On an annual basis, each member of the board of directors is required to submit a "conflict of interest disclosure statement." if the disclosure statement reveals a potential conflict or that one has a material financial interest in a potential transaction, then the board or a committee of the board may vote to approve the transaction, but first must confirm that the transaction meets three criteria: 1) it is in the best interest of the organization; 2) was fair and reasonable for the charter at the time it was entered into; and 3) after reasonable investigation under the circumstances, the board determines, in good faith, that the charter school could not have obtained a more advantageous arrangement with reasonable effort. Documentation of the results of the investigation shall be retained either in board minutes and/or in the charter school's financial files. While the "conflict of interest disclosure statement" is required to be completed by board members and "designated or key employees," the organization has not adequately supervised and ensured all "designated or key employees" complete the disclosure statement on an annual basis. It will, however, ensure all disclosure statements are submitted by those governed under the policy.

St. Hope public schools' board of directors has in place a three-person compensation committee charged with ensuring the compensation for its superintendent is both just and reasonable. This committee was first formed in september 2008. In determining just and reasonable compensation for the organization's highest paid employees, the committee reviews comparable salaries for similar positions in similar geographic locations. Additionally, the committee evaluates the top management official's professional credentials and other intangibles. This process was last undertaken in 2013 for the organization's top management official. For other employees, decisions are based on prior compensation, industry comparison, and current fiscal position of the organization. This process was last undertaken in 2013.

HOPE PUBLIC SCHOOLS OPERATES TRIUMPH CENTER FOR EARLY CHILDHOOD EDUCATION, PS7 (K-8), OAK PARK PREP MIDDLE SCHOOL (7-8), AND SACRAMENTO CHARTER HIGH SCHOOL (9-12).SACRAMENTO CHARTER HIGH SCHOOLSACRAMENTO HIGH SCHOOL IS THE FINAL GATEWAY TO COLLEGE. IT IS ONE SCHOOL WITH FOUR THEMES, OR PATHWAYS-ARTS, BUSINESS AND COMMUNICATIONS, LAW AND PUBLIC SERVICE, MATH ENGINEERING AND HEALTH SCIENCES-IN A FULLY RENOVATED FACILITY THAT IS BRIGHT, AIRY AND OPEN. ALONG WITH CORE ACADEMICS, SAC HIGH HAS A CULTURE OF HIGH EXPECTATIONS, SCHOOL SPIRIT AND STUDENT LEADERSHIP. IT ALSO HAS A TIRELESSLY DEDICATED STAFF OR, AS ONE SENIOR PUT IT, "WE JUST HAVE A DIFFERENT BREED OF TEACHER HERE." THE COLLECTIVE EFFORTS ARE EVIDENT IN MULTIPLE MEASURES. THE SCHOOL'S API HAS RISEN OVER 210 POINTS FROM 268 IN 2003 TO 780 IN 2013, MAKING THE SCHOOL THE HIGHEST PERFORMING OPEN-ENROLLMENT COMPREHENSIVE HIGH SCHOOL IN THE DISTRICT. THIS IMPROVEMENT HAS OCCURRED WHILE THE DROPOUT RATE HAS DECREASED FROM OVER NINE PERCENT TO LESS THAN FOUR PERCENT AND SAC HIGH SAW THE HIGHEST GAINS IN READING OF ANY MIDDLE OR HIGH SCHOOL IN THE FOUR COUNTIES SURRONDING SACRAMENTO. FURTHERMORE, SAC HIGH DOES NOT JUST PROVIDE A HIGH-QUALITY EDUCATION; IT BRINGS TOGETHER THE ULTIMATE GOAL OF ALL ST. HOPE PUBLIC SCHOOLS, TURNING THE DISTANT HOPE FOR COLLEGE INTO A TANGIBLE REALITY. THIS IS MOST EVIDENT IN THE FACT THAT OVER 90% OF SAC HIGH'S CLASS OF 2014 HAVE ALREADY BEEN ACCEPTED INTO A FOUR YEAR COLLEGE, JUST ONE MONTH INTO THEIR SENIOR YEAR.WE PROVIDE A UNIQUE NETWORK OF SCHOOLS THAT GUIDES OUR STUDENTS FROM PRESCHOOL THROUGH HIGH SCHOOL TO COLLEGE. STUDENTS GRADUALLY BUILD A FOUNDATION OF ACADEMIC ACHIEVEMENT, COMMUNITY RESPONSIBILITY AND INNER CONFIDENCE EMPOWERING THEM TO BECOME EDUCATED LEADERS WITHIN THEIR COMMUNITIES. OUR RIGOROUS CURRICULUM HAS CLOSED THE ACHIEVEMENT GAP AND DRAMATICALLY INCREASED THE NUMBER OF GRADUATES WHO GO ON TO COLLEGE.THE NATIONAL STATISTICS ARE DAUNTING: LESS THAN 40% OF LOW-INCOME STUDENTS GO TO COLLEGE. BUT AT ST. HOPE PUBLIC SCHOOLS, WHERE THE MAJORITY OF OUR STUDENTS ARE SOCIOECONOMICALLY DISADVANTAGED, WE HAVE NOT ACCEPTED THAT FATE. IN 2011, OVER 70% OF OUR SENIORS WERE ACCEPTED TO MORE THAN 75 COLLEGES AND UNIVERSITIES ACROSS THE UNITED STATES, UP FROM JUST 20% IN 2003 WHEN SAC HIGH WAS RUN AS A TRADITIONAL DISTRICT SCHOOL.
