| United Resource Project Inc. (URP), a nonprofit corporation formed in July 2024 and located in Virginia Beach, Virginia, was established exclusively for charitable and educational purposes under Section 501(c)(3) of the Internal Revenue Code. Our mission is to provide direct services, support, and access to critical resources for individuals experiencing homelessness, substance abuse, and mental health crises. Although we did not receive revenue or expend program funds during the July-December 2024 period, the foundational work accomplished in this short window was significant and instrumental to the operational launch of our programs beginning in January 2025. Throughout the second half of 2024, the URP Board of Directors devoted their time and expertise to marketing the organization, cultivating relationships, building partnerships, and securing startup grant commitments to support our programs in 2025. The absence of program service expenses during this period was not due to inactivity, but rather the nature of being a newly formed organization. During these six months, we focused intensively on community engagement, outreach to stakeholders, strategic planning, and submitting our IRS Form 1023 application for recognition of 501(c)(3) tax-exempt status. We initiated meetings and discussions with local service providers, community leaders, and other nonprofit organizations to ensure that our approach to serving vulnerable populations would align with existing service gaps. These partnerships include collaboration with Community Alliance, Clear Horizon Forensic and Counseling Group, and You Turn Residential LLC. These early partnerships were not only relationship-building exercises but involved careful planning around service delivery, mental health counseling access, residential support strategies, and wraparound care coordination. Our leadership team created a program framework built on four main pillars: Safe Shelter: During the July-December period, we conducted extensive research on available emergency shelter resources in the Virginia Beach area and identified critical service gaps, especially for individuals dealing with co-occurring disorders (mental health and substance use). We developed a blueprint for a shelter model that would not only provide temporary housing but also integrate access to counseling, mental health screenings, and personalized wellness plans. The board began working with local real estate professionals, municipal agencies, and property owners to identify potential shelter sites for future use. Community Resource Navigation: URP committed to acting as a central hub for resource connection. In the latter half of 2024, we met with leaders from over 15 organizations to compile a directory of services including employment assistance, veteran services, housing resources, addiction recovery centers, and food banks. Our outreach efforts involved building a referral network, attending coalition meetings, and mapping the local social services ecosystem to identify how URP could serve as a connector for those in need. Basic Needs Distribution: Although we did not distribute basic supplies in 2024 due to limited funding, we secured in-kind commitments from local donors and began collecting essential items such as hygiene kits, blankets, winter clothing, and non-perishable food. We also developed an inventory system and standard intake process for 2025 distribution events. Volunteers were recruited and onboarded to assist with this effort once funding became available in January 2025. Health & Wellness Access: In the second half of 2024, we held planning meetings with community health providers and insurance navigators to establish our role in connecting underserved individuals to medical care, behavioral health support, and health insurance enrollment services. This included exploring partnerships with Federally Qualified Health Centers (FQHCs) and state Medicaid liaisons to prepare for outreach and enrollment efforts set to begin in 2025. Additionally, URP's board created governance policies, developed internal controls, and implemented a strategic plan. Time was spent establishing operating procedures, identifying software platforms for donor management and client tracking, and creating marketing collateral. We launched a preliminary website, social media pages, and began building public awareness of our mission through informational meetings, digital outreach, and word-of-mouth. We also focused on the critical step of gaining federal tax-exempt recognition. In October 2024, we submitted our Form 1023 application and requested expedited processing due to the time-sensitive nature of our mission and the urgent grant deadlines we were facing. In support of this request, we documented that several key funding sources-including city grants, state-level homeless prevention initiatives, and federal recovery program funds-required 501(c)(3) status prior to disbursing funds. Thanks to these efforts, our request was approved in January 2025, unlocking crucial support for our programming moving forward. By the end of 2024, although we had not launched direct services or recorded expenses, URP had: Successfully secured conditional grant commitments to be disbursed in 2025 Established a working board and developed all essential policies .Created a strong and diverse network of nonprofit and community partners Built an infrastructure for service delivery to launch the moment funding was secured. Designed core programming aligned with community needs and partner feedback. Laid the groundwork for a fully operational and impactful 2025 The accomplishments achieved during this startup phase were foundational. Without these early efforts, URP would not be positioned to launch its service model in 2025. We are proud of the time, energy, and strategic planning invested by our board and volunteers to ensure URP would become a credible, accountable, and effective organization.
