| ReasonableCauseExplanation/ExplanationTxt | 0 | This is The Restart Organization's first year of filing a Form 990-EZ. As a newly formed nonprofit in the early capacity-building phase, we were unfamiliar with the filing process and deadlines. Additionally, we operated with limited administrative resources while focusing on securing essential infrastructure and funding for program implementation. Once the filing requirement was realized, we took immediate steps to complete and submit the return accurately. We respectfully request that any penalties be waived due to reasonable cause and our good faith effort to comply. Second to the aboved mentioned, our filing was rejected beyond our control. Our original electronic filing through the IRS-approved 990 Online system was rejected with an error message stating that our organization is not eligible to file as tax-exempt. After receiving the rejection notice, I contacted the IRS Exempt Organizations support line. The representative confirmed that our organization is fully recognized as tax-exempt and that the rejection appeared to be a system error. I was instructed to resubmit the return and provide an explanation letter. Until today, the 990 Online system did not allow us to access or edit the rejected filing. On 11-9-2025 the system provided an edit tool, which has now enabled us to resubmit the return as instructed. Because this technical issue was outside our control and prevented timely acceptance of our initial filing, I respectfully request a waiver of any late filing penalties or notices. IRS records reflect the original submission date, the rejection, and the erroneous ineligibility message that caused the delay. We have acted in good faith and are re-submitting the return immediately upon gaining access. If additional information is needed, please contact me directly. |
