Before the return is filed, copies of the 990 will be distributed to the members of the executive committee, which currently include the board president, board treasurer, and executive director. Copies will be sent to all board members if the executive committee so directs. The executive committee members will be given adequate time to review the document and discuss any questions and/or comments to the director of finance and administration. After all questions and concerns are resolved, the executive committee will approve the 990 return and such approval will be recorded in the minutes of the next scheduled board meeting.

Regional transportation program, inc. (rtp) was founded in 1976 and is designated as a 501 c (3) not-for-profit organization. Rtp's exempt purpose is to provide transportation for the handicapped, elderly and low-income individuals throughout cumberland county, maine, who, because of infirmity or location, are unable to use the mass transit service for transportation. Rtp provides transportation through two basic vehicle modes: the mini- bus/van program with taxi backup and by volunteers who use their own vehicles and are reimbursed by a mileage rate. Since rtp is designated as a regional transportation corporation supported with federal and state transit funds, the agency also provides public transportation based on availability of vehicles and funding. The mini-bus/van program is currently comprised of 26 passenger vehicles. In fy 23, the diminishing effects of the pandemic still impacted ridership and our ability to hire both agency vehicle drivers and recruit volunteer drivers. In fy 23, passenger trips amounted to 68,987 compared to 67,614 in fy 22, while passenger miles in fy 23 were 662,925 compared to 752,578 in the prior year. In december 2013, rtp launched its lakes region public bus service which provides three round trips along route 302 each weekday between bridgton and portland. This service provided 5,503 trips in fy 22 and increased to 6,989 this year. Rtp received funds from the local united way and serves several governmental and social service agencies including: the department of health and human services for clients funded by maine care and the bureau of child and family services, etc. Rtp also receives funding from a number of cities and towns throughout cumberland county for transit service. The agency is staffed with managers, dispatchers, vehicle technicians, agency drivers and volunteer drivers and is located in its own facility in westbrook, maine. Accounting principles generally accepted in the united states of america requires management to evaluate tax positions taken by rtp and recognize a tax liability if rtp has taken an uncertain tax position that more likely than not would not be sustained upon examination by the internal revenue service and state taxing authorities. Rtp is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress.

RTP'S EXEMPT PURPOSE IS TO PROVIDE TRANSPORTATION FOR THE HANDICAPPED, ELDERLY AND LOW-INCOME INDIVIDUALS THROUGHOUT CUMBERLAND COUNTY, MAINE, WHO, BECAUSE OF INFIRMITY OR LOCATION, ARE UNABLE TO USE THE MASS TRANSIT SERVICE FOR TRANSPORTATION. RTP PROVIDES TRANSPORTATION THROUGH TWO BASIC VEHICLE MODES: THE MINI- BUS/VAN PROGRAM WITH TAXI BACKUP AND BY VOLUNTEERS WHO USE THEIR OWN VEHICLES AND ARE REIMBURSED BY A MILEAGE RATE. SINCE RTP IS DESIGNATED AS A REGIONAL TRANSPORTATION CORPORATION SUPPORTED WITH FEDERAL AND STATE TRANSIT FUNDS, THE AGENCY ALSO PROVIDES PUBLIC TRANSPORTATION BASED ON AVAILABILITY OF VEHICLES AND FUNDING. THE MINI-BUS/VAN PROGRAM IS CURRENTLY COMPRISED OF 26 PASSENGER VEHICLES. IN FY 23, THE DIMINISHING EFFECTS OF THE PANDEMIC STILL IMPACTED RIDERSHIP AND OUR ABILITY TO HIRE BOTH AGENCY VEHICLE DRIVERS AND RECRUIT VOLUNTEER DRIVERS. IN FY 23, PASSENGER TRIPS AMOUNTED TO 68,987 COMPARED TO 67,614 IN FY 22, WHILE PASSENGER MILES IN FY 23 WERE 662,925 COMPARED TO 752,578 IN THE PRIOR YEAR. IN DECEMBER 2013, RTP LAUNCHED ITS LAKES REGION PUBLIC BUS SERVICE WHICH PROVIDES THREE ROUND TRIPS ALONG ROUTE 302 EACH WEEKDAY BETWEEN BRIDGTON AND PORTLAND. THIS SERVICE PROVIDED 5,503 TRIPS IN FY 22 AND INCREASED TO 6,989 THIS YEAR. RTP RECEIVED FUNDS FROM THE LOCAL UNITED WAY AND SERVES SEVERAL GOVERNMENTAL AND SOCIAL SERVICE AGENCIES INCLUDING: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR CLIENTS FUNDED BY MAINE CARE AND THE BUREAU OF CHILD AND FAMILY SERVICES, ETC. RTP ALSO RECEIVES FUNDING FROM A NUMBER OF CITIES AND TOWNS THROUGHOUT CUMBERLAND COUNTY FOR TRANSIT SERVICE. THE AGENCY IS STAFFED WITH MANAGERS, DISPATCHERS, VEHICLE TECHNICIANS, AGENCY DRIVERS AND VOLUNTEER DRIVERS AND IS LOCATED IN ITS OWN FACILITY IN WESTBROOK, MAINE.
