Due to this close and continuous working relationship, the supported organization has a significant voice to influence LaunchNW's decisions regarding the use of its income and assets.

LaunchNW was organized as a formal independent entity in April 2024, transitioning from its prior status as a program initiative operating within Innovia Foundation. As LaunchNW was in its initial organizational phase, substantially all activities during the tax year were conducted through Innovia Foundation and directly furthered Innovia's exempt purposes of expanding educational opportunity and community support throughout Eastern Washington and North Idaho. LaunchNW was responsive to Innovia Foundation through its Board of Directors, which during the tax year consisted of 12 voting members, including overlapping service by Innovia Foundation's Board of Directors President, Chief Executive Officer, Chief Financial and Operations Officer, and one additional director, and further reflecting shared governance through the Executive Director of LaunchNW, who splits time equally between Innovia Foundation and LaunchNW.
