Capstone community action provides comprehensive services to help people achieve economic well-being with dignity and develops partnerships to strengthen vermont communities. Our commitment is: to alleviate the suffering caused by poverty, to work with individuals and families to move out of poverty, and to advocate for economic justice for all vermonters.

Financial Statement Notes

Part X, Line 2:

Accounting standards codification no. 740, "accounting for income taxes," established the minimum threshold for recognizing, and a system for measuring, the benefits of tax return positions in financial statements. Capstone has analyzed the organization's tax position taken on its income tax returns for the years (2012 through 2015), for the purposes of implementation, and has concluded that no additional provision for income taxes is necessary in capstone's financial statements.

OFFICES ARE LOCATED IN BARRE, BRADFORD, MORRISVILLE, AND RANDOLPH. STAFF MEMBERS ARE TRAINED TO HELP PEOPLE ARTICULATE AND PRIORITIZE THEIR NEEDS, IDENTIFY OPPORTUNITIES FOR RESOURCES AND SERVICES, AND MAKE REFERRALS TO STATE AGENCIES AND OTHER COMMUNITY-BASED PROGRAMS (INCLUDING OTHER PROGRAMS WITHIN THE AGENCY). IN ADDITION TO FOOD SHELVES, LOW-INCOME HOUSING COUNSELING, AND FUEL AND UTILITY ASSISTANCE, FCSS ALSO HOUSES THE AGENCY'S SUPERVISED VISITATION AND EXCHANGE SERVICE FOR NONCUSTODIAL PARENTS. THE SLOW ECONOMIC RECOVERY IN VERMONT HAS BEEN FELT MOST ACUTELY IN AREAS OF FOOD AND HOUSING WITH STAFF REPORTING MORE COMPLEX HOUSING ISSUES AMONG PARTICIPANTS AND INCREASED FOOD SHELF VISITS. WE CONTINUE TO HAVE HOUSING COUNSELORS ASSIGNED TO OUR FOUR OUTREACH OFFICES IN BARRE, BRADFORD MORRISVILLE, AND RANDOLPH.TWO HOUSING COORDINATOR POSITIONS CONTINUE TO FOCUS ON THE NEEDS OF FORMERLY INCARCERATED VERMONTERS. THE WASHINGTON COUNTY POSITION PRIMARILY SERVES WOMEN, AND THE LAMOILLE COUNTY POSTION PRIMARILY SERVES MEN. AN ADDITIONAL HOUSING COUNSELOR IS FUNDED THROUGH STATE EMERGENCY SHELTER AND COMMUNITY SERVICE FUND.5,339 HOUSEHOLD WERE PROVIDED WITH EMERGENCY FOOD ASSISTANCE FROM OUR FOOD SHELVES, 822 INDIVIDUALS WHO WERE HOMELESS OR PRECARIOUSLY HOUSED SECURED HOUSING ASSISTANCE AND SHELTER THROUGH OUR HOUSING COUNSELING PROGRAMS.993 HOUSEHOLDS WITH 2,424 INDIVIDUALS USED OUR FUEL AND UTILITY PROGRAMS TO KEEP HEATING THEIR HOMES AND MAINTAIN ELECTRICITY.

CSBG FUNDS ARE FEDERAL PASS-THROUGH RESOURCES ADMINISTERED BY THE STATE OF VERMONT OFFICE OF ECONOMIC OPPORTUNITY. CSBG IS AN IMPORTANT SOURCE OF BOTH DISCRETIONARY AND PROGRAMMATIC RESOURCES THAT ARE USED TO LEVERAGE OTHER SOURCES OF FUNDING, WHICH ENABLES STAFF TO ADDRESS THE FOLLOWING GOALS: 1) LOW-INCOME PEOPLE BECOME MORE SELF-SUFFICIENT; 2) CONDITIONS IN WHICH LOW-INCOME PEOPLE LIVE ARE IMPROVED; 3) LOW-INCOME PEOPLE OWN A STAKE IN THEIR COMMUNITIES; 4) PARTNERSHIP AMONG SUPPORTERS AND PROVIDERS OF SERVICES TO LOW-INCOME PEOPLE ARE ACHIEVED; 5) AGENCIES INCREASE THEIR CAPACITY TO ACHIEVE RESULTS; AND 6) LOW-INCOME PEOPLE ESPECIALLY VULNERABLE POPULATIONS, ACHIEVE THEIR POTENTIAL BY STRENGTHENING THEIR FAMILY AND OTHER SUPPORT SYSTEMS. INDIVIDUALIZED COUNSELING IS PROVIDED TO PARTICIPANTS IN AREAS OF BUSINESS PLAN DEVELOPMENT, PRODUCT DEVELOPMENT, MARKETING, FINANCE, MANAGING EMPLOYESS, AND MUCH MORE.TANGIBLE ASSETS IS THE AGENCY'S MATCHED SAVINGS AND FINANCIAL LITERACY PROGRAM. AFTER COMPLETING A COMPREHENSIVE FINANCIAL LITERACY CURRICULUM, CENTRAL VERMONTERS BEGIN ACCRUING SOME OF THEIR EARNED INCOME IN SAVINGS ACCOUTNS WHERE THEIR EFFORTS ARE MATCHED BY $2 FOR EVERY $1 DEPOSITED. WITH ADDITIONAL FEDERAL GRANTS AND STATE OF VERMONT ALLOCATION, THE AGENCY CONTINUES TO ENCOURAGE OTHER VERMONTERS TO BECOME FINANCIALLY LITERATE WHILE THEY ACCRUE ASSETS FOR POST-SECONDARY EDUCATION, BUSINESS DEVELOPMENT, OR HOME OWNERSHIP. THE AGENCY'S CHILD CARE FOOD PROGRAM (CCFP) WORKS WITH CARE PROVIDERS TO PROVIDE HEALTHY, NUTRITIOUS MEALS AND SNACKS TO THE CHILDREN IN THEIR CARE. WE HELP APPROVED PROVIDERS ACCESS CCFP MEAL AND SNACK REIMBURSEMENTS THROUGH THE US DEPARTMENT OF AGRICULTURE.225 ENTRPRENEURS RECEIVED COUNSELING AND TECHNICAL ASSISTANCE ON STARTING OR EXPANDING A BUSINESS THROUGH THE MICRO BUSINESS DEVELOPMENT PROGRAM.77 CHILD CARE PROVIDERS RECEIVED NUTRITION EDUCATION AND WERE REIMBURSED FOR THE COST OF SERVING NUTRITIOUS MEALS AND SNACKS TO 755 CHILDREN IN CARE.634 PEOPLE ATTENDED FINANCIAL LITERACY WORKSHOPS OR RECEIVED ONE-TO-ONE FINANCIAL COUNSELING. 33 CENTRAL VERMONTERS SAVED TOWARDS AN ASSET THAT WILL PROVIDE LONG-TERM ECONOMIC SECURITY - A FIRST-TIME HOME, EDUCATION, OR BUSINESS. FOR THE 2015 TAX SEASON (JANUARY TO APRIL 2016) CAPSTONE'S VOLUNTEER INCOME TAX ASSISTANCE (VITA) PROGRAM PREPARED 1,276 TAX RETURNS. FEDERAL REFUNDS TOTALED $1,080,475, AND STATE REFUNDS TOTALED $370,883. WE WERE ABLE TO ACCOMPLISH THIS WITH THE HELP OF IRS CERTIFIED VOLUNTEERS WHO DONATED NUMEROUS HOURS.CAPSTONE TRANSPORTATION PROJECTTHE CAPSTONE TRANSPORTATION PROJECT, A STATEWIDE PARTNERSHIP WITH THE VERMONT DEPARTMENT FOR CHILDREN AND FAMILIES AND VOCATIONAL REHABILITATION, ASSISTS INDIVDUALS PURCHASING QUALITY CARS AND MAKING CAR REPAIRS BY HELPING THEM IDENTIFY THEIR VEHICLE NEEDS AND FINANCIAL CAPACITY. PARTICIPANTS RECEIVE EDUCATIONAL INFORMATION AND GUIDANCE ON CREDIT ISSUES, FINDING AND TEST DRIVING CARS, AND MAINTENANCE ISSUES. CAPSTONE TRANSPORTATION PROJECT STAFF OFFERS COMPREHENSIVE REVIEW OF REPAIR ESTIMATES AND OFTEN HELPS CONSUMERS PRIORITIZE REPAIRS TO BETTER SUIT THEIR FINANCES.431 VERMONTERS BENEFITTED FROM TRANSPORTATION EDUCATION, ADVICE AND TECHNICAL ASSISTANCE FROM THE WORKFORCE DEVELOPMENTCAPSTONE CONTINUES TO OPERATE AS A VOLUNTEER WORK PLACEMEN
