Governance Explanations

Form 990, Part VI, Section B, Line 11

Before the return is filed, copies of the 990 will be distributed to the members of the executive committee, which currently include the board president, board treasurer and executive director. Copies will be sent to all board members if the executive committee so directs. The executive committee members will be given adequate time to review the document and discuss any questions and/or comments to the director of finance and administration. After all questions and concerns are resolved, the executive committee will approve the 990 return and such approval will be recorded in the minutes of the next scheduled board meeting.

In policy and practice the agency's management and board of directors remain vigilent in on going review and avoidance of any relationships or activities which might present a conflict of interest. Management and directors are required to affirm adherence to this policy on an annual basis.

Financial Statement Notes

PART X, LINE 2:

Rtp follows the provisions of fsc asc 740-10 income taxes, which clarifies the criteria that an individual tax position must satisfy for some or all of the benefits of that position to be recognized in an entity's financial statements. It also prescribes a recognition threshold of more-likely-than-not, and a measurement attribute for all tax positions taken or expected to be taken on a tax return, in order for those tax positions to be recognized in the financial statements. There was no cumulative effect on rtp's financial statements related to following these provisions, and no interest or penalties related to uncertain tax positions were accrued. Rtp is currently open to audit under the statute of limitations by the internal revenue service and state taxing authorities for years ended september 30, 2012 through 2015.

SINCE RTP IS DESIGNATED AS A REGIONAL TRANSPORTATION CORPORATION SUPPORTED WITH FEDERAL AND STATE TRANSIT FUNDS, THE AGENCY ALSO PROVIDES PUBLIC TRANSPORTATION BASED ON AVAILABILITY OF VEHICLES AND FUNDING. THE MINI-BUS/VAN PROGRAM IS NORMALLY COMPRISED OF 32 PASSENGER VEHICLES. IN FY 2015, THE AGENCY TRANSPORTED 2,471 INDIVIDUALS. THE BUS/VAN PROGRAM PROVIDED 87,069 PASSENGER TRIPS MEASURING 427,259 PASSENGER MILES WHILE THE VOLUNTEERS AND TAXIS PROVIDED 26,225 PASSENGER TRIPS MEASURING 575,125 PASSENGER MILES. IN TOTAL, THE AGENCY PROVIDED 113,294 PASSENGER TRIPS AND 1,002,384 PASSENGER MILES. IN DECEMBER 2013, RTP LAUNCHED ITS LAKES REGION PUBLIC BUS SERVICE WHICH PROVIDES FOUR ROUND TRIPS ALONG ROUTE 302 EACH WEEKDAY BETWEEN BRIDGTON AND PORTLAND. THE AGENCY PROJECTS THAT THIS SERVICE WILL PROVIDE OVER 8,500 TRIPS, ANNUALLY.RTP RECEIVES FUNDS FROM THE LOCAL UNITED WAY AND SERVES SEVERAL GOVERNMENTAL AND SOCIAL SERVICE AGENCIES INCLUDING: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR CLIENTS FUNDED BY MAINECARE AND THE BUREAU OF CHILD AND FAMILY SERVICES, ETC. RTP ALSO RECEIVES FUNDING FROM A NUMBER OF CITIES AND TOWNS THROUGHOUT CUMBERLAND COUNTY FOR TRANSIT SERVICE.EFFECTIVE AUGUST 1, 2013, THE STATE OF MAINE INSTITUTED A MAINECARE BROKERAGE SYSTEM. AS A RESULT, RTP NOW ONLY DELIVERS BUS, VAN AND VOLUNTEER TRANSPORTATION FOR MAINECARE RIDERS WHILE THE BROKER HAS TAKEN THE OTHER MAINECARE ADMINISTRATIVE FUNCTIONS INCLUDING: THE FRIENDS AND FAMILY PROGRAM, ISSUANCE OF BUS PASSES AND BILLING MAINECARE FOR COMMUNITY SERVICE AGENCIES THAT PERFORM THEIR OWN TRANSPORTATION.RTP CURRENTLY HAS ONE INFORMATIONAL RESOURCE ON THE INTERNET THAT PROVIDES COMPREHENSIVE INFORMATION ABOUT THE ORGANIZATION.
