Mission and Program Overview

Mission

Enables both small rural and large urban communities to manage their own recycling programs.

Enables both small rural and large urban communities to manage their own recycling programs. Nh recycles is one of only a handful of nonprofits in the country that operates a recyclables marketing cooperative, which means that we directly connect sellers of recyclable commodities to purchasers of those commodities. Nh recycles has a deep expertise in the recycling markets, and in partnership with our members, we share that information through education and technical assistance, as well as networking opportunities.

Governance Explanations

Form 990, Part VI, Section A, Line 6

The members of the organization are divided into two (2) classes: voting and non-voting. Voting members include any incorporated municipality, whether within or outside the state of new hampshire, which pays membership dues. The voting members elect trustees to be part of the organization's governing body when there are vacancies on the board due to expiration of a previous trustee's term of office.

Form 990, Part VI, Section B, Line 11B

Management reviews the form 990 prior to filing.

Form 990, Part VI, Section B, Line 15A

The executive director is evaluated once annually by the executive committee of the nh recycles board of trustees. The board has the authority to increase the ed's salary as part of that process, according to the pay scale developed for that position. Additionally, our board (or a subcommittee thereof) reviews pay scales annually for cola adjustments. Also, every two years salaries are compared to similar positions in like organizations to determine if further adjustments to the pay scales are necessary. Pay scales were last updated in october of 2022, and a cola review was done in the summer of 2023.

Form 990, Part VI, Section C, Line 19

The association makes its governing documents, conflict of interest policy and financial statements available to the public upon request.

Additional Explanations

FORM 990, PART XII, LINE 2C:

Board reviews and approves the financial statements.

Financial Statement Notes

PART X, LINE 2:

The association has been recognized by the internal revenue service (irs) as exempt from federal income taxes under internal revenue code (irc) section 501(a) as an organization described in irc section 501(c)(3), qualifies for charitable contribution deductions, and has been determined not to be a private foundation. The association is annually required to file a return of organization exempt from income tax (form 990) with the irs. In addition, the association is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purpose. The association accounts for uncertain tax provisions under fasb asc 740, income taxes, which provides a framework for how entities should recognize, measure, present, and disclose uncertain tax positions in their financial statements. The association may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by the taxing authorities, based on the technical merits of the position. Management has reviewed the association's reporting and believes they have not taken tax positions that are more likely than not to be determined to be incorrect by the irs and, therefore, no adjustments or disclosures are required. The association is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods pending or in progress.
