive compensation consultant. The ceo's total compensation is voted on and approved by the ceo compensation committee and then by the full board of directors annually. All other employees go through a yearly evaluation by their managers starting in july & finishing in september. Six different competencies are evaluated and goals are set for the coming year. A weighted point system is used to determine a salary increase (if any).

The organization makes its governing documents, conflict of interest policy, form 990 and financial statements available to the public upon written request to the president of the board of directors or by inspection at the gardner office. Financial Statement Notes

PART IV, LINE 2B:

Funds held in escrow for tenants who are participating in the family self-sufficiency program under the hud section 8 choice housing voucher program. A portion of the family's monthly rent payment is placed into escrow account. Upon successful completion of the program, the escrowed funds are turned over to the family. If the participant does not complete the program or if they are terminated due to noncompliance with program requirements, the funds are retained by the organization.

ADJUSTMENTS FOUND TO BE INACCURATE ARE THEN CURED AND REENTERED FOR PAYMENT. THE RENTAL ASSISTANCE QUALITY ASSURANCE MANAGER UTILIZES TOOLS PRESCRIBED BY THE FUNDER, DHCD. THE PRIMARY TOOL IS A WEB-BASED QUALITY ANALYSIS TOOL WHICH TRACKS PERFORMANCE FOR ALL RENTAL ASSISTANCE STAFF. AMONG THESE PROGRAMMATIC DELIVERABLES ARE TIMELINESS OF RECERTIFICATION, CORRECT RENT SHARE BASED ON INCOME CALCULATIONS, RECOUPING OF OVER-PAYMENTS AND ABATEMENTS FOR HOUSING QUALITY STANDARDS VIOLATIONS, AMONG OTHERS. THE QUALITY ASSURANCE MANAGER THEN WORKS WITH INDIVIDUAL PERFORMERS TO ASCERTAIN THE GENESIS OF ERRORS AND OFFERS COUNSEL AS TO CORRECTION METHODS.
